Environmental Review
• Project subject to environmental review
under the California Environmental Quality
Act (CEQA).
• Initial Study being prepared by staff.
• Reclamation Plan must be certified by staff
and sent to OMR for review.

Review Process
• Surface Mining Committee must review
application.
• Environmental document must be circulated for
public review.
• Proper notice of both the environmental
document and the hearing must be provided to
neighbors and public.
• Planning Commission must conduct at least one
publically noticed hearing.
• Planning Commission's decision is appealable
to the Board of Supervisors

Recommendation
• Hear presentation by applicant's engineer.
• Take comments from public, if any.
• Make recommendations to staff.
