Road Aggregate Expansion Project, 3:OOPM, 25 County Center Drive, Oroville, October 15, 2009
Dear Mr. Johansson:
This letter is to notify you as a member of the Surface Mining Aggregate Operations Committee that
Butte County has completed an Initial Study (enclosed) for the above project and determined that an
Environmental Impact Report is necessary. Pursuant to the California Environmental Quality Act, the
Initial Study and a Notice of Preparation were sent to the State Clearinghouse, Responsible Agencies and
other interested parties on September 30, 2009. The Initial Study will be available for public review and
comment between October 5 and November 6, 2009. Butte County Code Section 13-105 states that the
Planning Division shall convene a meeting of the Mining Committee to review an application within 10
days of the distribution of the permit application and reclamation plan:
Upon deeming the application complete, the planning division shall send copies of the
mining permit application and reclamation plan to the director of department of
conservation, county public works department, the committee and other responsible
agencies. Within ten (10) days of the distribution of the permit application and
reclamation plan, the committee shall meet to review and make recommendations to
staff. The planning division shall be responsible for developing an agenda and setting
the time and place for the committee meeting. The planning division will be responsible
for conducting the initial study to determine the project's status in respect to the
California Environmental Quality Act, Public Resources Code section 21000 et seq.
Staff has tentatively set a Surface Mining Aggregate Operations Committee meeting regarding the Power
House Road Aggregate Expansion Project for 3:00 PM, Thursday, October 15, 2009, at 25 County Center
Drive (Board of Supervisors' Chambers), Oroville. Please contact me as to whether this time is
acceptable.
The Initial Study, application, reclamation plan, technical studies and exhibits are all available at the
