BidWell-Saciànientb R¡ver State Park.As you are aware, on March 1 1, 2008, lhis Board suþmitted a letter expressing its strongobjection.to the proposed Bidwell:Sacrãmentö RiVer State Parks project. The objections forthe Riparian Habitat Restoratíon of ihe singh unit include the loss.or conversion of primeagricu¡ture lands, not assuring an adequate buffer between recreational and agricultural uses,and nol ¡nsuring that adequate diainage is present into Mud Creek among other items. TheBoard reconfirmed their opposition to the permit in a letter dated March 2, 201.1, as well asduring hearings before lhe CVFPB in 2011.Since that time, numerous discussions, mediations, and even facililated processes, havetaken place to resolve these differences, bui lo date they have been unsuceessful. Whilewe recognize that State Parks has made a variety of concessions to assure bettermaintenance and operation of the adjacent Big Chico Creek propert¡es and the proposedSingh Restoration, the Butle County Board of Supervisors continues to have an objection tolhe conversión of these pr¡me agricultural lands to a non-agricultural use. ln addition, we arestill very concerned that the proposed project does not adeguately address drainage andflood issues, does not provide adequate buffers between neighboring agricultural issuès andthe proposed recreational use, as well as relies on the State Parks and RecreationDepartment's annual operating budget, which is subject to budget reduct¡ons. ln sum, theconcerns expressed ìn 2008 and 201 t have not been allev¡aled, and therefore our posil¡onremäins the same.
