Anderson: This department received a complaint regarding burial of garbage and a failing septic system at the ;above locatlon. Although wou have a permit to install a septic system, it is a violation of Butte County Code to install and Use a septic system without an inspection by this department. It is also a violation of ButtC County Code to allow sewage to be accessible to humans, rodents and insects. Chapter 31 of the Butte County Code States: Sectionl9-3, it sliall be unlawful for any person to maintain, occupy or use any building not provided with a sewage disposal system which disposes of sewage in a sanitary manner. Section 19-4 (a) Sewage overflowing any lands whatever. Section 19 - 4 (c) Sewage being accessible to rodents, insects or humans. To remediate the sewage problem, sprinkle the surface with quick lime. Do not use the sewage disposal Swstenl until it has been correctly- installed and inspected. Remove the garbage, which has been buried; and provide receipts from the land fill to indicate proper disposal. Mr. Anderson has requested, in writing, the County change his "Aunt Minnie" administrative permit to a primary residence. The Department can make null & void the Administrative Permit for a Temporary Mobile Home with Mr. Anderson's letter. Mr. Anderson has requested his $2000 deposit be returned. I told Mr. Anderson that the Department would begin that process once we were assured that the'outstanding code violations have been addressed, a final inspection approval has been given by your division, and the Planning Division has been notified by your Division. When Mr. Anderson has received a final inspection approval on the Mobile Home as a primary residence, would you .please inform me of this action. With your notification, I will ask the Department to refund Mr. Anderson's $2000 deposit which he had submitted earlier as a requirement for the Administrative Permit for a Temporary Mobile Home. All excess -footage payments made by Applicant hereunder shall be subject to refund to applicant, without interest, in accordance with the provisions of said Rule No. 15. Where there is a series of extensions, on any of which an advance is still refundable, and Pacific makes succeeding free extensions with excess allowances or where additional load or customers connect to succeeding extensions, refunds will be made to repay in turn each of such advances which remain refundable beginning with the first in series, chronologically, from the original point of supply. 7. If the service is for agricultural power and Pacific erects to install an agricultural power service pole in connection therewith, Pacific hereby gives Applicant permission for the time service is rendered hereunder, free of rent, to' -install on said pole at Applicant's sole risk and expense those materials which Applicant is required to furnish, install and maintain under Section 2, "General Requirements," of specifica- tions entitled "Minimum Requirements for Agricultural Power Service Pole," in which event a copy of said specifications is attached and made a part hereof. Pacific will maintain Applicant's said facilities above a point eight (8) feet above the ground but at Applicants expense. 9. Applicant may, with Pacific's written consent, assign this agreement if the assignee will, in writing, agree to perform Applicant's obligations hereunder.
