This is a courtesy notice to notify you that you are in violation of the Butte County Code, as
follows, at the above -referenced location.
Failure to obtain the required permits, inspections and approvals from this office for the
installation of a mobile home.
Since permits and inspections are required for the above work, please submit three (3) complete
sets of plans, apply for the required permits, and pay the appropriate fees. All work must stop
until these permits are issued and you are authorized by our field inspector to proceed. The field
authorization cannot be made until the existing work is inspected and approved.
It.is the County's goal to obtain voluntary compliance with the Butte County Code. However,
you should be advised that Butte County has an active Code Enforcement Program which
provides an effective means of enforcement if voluntary compliance is not obtained.
Enforcement may be pursued through the issuance of citations, fines and the recording of a
Notice of Violation including a description of the action necessary to abate the violation.
You have thirty (30) days to voluntarily comply with the above directions or to present an
acceptable plan for abatement or corrective actions to be taken by you. Should you have any

I request and authorize the Building Division to process this building pen -nit application through the plans
examination process WITHOUT first obtaining all necessary, related permits and clearances from other
regulatory entities, including but not limited to, Planning, Environmental' Health, Land Development,
County Fire, and Agriculture.

The Building Division will process the application through the plans examination process, as submitted,
without input from other regulatory entities that could prohibit issuance of the building permit or r uire
submission of amended building plans to the Building Division.. Once the plans examination process
begins, there will be no refund of plans examination fees. Any changes requiring submission of amended
plans to the Building Division will incur additional fees. '
Within one year from the date of application for a building permit, all other required permits and clearances
from other entities must be obtained for the permit to be issued. Failure to obtain these permits/clearances
will void the application.
Typically other required perp its/clearances include, but are not limited to, verification the parcel was
legally created, adherence to_all mitigations and conditions imposed on the parcel at time of creation, as well
as zoning requirements, legal access, and applicable set -backs and environmental issues (fire, agriculture
buffer zones, and habitat/species).

Dear Mr. Hansen:
Through our courtesy notice on January 22, 2004, you were notified pursuant to Section 41-2 of the
Butte County Code of the presence of code violations on your above -referenced property. According to
our records, the courtesy notice has not resulted in abatement or correction of:
The accumulation of junk in public view.
2. The keeping of inoperable vehicles in public view.
Your failure to eliminate the stated violations are cause for the issuance of this formal warning notice.
As of this date, our records indicate that the following violations to the Butte County Code still exist:
Butte County Code, Chapter 24, Section 24-95 - The AR -5 (Agricultural -Residential, 5 -acre
minimum) zone does not "specifically authorize" large accumulations of junk. The storing of
more than 100 square feet of "junk" on a parcel is one of the items used to determine that a
"junkyard" condition exists. A "junkyard" is not an allowed use in the AR -5 zone without a Use
Permit. "Automobiles and other vehicles, dismantled, in whole or in part" are considered to be
"junk." Chapter 11, Section 114 forbids people, whether at a licensed junkyard location or not,
from storing junk in public view.
The determination that these violations exist on the property is based on the following definitions in the
Butte County Code:
Butte County Code, Chapter 24, Section 24-305.240 - Junk. Any worn-out and discarded
material in general that may be turned to some use including, but not limited to, any old iron,
wire, copper, tin, lead, rags, paper, bags, lumber, empty bottles, bones, parts of bicycles, tricycles,
baby carriages, automobiles, and other vehicles, dismantled, in whole or in part, kept, stored,
located, situated or piled in public view, and all other similar personal property ordinarily defined
and classified as "junk" kept, stored, located, situated or piled in public view and not screened
from public view by a fence.

In response and to the effect of your letter on September 2.8, 2001, concerning the Mobile home situated on my Ap#
026-260-010; I have taken corrective and abatement actions for the problem at hand as you requested. I have caused
a civil action to be filed in the Superior Court of Butte County #126555 against the legal owners of the mobile home;
who refuse to provide ane legal transfer of ownership which would allow me to comply with county codes for
installation of the subject mobile home or to remove the mobile immediately from my parcel.
Attached please find a copy of the records we received from HCD in regards to this mobile. You will find, clearly that
the owners of this mobile committed perjury in their statement to HCD in obtaining a "salvage certificate"'. The
owners of record knew that the mobile was in fact not destroved. and they themselves set-up the mobile under the
aunt minnie permit on my property. Also attached is a copy of the letter from Mr.'Hobbs, one of the owners, who
states he gave the mobile as a gift in 1999; although they obtained the salvage certificate stateing that they "de-
stroyed" it on September 12, 2001. They also claimed that they "lost" the decals and license plates to the mobile, we
can prove otherwise. They have committed perjury and fraud.
I would at this time ask the county to accept the filing of the Civil action as a means to remedy the problem at hand;
therefore, we ask that all enforcement of the County Building Codes in reference to this subject matter, halt, pending
the outcome of the litigation, in accordance of California Law.
Also, in your letter you stated that "all work must stop, until these permits are issued"; There hasn't been any "work"
done to this parcel or the mobile in over two years, actually almost three years. While I've no problem "voluntarily
complying", I do have a problem with being found in non-compliance when '.you are in fact aware that I do have an
aunt Minnie allowing this dwelling and you reviewed the aunt minnie, when imy daughter brought it to your office.
The aunt N innie allows me to have a mobile on my parcel.
I do believe that California Law provides in the statutes that when a subject matter is entered into litigation that all
enforcement and citations, etc. stay until the matter is mitigated. If this is not the case please send me notice and a
copy of the codes that you feel are exempt from this kind of statute.
It is my desire to continue to abide by the law as I have always dome; and continue on as a forthright citizen and
resident of this County as I have done for the bast 51 years_ Please advise me of your position in regards to this matter,
,ASAP.

Dear HCD:
As you have required, I am sending 3 - $5 money Orders for 3 copies of vital documents which are: 1 copy of
Salvaged Title, 1 copy of the Statew=t of Facts Bled by Cissy Hobbs to obtain a salvage certificate, and one copy
of the Application to Salvage Certificate from Cissy Hobbs.
Obtaining these documents is important because of an impending fraud case being filed against Ms. Hobbs in
regards to this mobile home. A 12x60, 1963?1 Skyline mobile which she stated was uninhabitable and she gave
this mobile to me 2 years ago as a gift, her husband set it up on my land, my wife lived in it until she diced of cancer
on August 3, 2001. Cissy and her husband Roy have taken something that they gave to me, told the Banlauptcy
trustee of it's value as a gift, and ten days atter that, filed and obtained a salvage certificate on the mobile knowing
it to be a fraudulent transaction. Cissy and Roy called the county, a complaint was tiled and I've been ordered to
come into county compliance in regards to the installation that took place 2 years ago, therefore I must have the
title.
Please take notice of the attached tetter from Roy Hobbs, Cissy's husband, giving the mobile to me as a gift on July
10, 1999. It looked like 1998 and changed from 1999. ??? In any case it was prior to the salvage date, therefore it
did not belong to them factually.
Also attached are the DMV transfer forms that Mr. and Mrs. Hobbs attempted to force me to sign during a Ch. 7
Bankruptcy filing, for which I explained that after the Bankruptcy we will do the transfer, but that was unaccept-
able to the Hobbs', they wanted me to transfer property against U.S. Codes. Further, the pair have interfered in
other personal matters and tried to use them against me in the proceedings. My discharge, despite their interfer-
ence is now final and complete.

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of the property,
improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a
permit. Building permits are not required to be signed by property owners unless they are personally performing their own
work. If your work is being performed by someone other -,than yourself, you may protect yourself from possible liability if
that person applies for the proper permit in his or her name.
Contractors are required by law to, be licensed and bonded by the State of California and to have a business license
from the city or county. They are also required by law to put their license number on all permits for which they, apply.
If you plan to do your own work, wiih-the exception of various trades that your plan to subcontract, you should be .
aware of the following information for your'benefit and protection:
o If you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is $500 or more for the entire project and such persons are not licensed as contractors or,
subcontractors, then you may be an employer.
o If you are an employer, you must register with the state and federal government as an employer and you are subject
to several obligations including state and federal income tax withholding, federal social security taxes, workers'
compensation insurance, disability insurance costs, and unemployment compensation contributions.
o There may be financial risks for you if you do not cant' out these obligations, and these risks are especially serious
with respect to workers' compensation insurance.
o For more specific information about. your obligations under federal law, contact the Internal Revenue Service (and;
if you wish, the U.S.- Small- Business Administration). For more specific information about your obligations under
state law, contact the Department of Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" 'building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contacting the Contractors' State License Board's
automated telephone information system at 1-800-321-CSLB (2752) or by accessing their website•at www.CSLB.ca.gov.

applying for the required permits, and paying the appropriate fees, including penalties. After permit
issuance and field authorization to proceed, the work must be completed and approved by this office
within the permit specified time.
This is your final warning. Unless you contact this office and make the proper arrangements to
correct or abate the violation(s) voluntarily, within ten (10) days from the date of this letter,
enforcement shall be pursued through the issuance of a citation (ordering you to appear in court)
for said violation(s) and for failing to comply with this warning letter.

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of the property
improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a
permit. Building permits are not required to be signed by property owners unless they are personally performing their own
work. If your work is being performed by someone other than yourself, you may protect yourself from possible liability if
that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license
from the city or county. They are also required by law to put their license number on all permits for which they apply.

aware of the following information for your benefit and protection:
o If you employ or otherwise engage any persons other than your immediate family, and the work (including materials

to several obligations 'including state and federal income tax withholding, federal social security taxes, workers'
compensation insurance, disability insurance costs, and unemployment compensation contributions.

In response and to the effect of your letter on September 28, 2001, concerning the Mobile home situated on my AP#
026-260-010; 1 have taken corrective and abatement actions for the problem at hand as you requested. I have caused
a civil action to be filed in the Superior Court of Butte County #126555 against the legal owners of the mobile home;
who refuse to provide me legal transfer of ownership which would allow me to comply with county codes for
installation of the subject mobile home or to remove the mobile immediately from my parcel.
Attached please find a copy of the records we received from HCD in regards to this mobile. You will find, clearly that
the owners of this mobile committed perjury in their statement to HCD in obtaining a "salvage certificate". The
owners of record knew that the mobile was in fact not destroyed, and they themselves set-up the mobile under the
aunt minnie permit on my property. Also attached is a copy of the letter from Mr. Hobbs, one of the owners, who
states he gave the mobile as a gift in 1999, although they obtained the salvage certificate stateing that they "de-
stroyed" it on September 12, 2001. They also claimed that they "lost" the decals and license plates to the mobile, we
can prove otherwise. They have committed perjury and fraud.
I would at this time ask the county to accept the filing of the Civil action as a means to remedy the problem at hand;
therefore, we ask that all enforcement of the County Building Codes in reference to this subject matter, halt, pending
the outcome of the litigation, in accordance of California Law.
Also, in your letter you stated that "all work must stop, until these permits are issued"; There hasn't been any "work"
done to this parcel or the mobile in over two years, actually almost three years. While I've no problem "voluntarily
complying", I do have a problem with being found in non-compliance when you are in fact aware that I do have an
aunt Minnie allowing this dwelling and you reviewed the aunt minnie, when my daughter brought it to your office.
The aunt Minnie allows me to have a mobile on my parcel.
I do believe that California Law provides in the statutes that when a subject matter is entered into litigation that all
enforcement and citations, etc. stay until the matter is mitigated. If this is not the case please send me notice and a
copy of the codes that you feel are exempt from this kind of statute.
It is my desire to continue to abide by the law as I have always done; and continue on as a forthright citizen and
resident of this County as I have done for the last 51 years. Please advise me of your position in regards to this matter,
ASAP.
