The Erosion Control Plan must be prepared by a registered civil engineer or other qualified professional and be submitted to and approved by the Department of Public Works. ❑ A plan prepared by a certified arborist, botanist or landscape architect that shows the existing on-site mature trees, located in any area proposed for buildings and vehicular access, and provides for methods to protect the trees identified to be preserved, shall be provided to and approved by the Planning Division prior to the issuance of building permits and/or prior to grading or vegetation removal. The removal of mature trees shall be minimized, where possible. A mature tree shall be defined as a tree with a trunk measuring 4 inches in diameter, 4 feet from ground level. Mature trees removed shall be replaced on a 3 -to -1 ratio, utilizing existing oak tree stock. Each tree to be preserved shall be surrounded by a circular zone (minimum 40 -foot radius) identified by an orange fence during construction activities. No vegetation removal, soil disturbance, or other development activities shall occur within the fenced area. Measures shall be taken to control fugitive dust emissions from all driveway and other civil construction associated with residential development. A DEVELOPMENT IMPACT FEE FOR SCHOOL FACILITIES SHALL BE PAID PRIOR TO ISSUANCE OF BUILDING PERMITS. THE FEE AMOUNT WILL BE DETERMINED AND CALCULATED AS OF THE DATE OF APPLICATION .FOR THE BUILDING PERMITS. 4. THE BUILDING SETBACK FROM THE SIDE AND REAR PROPERTY LINES SHALL BE AT LEAST THIRTY (30) FEET TO ' SATISFY PUBLIC RESOURCES CODE 4290 (FIRE SAFE REGULATIONS). 5.
