Dear Ms. Bruce:
This department received a complaint concerning hazardous.and
insanitary conditions at a rental dwelling located at Route 2, Box
2675-w/s Palermo.-Honcut Road, Honcut, California.. The Butte County
Assessor's records indicate you are the owner of the. property. ..
On April 29, 1980 the undersigned visited the site and observed
the'following,conditions which are in violation of the- Butte County
Code, and the California.Housing Law:
1.. There is raw sewage on the ground surface at the rear of the
house, indicating failure of the septic tank.and subsurface disposal
system.
2. The front porch is collapsing, with the floor caving in and the
danger of injury to persons entering the'front door.
3. The house roof is in poor repair; exterior walls, windows, and
doors are not weatherproof, and in poor condition.
4. Electrical wiring and plumbing appears to be in poor repair and
hazardous.
5. A wood stove is being installed without permits from the Depart-
ment of Public Works.
These are the items noted during my exterior inspection of the
structure. Additional hazardous conditions probably exist inside
the structure. Please make arrangements.for a complete inspection
of the premises with the undersigned. The following repairs shall
be made WITHIN THIRTY (30) DAYS of receipt of this letter, or the
dwelling shall be vacated and secured against entry and occupancy
until repairs are completed. Permits and inspections will be re-
quired from the Butte County Department of Public Works, 7 County
Center Drive, Oroville, California for items 2,3,4, and 5. A
septic tank permit will be.required from this department for item 1.

1. Make all necessary repairs to the septic tank and subsurface
sewage disposal system to confine all sewage underground. This
may involve installation of a new septic tank and leach lines.
2. Reconstruct the front porch roof, floor, piers and supports.
3. Repair or replace the deteriorated house.roof. Repair or
replace and.weatherproof damaged or defective exterior walls,
windows, and doors.
4. Repair or replace all defective electrical wiring, panels,
receptacles, and fixtures. Repair or replace all defective
plumbing and fixtures.
5. Provide a proper installation of the wood stove with required
permit and inspections.
