The parcel did hav arcel frontage on a publicly -maintained road. It was consistent with the General Plan at a time. The issue was that the zoning at a time of creation was A-3, which required a 5 -acre minimum parcel. The parcel is y 1.1 acres and did not meet the minimum parcel size, which would have been requir at the time of creation.
