Septic Tank System Inspection Certificate issued July 15, 1974 for AP 28-32-186 for a 3 -bedroom mobile home, and another issued for AP 28-32-187 for a two-bedroom mobile home. No plot plans were submitted or are included in the files of Environmental Health office (Oroville) for subject parcels. Search of Public Works' Building Department indicated that there are no files for either of the subject par.cels.'The Keoppel name is not on file. March 19, 1982: Letter to Melvin L. Keopple, Hawley and Ruth Keoppel, P. 0. Box 97, Bangor, Ca. from Vince Anzalone, Butte County Zoning in- vestigator, in regard to using parcels as a dump and disposal area for junk and debris of all types and conducting a construc- tion business operation in violation of Butte County Zoning Ordinance, Section 24-72 A-5 (Agricultural) zone. Instructed him to cease and desist and remove the appearance of a dump and disposal area within 30 days of the receipt of the letter. Return receipt was dated March 22, 1982. April 26,_1982; Mr. Melvin Keopple requested additional time to abate the violation. Letter from Vince Anzalone, Zoning Investigator, to Melvin Keopple extending time for abatement to July 15, 1982. August 11, 1982• Visited subject parcel and observed that Mr. Keopple has not complied with the instruction of my letter of April 26, 1982. September 20., 1982; Mr..Melvin Keopple has moved some of the debris by bulldozing large excavation and pushing debris into it. September 27, 1982: Visited Mr. Brower's parcel to check on Mr. Keopple's progress and observed the following: 1. 200 foot long line of tires next to road --along side side property line. Approximately 5 to 6 tires high. -2- AP.28-32-186 & 187 (Keopple) 2. Junk and debris piled in public view (including tires). 3. Dump trucks and other construction paraphernalia. 4. Counted four (4) mobile homes. (Mr. Brower.states that additional mobile homes moved in. NOTE: Mr. Keopple has septic permits for only two (2) mobiles ---in 1974) September 30, 1982: (For information only) ' Check of Public Works' Building Department files indicate that there are no permit applications on file for referenced parcels. Check of Environmental Health (Oroville) office indicates no additional permits, or applications, on file from 1974 to this date.' CONCLUSIONS; The Keopples are using their parcels: 1. As a dump and disposal area 2.
