RELATED ITEMS: None FOR: Planning Commission Meering of 25 August, 1994 ABSTRACT: The project is consistent with County regulations and is in compliance with the C1 zone and Commercial General Plan', designation. Staff recommends approval with conditions. PROJECT CHARACTERISTICS: The applicant proposes to utilize an existing 1000 sq, ft. building located at 1812 Esplanade for an out-patient only veterinary' clinic. The applicant states that there will be no overnight admissions or on-site boarding of animals. The general area consists of professional offices and commercial enterprises. Access to the site is off the Frontage Road �hich parallels the Esplanade. The site is served by a septic system and the California Water.. lervrce. Where shall be no keeping of animals overnight, except as required for recovery from surgery or medical care: Bette County Department of Development Services = Planning Division S does not pose any significant impacts to surrounding parcels and will not burden the existing infrastructure in the area. The Environmenta! Health Department has indicated that the existing septic system is capable of absorbing the discharge of both businesses that occupy the building and that Cal Water w!II supply all water to the building. Butte County Fire Department requires that applicant install a six inch fire hydrant at the intersection of Esplanade and East 6th Avenue. The Public Works Department has deferred any ,street requirements to the City of Chico, however, the Chico Planning Department has not responded to a request for comment. Pacific Bell responded that they have no objections to this use. ENVIRONMENTAL DOCUMENTATION: This application has been defined as a project Linder the California Environmental Quality /pct (CEQA) and as such., is subject to the requirements of CEQA. An Initial Study has been prepared by County staff. Based upon the a review of the Initial Study, staff has determined that the project will not cause any significant impacts and Negative Declaration is recommended. pUBIJC NOTICE AND COMMENTS: This application requires that a public hearing be advertised and held. Advertisement of the public hearing will occur in the Enterprise Record. Public notices will be mailed to all property owners within a 300 foot radius of the subject property. As of the date of this report we have received no public comment. RECOMMENDATION: Staff recommends that the Planning Commission approve the application on AP# 003-391-016, subject to the following findings and conditions. Section 1: Environmental Findings. A.
