Inspected the building with Mr. Whitchurch on November 7, 1963.
As a result of the Inspection, the follmiag Meme must be done or resolved:
(1) Provide an additional 30 aalkthxough door for a second exit at the
rear of the building,
(2) Provide a landing at each exterior walkthroegh door and a handicapped
ramp accasa.to the grout door with a maximum elope of 1x12.
(3) Provide exhaust ventilattou at or noes the floor loval sufficient to
Produce four complete air changes per hour. (The exhaust fan should be an outside
Installation or a completely sealed unit approved for use in a repair garage.)
(4) Provide street laprovements and drainage facilities ea required by
the lAnd Development Sectlen of the Department of Public Warka.
It to now in order for you to apply for the required permit to convert the
private residential use: to th0 repair garage and pay the appropriate face, (we
have the plot and floor plans already submitted).

Dear -Mr. Glander:

Enclosed are three copies of the floor plans of Mr. Whitchurch's
garage. It is my understanding you have three plot plans in this
matter already. Regarding the existing equipment, Mr. Whitchurch-
does not have anything affixed.to the realty, all equipment,being
movable. However, if you would note on the plot plan I have
written in three items: 1) In the upper left hand corner I
show a compressor; 2) In the upper right hand corner I have
drawn ,in some shelves, not attached, that measure 24 X 1; and,
3) In'the lower left hand corner you will note I have drawn in
a work bench which measures approximately 24' X,21'.
Additionally, two 14 X 14 metal roll up doors have been installed
on the premises by.the Door.Company, at a cost of $1,543.00.
The shop is to be used by Mr. Whitchurch for work on his equipment,.
including the repair of tire, brakes, engines, transmissions, and
rear ends.
It is my*understanding that, after the receipt of this information,
you or one of your officers will inspect the property to determine
if.any additional work on the premises should be accomplished for
compliance with the law. Please let me know the results of'this
inspection.
We appreciate your past courtesies in dealing with'Mr. and Mrs.
Whitchurch, and you can be assured of our future cooperation in
this matter. -

With reference to the above subject and your letter dated September 29, 1983,
the following is the history of events leading to my letter of September 19,
1983:
(1) On March 186 1983, JoAnn Whitchurch applied for.an Agricultural
Building Exemption Permit for a 30' x 50' building to be used for storage of
feed and agricultural equipment.
(2) On March 23, 1983, I wrote you a letter indicating a trucking opera-
tion or business was being conducted on the property and questioned the ,
agricultural use. -
(3) On April 26,,1983, North Valley Ready Mix applied for a building'
permit to construct a 30' x-50' private garage, shop and storage building.
:Also, an April 26, 1983, letter from you indicated this building would be used
as a private workshop for your -own use together with storage of your personal
belongings.
(4) On May 100 1983, based upon your letter and the permit application,
we issued the building permit for the requested use.
(5) On or about September 13, 1983, we received information indicating this
building was being used to repair trucks and equipment.
(6) On September 19, 19839 I wrote the letter requesting you obtain the
required permits to convert the private garage and storage building.to the
commercial operation (repair garage).
(9) On September 29, 1983, the letter written by yourself indicates you
are in fact using the building for fixing your trucks and storing parts and
equipment.

It is therefore necessary to obtain a building permit to change the occupancy
from a private residential type use to a commercial use, as the code require-
ments are different between these two uses.
Please submit three copies of floor plans, showing all existing equipment,
together with three plot plans, and apply for the required permits and pay
the appropriate fees within ten days of the date of this letter.
Occupancy of this building without the required permits and approvals from this
office is a violation of the provisions of the Butte County Code.

AG Buildings shall comply with the building front, side, and rear yard requirements of the applicable County
Ordinances as follows:
FRONT SIDES REAR -
AG Buildings shall be a minimum of five (5) feet from any septic tank or leach fields.
AG Buildings less than 1000 sq. ft. in floor area shall be located a minimum of 6 feet from a residence, 10 feet
from a mobilehome, and 23 feet from a commercial building. .
AG Buildings greater than 1000 sq. ft. in floor area shall be located a minimum of 23 feet from a residence and
a mobilehome, and 40 feet from.a commercial building.
I declare under penalty of perjury that the building will be used as stated above and the proposed use
conforms with the AG Building definition. If any change in use or occupancy of the building is made, I will
contact the Department of Public Works and will obtain any necessary permits, inspections, and approvals to
comply with the requirements in effect at that time and before occupancy.
