The Butte County Assessor's records indicate you are the owner of the property. On October 24, 19ee, I visited the property following a complaint from neighbors that transients were attempting to occupy the house. The door- and front windows have been secured by concerned neighbors but the house still can be entered and is substandard with no utilities, broken windows, and interior damage. This letter is a final request to you to provide a time plan for repair or demolition of this structure before this department makes a request to the Board of Supervisors to have the structure declared a public nuisance, and take administrative steps to have the structure demolished and a lien placed on the property for cost of'demolition. On September 16, 1987, I visited the property and observed a dwelling unit in .dilapidated condition and not secured to unauthorized entry. The substandard conditions observed, render the building substandard and unfit for human habitation, and in violation of the California Health and Safety Code,.Section 17920.3 (a), (b), (c), (d), (e), (f) and (g). CA 95927 RE: Abandoned House - 1310 Davis Street., Chico, CA AP# 005-39-5-012-0 Dear Mr. or Mrs. Griffin: .On November 29. 1988, I revisited the above listed dwelling unit to determine if any changes have occurred since my letter to you dated October 27, 1988. You have failed to respond to this letter as requested. The following is a list of conditions observed from the exterior of the dwelling unit on November 29, 1988. These conditions are in violation of the California Health and Safety Code, Sections 17920:3 (a) (1) (5) (10) (11) (12) (13) (15) , (b) (6) (7) and (j); and which render -the building substandard and unsafe for human habitation. 1. Toilet is setting in yard. There is no domestic water service to the house. 2. There is no gas or electric service to the house, therefore, no heat, lighting, hot water, or cooking facilities.. 3. Windows are missing, and not covered on north side, and west side of house, rear door open and missing. 4. Roof exhibits signs of inadequate supports and/or deteriorated materials with dry rot in eaves, deflection in roof surface. 5. There is an accumulation of refuse including discarded furniture, junk and garbage in the rear yard and on the rear porch. 6.. There is inadequate _ground to wood clearance on siding. James C. Persons are occupying house without heat, lights, hot or cold water, toilet facilities, etc. To comply, take action within THIRTY (30) DAYS from receipt of this notice to make the following corrections. Obtain all reauired Permits from the Butte County Department of Public Works, 7 County Center Drive, Oroville, CA prior to making repairs. 1. Provide functional toilet, lavatory, shower or bathtub, and kitchen sink. 2. Provide gas. electric and water service to the house. Provide approved heating facilities, electrical wiring and fixtures, functioning water heater, and cooking facilities. 3. Replace all broken windows and doors, make windows and doors weather proof. 4. Repair or replace deteriorated roof, repairing or replacing all damaged or. deteriorated materials including tresses, rafters, sheathing and roof covering. Provide adequate ventilation for under roof area. 5. Remove all refuse from the yards and building and properly dispose of it at an approved disposed facility. Do not allow refuse to accumulate on the property,. 6. Provide clearance between all wooden components of the dwelling and the ground surface. 7. Provide ventilation under floor if wooden raised floor. 8. Make roof and walls weather tight. 9. Secure house to unauthorized entry by securing all windows .and .doors. The dwelling is not to be occupied until all repairs are completed and approved. Due to the condition of. this building I am requesting that you take steps to either repair it as indicated, or demolish the structure and remove the debris from the site within THIRTY (30) DAYS. Failure to comply with this notice, will result in the State Franchise Tax Board being advised of your noncompliance. You will James C. Griffin or Jane A.
