The dispatch center is proposed to be an interim use on the parcel. The building is located at 996 East 16th Street (APN 005-421-010) within the boundary of the City of Chico. This Department concurs with the interim utilization of the property you identified in your letter (dated February 12, 2007), based on the understanding that you identified a time line of events that will occur in order to establish a use in conformance with the zoning, as envisioned by the Chapman/Mulberry Neighborhood Plan. As requested, the following is an "Outline of Events" for the proposed use of the site of 996 E. 16th Street. INTRODUCTION The subject property is an existing commercial building located on the north side of East 16th Street, west of Guill Street. The property is in the - unincorporated area�of Chico (Butte County), but within the city's sphere of urban influence. It consists of 28,000 SF of land (2- 70'x 200' lots) with 140 LF fronting 16th Street. The building sits at the far back of the property and is fronted by approximately 19000 SF of paved parking area. It is fenced on all four sides and is accessible through rolling chain link gates. The site has been used as a heavy equipment dispatching site and construction yard in the recent past. Prior to this use, it was asphalt paving batch plant. During the Christmas season we donated use of the building to Orchard Church. They ran a Christmas toy drive which supplied 300 Chapman families with gifts during the holiday season. The lights were on and it was great for the neighborhood. 2. CURRENT STATUS The current status of the site is as follows: • The 3640sf Commercial cinder block warehouse which straddles both lots at the far back of the property, is currently vacant (with the exception of one office which I utilize at temporary space) • This 1978 building is in rough condition and consists of 1912 SF of shop and 1728 SF of office. • There are three industrial size garages equipped with industrial roll up garage doors for truck loading. We were told when buying the property that the use permit was active, but was to be terminated within 5 years. 3. FUTURE SITE GOALS • The site will soon be the home of a healthy neighborhood infill project, "Sol Kestrel", a green built town home community. • Sol Kestrel's affordable town homes will be oriented to face Chapman School and 16th Street, and will be built to enhance the corner and the neighborhood, create walkable space, implement traffic calming elements and provide much needed safety for the area. • The build out of the site will occur within the next 24 to 48 months. • Sol Building and its team are diligently pursuing CBGD funds with assistance from County Supervisor Jane Dolan. • The team consists of the following companies: .1. Sol Building — Green Builder and Sustainable Land Developer .2. North Star Engineering — LEED Certified Engineering Company .3. Lenn Goldman Design — Four generation Californian Architect .4. Ferreira Construction — Custom Home Builder .5. And possibly the up a coming CSU Chico's Green Build Institute • It is our hope that this pilot project will be a catalyst for healthier development in the Chapman neighborhood. • We will be working in the next year to rezone the site and gain neighborhood, county and city support for the Sol Kestrel. • We are projecting ground breaking within the next 24 months. 4. USE PERMIT & SHORT TERM LEASE TERMS • Sol Building been attempting to lease the site since the summer of 2006, on a temporary basis while it conducts all predevelopment tasks. • Having an old building and a short term lease requirement has proved to be a challenge in finding a tenant. • 1 finally have an interested party who would like to lease the property. Liberty Cab would like to use the site as a dispatch location. • Drivers would arrive at the beginning their shift and return at the end of the shift. A dispatcher would be on site during work hours. The structure will not be altered in any way. In addition, "dispatching" is a like "use" as to how the property was operated in the past. • This tenant is aware that this is a short term lease, and that we will be developing the site as soon as CBGD funds become available. • The County Supervisor is in agreement with the lease pertaining to Liberty Cab and the temporary use of the site under the Chapman -Mulberry neighborhood plan. 5.
