Dear Mr. Mickelson:... -
On January 5, 1990, representatives of this department inspected the above
residence in response to a complaint alleging health and safety hazards
existing on the property.
At the time of the inspection, the following conditions were noted that
are violations of the California Health and Safety Code, Section 17920-3,
posing health and safety hazards to the tenants and render the dwelling
substandard:
1. The dwelling does not exclude the elements. Holes existing in exterior
walls, floor joints are not tight, windows are broken and there is
evidence of roof leaks.
2. The dwelling is not provided with adequate operable ventilation. Windows
are inadequate or stuck. The bathroom is not provided with an operable
window or approved mechanical ventilation.
3. Bedrooms are not provided with adequate windows or other approved
emergency egress (NOTE: the attic is not approved living space).
4. The dwelling is being illegally heated with the kitchen range. The
dwelling is not provided with an approved source of heat.
5. Electrical wiring is substandard and hazardous. The ungrounded system
is overfused. Wire insulation is deteriorated. There are exposed wires
and substandard wiring installations (e.g., "zip -cords").
6. Plumbing is deteriorated, inoperative or illegally drained. The toilet
is slow draining, the washing machine drains to the ground, the shower
enclosure is deteriorated, faucets are inoperative.

The hotwater heater is improperly installed and vented.
8. The dwelling is in a general state of dilapidation and disrepair. Flo()rs
are not level and are weak. Wall coverings are falling, peeling and
broken. The dwelling is not constructed to exclude vermin. The dwelling
is not provided with an adequate footing and subfloor ventilation is
inadequate. Rotting -wood is in contact with the ground. Roofing,
rafters and roof sheathing are deteriorated. Siding is deteriorated.
Windows and window frames are deteriorated.
9. There is an accumulation of refuse and debris on the property.
10. Standing water creates a mosquito breeding area.
11. The old refrigerator outside the house is a safety hazard.
These conditions shall be corrected within THIRTY (30) DAYS from receipt
of this letter by EITHER:
A. Due.to the deteriorated state of the building:
1. Vacate the.building, disconnect utilities and securely barricade
the structure against unauthorized -entry.
2. Clean the exterior premises by removing refuse and debris, the old
refrigerator and the mosquito harborage.
3. Provide an acceptable plan to repair, reconstruct or remove the
dwelling.
OR by:
B. Complete the following repairs as necessary to provide a safe, healthful
and sanitary dwelling in compliance with California State Housing Law:
1. Make the dwelling weather tight to exclude the elements and vermin
from entering through the walls, floors and ceiling.
2. Provide adequate kitchen, bathroom, livingroom and bedroom ventilation.
3. Provide adequate and unobstructed emergency egress for the bedrooms.
4. Provide an approved source of heat for the dwelling capable of main-
taining a minimum temperature of seventy (70) degrees Fahrenheit
at a point three (3) feet above the floor in all habitable rooms
S. Provide a safe and adequate wiring system for the dwelling.
Provide operative and legally drained and vented toilet, washbasin,
kitchen sink and washing machine connection in good repair.
7. Provide a properly installed and vented hot water heater.
8. Make the dwelling structurally sound and in good repair. Repair
or replace all deteriorated windows, flooring, siding, supports,
rafters, sheathing and bracing as necessary. Provide wall and
ceiling coverings in good repair. Provide a leak -proof roof. Re-
pair all rotting wood, and provide a ventilated subfloor area and
an adequate subfloor. 7
9. Remove and dispose of the accumulation of refuse and debris.
10. Eliminate the mosquito breeding site.
11. Remove and dispose of the old refrigerator or move the door latch
and hinges.
A reinspection will be made to ascertain compliance with this notice.
Failure to comply may result in further legal action that may include a
citation for failure to comply with lawful orders of the Health Officer.
Failure to comply will also result in the Franchise Tax Board being advised
of your noncompliance. You will than be prevented from claiming State tax
deductions for taxes, depreciation, amortization, or interest expenses
connected with the property as long as it remains substandard. This notice
is given to you pursuant to Sections 17299 and 24436.5 of the California
Revenue and Taxation Code.
Required repairs and construction shall be completed under permits issued
by Butte County Public Works Department.

inspected and declared substandard pursuant to the provisions of the
California Health and Safety Code. The ovmer, Leslie Vdchaelson, has
been notified to rehabilitate or demolish the structure.
Due to the unsafe conditions found, and since the building is presently
vacant, this office hereby requests that you disconnect the gas and
electric services at the earliest possible time.
