above -referenced property. Butte County Assessor's records indicate that you own or,

On April 28, 1998, an inspection was made regarding the complaint and the following
conditions were observed which are in violation of the California Health and Safety Code,
Section 17920.3 (a) 1,11,12,14; (b) 1; (d); (g) 2,4; (e); which pose health and safety
hazards to the occupants and render the dwelling substandard.
This letter is your thirty (30) day warning letter to correct or abate the following violations:

This department has received a complaint alleging health and/or safety hazards at the
above -referenced property. Butte County Assessor's records indicate that you own or,
control the property.
On April 28, 1998, an inspection was made regarding the complaint and the following
conditions were observed which are in violation of the California Health and Safety Code,
Section 17920.3 (a) 1,11,12,14; (b) 1; (d); (g) 2,4; (e); which pose health and safety
hazards to the occupants and render the dwelling substandard.
This letter is your thirty (30) day warning letter to correct or abate the following violations:

9. PTRV on water heater does not discharge outside, as per Uniform Building Code.
It is the County's goal to obtain voluntary compliance with the California Health and
Safety Code. However, you should be advised that Butte County has an active code
enforcement program which provides an effective means of enforcement. A re -inspection
will be made to determine compliance. If voluntary compliance with this notice is not
accomplished by correction of the above -referenced violations, enforcement may be
pursued through the issuance of a citation to appear in the Butte County Municipal Court.
Upon conviction and per Section 41-7 of the Butte County Code, violators may be fined
and a Notice of Violation may be recorded which include a description of the action
necessary to correct the violation.
To comply with the California Health and Safety Code, Section 17920.3 (a) 1,11,12,14;
(b) 1; (d); (g) 2,4; (e); you must obtain all required permits for repairs from the Butte
County Department of Development Services, Building Division, 7 County Center Drive,
Oroville, California.
You have thirty (30) days to voluntary comply with the above -referenced directions.

OWNER -BUILDER INFORMATION
An application for a building permit has been submitted in your name listing yourself as the builder of the property improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a permit. Building permits are not required to be signed
by property owners unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from
possible liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. They are also required by
law to put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should be aware of the following information for your benefit and
protection:
° If you employ or otherwise engage any persons other than your immediate family, and the work (including materials and other costs) is $500 or more for the entire
project and such persons are not licensed as contractors or subcontractors, then you may be an employer.
° If you are an employer, you must register with the state and federal government as an employer and you are subject to several obligations including state and federal

income tax withholding, federal social security taxes, workers/ compensation insurance, disability insurance costs, and unemployment compensation contributions.
There may be financial risks to you if you do not carry out these obligations, and these risks are especially serious with respect to workers' compensation insurance.
° For more specific information about your obligations under federal law, contact the Internal Revenue Service (and, if you wish, the U.S. Small business
Administration). For more specific information about your obligations under state law, contact the Department of Benefit Payments and the Division of Industrial
Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their work personally or through thier own employees,
without a license contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building permit, erroneously implying that the property owner is
providing his or her own labor and material personally. Building permits are not required to be signed by property owners unless they are performing their own work
personally.

-CLSB (2752) or by accessing thier website at www.CSLB.ca.gov.

Dear Ms. Johnson,
This Department received a complaint alleging health and safety
hazards at the above indicated property. Butte Countv Assessor
records indicate you are the owner of the property.
The tenant permitted entrance and the dwelling was inspected on
May 1, 1995. The inspection revealed that the dwelling is a sub-
standard dwelling as defined in Section 17920.3 of the California
Health and Safety code as follows;
1. The lid to the septic tank consisted of rotting dilapidating
and the.septic system was failing.

2. Dampness was noted at the floor -wall junctures in the front
room adjacent to the outside swamp cooler and in the bedroom.
Dampness was noted at the ceiling -wall junctures in the
bedroom.

4. Evidence of a cockroach infestation was observed in the
kitchen cabinets. Evidence of a termite infestation was

6. Holes in the walls were observed in the kitchen below the
sink, on the wall opposite the kitchen sink, in the cabinets
in the kitchen and in the front room.

7. Broken windows were observed in the service porch, the bathtub
room and the kitchen. The rear entry door was badly
deteriorated.

8. The gas stove in the kitchen lacked a shut off valve. The
gas wall heater in the front room was unvented and the support
for the product line was questionable.
In addition, other violations may be present which have not been
specifically noted.
The dwelling is currently vacant and shall remain vacant until the
violations are corrected as follows. Obtain rectuired for the
structural corrections permits from the Butte County Department of
Development Services, Building Division at 1469 . Humboldt Rd.,
Chico, telephone 891-2751.
1. Connect the dwelling to the public sewer system. Contact Tom
Kuykendal at The City of Chico at 251 E. 4th St., Chico,
telephone 895-4873 regarding application and procedure for
connection. The old septic tank shall be destroyed under
permit. Obtain the permit at Butte County Division of
Environmental Health at 1469 Humboldt Rd., Chico.
2. Repair roof leaks and foundation deficiencies causing dampness
in the indicated areas. Repair interior damage caused by the
damp conditions.
3. Repair or replace leaking toilet.
4. Eliminate cockroach and termite infestations. Repair
structural damage caused by infestations.
5. Repair dry rot damage.
6. Adequately seal all holes in walls.
7. Repair or reniace broken windows and doors.

8. After obtaining permits make repairs to mechanical units as
determined by the Building Division.
The house may not be reoccupied until approval is obtained from
this Department. Call for a reinspection when all work is

Dear Ms. Johnson,
This Department received a complaint alleging health and safety
hazards at the above indicated property. Butte Countv Assessor
records indicate you are the owner of the property.
The tenant permitted entrance and the dwelling was inspected on
May 1, 1995. The inspection revealed that the dwelling is a sub-
standard dwelling as defined in Section 17920.3 of theCalifornia
Health and Safety code as follows;
1. The lid to the septic 'tank consisted of rotting dilapidating
and the septic system was failing.

2. Dampness was noted at the floor -wall junctures in the front
room adjacent to the outside swamp cooler and in the bedroom.
Dampness was noted at the ceiling -wall junctures in the
bedroom.

3. Toilet was observed leaking at juncture with the floor.

4. Evidence of a cockroach infestation was observed in the
kitchen cabinets. Evidence of a termite infestation was
observed in the dwelling.

bathtub and in the kitchen adjacent to the sink.

6. Holes in the walls were observed in the kitchen below the
sink, on the wall opposite the kitchen sink, in the cabinets
in the kitchen and in the front room.
Subsection a(13)
7. Broken windows were observed in the service porch, the bathtub
room and the kitchen. The rear entry door was badly
deteriorated.
Subsection g(2)
8. The aas stove in the kitchen lacked a shut off valve. The
gas wall heater in the front room was unvented and the support
for the product line was questionable.
In addition, other violations may be present which have not been
specifically noted.
The dwelling is currently vacant and shall remain vacant until the
violations are corrected as follows. Obtain required for the
structural corrections permits from the Butte County Department of
Development Services, Building Division at 1469 Humboldt Rd.,
Chico, telephone 891-2751.
1. Connect the dwelling to the public sewer system. Contact Tom
Kuykendai at The City of Chico at 251 E. 4th St., Chico,
telephone 895-4873 regarding application and procedure for
connection. The old septic tank shall be destroved under
permit. Obtain the permit at Butte County Division of
Environmental Health at 1469 Humboldt Rd., Chico.
2. Repair roof leaks and foundation deficiencies causing dampness
in the indicated areas. Repair interior damage caused by the
damp conditions.
3. Repair or replace leaking toilet.
4. Eliminate cockroach and termite infestations. Repair
structural damage caused by infestations.
5. Repair dry rot damage.
6. Adequateiv seal all holes in walls.
7. Repair or rel ace broken windows and doors.

8. After obtaining permits make repairs to mechanical units as
determined by the Building Division.
The house may not be reoccupied until approval is obtained from
this Department. Call for a reinspection when all work is
complete.
