1. De -energize electrical wiring system of the mobilehome at the pedestal.
2. Make sure that the power supply cord or feeder assembly conductors, including neutral
co uctor, have been disconnected.
3. Switch all breakers and switches in the mobilehome to the "on" position.
4. inect one lead of a test instrument to the mobilehome grounding conductor and
appl the other lead to each mobilehome supply conductor, including neutral.
5. All non-current, carrying metal parts of the mobilehome (aluminum siding, gas line,
water line), including fixtures and appliances, shall be tested for continuity from
such e =ipment and the grounding conductor.
6 on completion of the above procedure, the power supply cord or feeder assembly
conductors shall be connected to the site service -equipment. A further continuity
test shall then be made between the grounding electrode and the chassis of the
mobilehome. Upon satisfactory completion of the electrical tests, the lot or site
service equipment may be approved for energizing. „

"I have been working with Sam Slightom for approximately3 weeks. He is in code enforcement fora second dwelling without permits, CE09-0173. ExhaUsllve
research has been done to try to help Mr Slightom to keep his home. We have researched assessment records and the building file. It can not be detcrmincdwhen the
house was built. We have determined that there was a home in 1902 that was demolished in 1968. Assessor notes indicate the current building was built 1 om the
lumber of the demolished [ionic but no date of'construction was indicated nor the type of structure. We have decided to do a site inspection to determine if the
structure is sale and salvagable acid can be permitted. if the structure is unsage and can not be saved Mr. Slightom will need to demolish the building. `
Left a message today for Mr. Slightom telling him we can do it site inspection and the details of the inspection and that the fee will be $237.96. 'fold building official

I have met and spoken with Sam Slightom several times about this property. There arc two dwellings on this parcel a mobile home and a stick built home. The 110111C
was built without permits. Alter exhaustive research we have decided to contact Fred Holland in the assessors oil -ice to interim the topics of' the assessment records
we received We are meeting with the code enforcement officer IZoy Wallis today to make a final determination on what type of permit would be required on this
project and approN costs. Told Sam I would call him tomorrow

This is a warning letter to notify you that you are in violation
of the Butte County Code, as follows, at the above -referenced
location:
(1) An appliance repair business is not an allowed use in a
AR (Agricultural Residential) Zone except as a Home
Occupation. Please find enclosed the guidelines and
definition of Home Occupations. One of the guidelines
state " All equipment, materials and waste connected
with home occupations shall be contained within a
building, except for agricultural products".
(2) The AR Zone permits one single-family dwelling per
parcel, not including tents, trailers or mobil homes.
(3) The AR Zone does not allow Junk to be accumulated in
Public view. Enclosed also is the Junk ordinance.
(4) The Uniform Building Code as adopted by Butte County
makes it "unlawful for any person to erect, construct,
alter, repair, move, remove, improve, convert, demolish
or equip any building or structure" without first
obtaining the required permits and inspections.
(5) The grey water being used in connection with the
appliance repair business is not allowed to flow onto
any lands whatsoever.
You are directed to comply with the AR Zone requirements by:
(A) Adhering to the home occupation guidelines (especially
no. A-3 of sec. 24.200 BCC).
(B) Having one single-family residence, or apply for a
Conditional use Permit allowing occupancy of any other
building or trailer.
(C) Removing the Junk from public view.
You are directed to comply with the Uniform Building Codes by:
(A) Obtaining permits and inspections required for any
building, plumbing or electrical work done with out the
required permits.
You are directed to comply with the Environmental Health
Department by:
(A) Emptying "Grey Water" into a legal sanitary sewage
system. Grey Water means "that liquid household waste
water normally associated with the kitchen sink,
laundry, bathtub, or shower and wash basin.
You should be aware that Butte County has entered into a Code
Enforcement program that seeks voluntary compliance with the
Butte County Code, but provides an affective means of enforcement
if compliance is not obtained. If voluntary compliance is not
obtained, enforcement will be pursued through the issuance of
citations, fines, and recording Notices of Violation.
You have 10 days to voluntarily comply with the above directions.

We sent you a warning letter dated December ll, 1989 to correct
Butte County Code violations. As of the date of this letter, the
following violations still exist:
Section 24-64 Applicability of Zoning Regulations. The
regulations set forth in this section shall govern land use
within areas or districts so zoned. All uses of land within
a zoned district not specifically authorized or permitted by
the regulations are prohibited. ie: The accumulation of
appliances for storage, recycling or repair etc. is
prohibited.
Section 24-87 A -R (Agricultural -Residential) Zone does not
allow an appliance repair business except as a Home
Occupation, then only the office and services conducted
primarily by mail or telephone. One of the requirements is
that all equipment, materials and waste connected with home
occupations shall be contained within a building, except for
agricultural products.
Section 26-6 Building Code Violations. The Uniform Building
code as adopted by Butte County makes it "unlawful for any
person to erect, construct, alter, repair, move, remove,
improve, convert, demolish or equip any building or structure"
without first obtaining the required permits and inspections.
Section 19-4 Unlawful disposal methods - Use of Grey Water.
Any liquid household waste normally associated with the
kitchen sink, laundry, bathtub or shower and washbasin are
prohibited from emptying, seeping or draining onto any ground.
The above -listed violations shall be corrected or abated by you by
(1) Cease and desist the appliance repair business, except
as an office primarily used for mail and telephone business;
remove the accumulation of appliances to an authorized
location.
(2) Contact the Building Department and the Division of
Environmental Health for permits, inspections and approvals
required under Sec. 26-6 and 19-4 above.
Unless the violations are so corrected or abated, a citation shall
be issued to you to appear in court for said violations and for
failing to comply with this notice. Upon conviction of said
violations or of failing to comply with this notice within 30 days,
penalties shall be imposed and a Notice of. Violation recorded in
accordance with Section 41-7 of the Butte County Code.

Dear Mr. or Mrs. Slighton:
This department received a complaint alleging health and safety hazards
and illegal occupancy of shed and travel trailer on the above listed
property. The Butte County Assessor's records indicate you are the owners
of the property.
On August 27, 1987, I visited the property and observed a mobilehome,
travel trailer and shed that appear to be occupied. The only permits on
record are for the large mobilehome. There are no building or utility
permits for the travel trailer or shed containing a dwelling unit. There
are no permits- for electrical wiring serving the buildings and travel
trailer. The parcel is zoned AR - this allows only on dwelling unit per
parcel.
You are in violation of the Butte County Code, Chapter 26 relating to
Building Permits, Chapter 24, Section 24-87 AR Zone, Chapter 19, Sections
19-3. 19-5, and 19-7 (Relating to Sewage Disposal permits and inspection).
To comply, cease and desist renting, leasing, occupying the travel trailer
and shed at once. Obtain a use permit from the planning depa-rtment for
the trailer and additional dwelling unit. Obtain building permits for the
trailer and dwelling unit. Obtain Health Department approval for the
sewage disposal system to serve the additional trailer and dwelling unit.
Obtain all permits within THIRTY (30) DAYS or remove utilities, illegal
plumbing, etc. from the illegal travel trailer and shed. Place travel
trailer in dead storage and do not occupy.
If you are proposing to develop an appliance repair facility on this
property, contact the Planning Department for any required Use Permit
prior to operating the facility.
