The General Plan designation of Low Density Residential limits the density to a maximum of 6 dwelling units per gross acre, the applicarit has proposed 7.7 dwelling units,per-gross, acre. The area where the mobile is proposed to be located is congested with structures including the garage, carport, and a'storage building. Due to this congestion, the location of the storage building, and a massive black walnut. tree it is questionable whether or not the mobile can be installed where ,shown on the site plan.. The second dwelling unit would have to connect to sewer service. This may be accomplished by either annexation into the City of Chico or Annexation:Sewer Service Agreement with the City, of Chico. The Commission requests Your opinion as to whether or nota parcel of hand, which would be described as: Lot l and Lot 8 of the "Shuster and Rodney Addition" (Map of Record, Book 6, Page 22), excepting therefrom the northerly, 25 feet of said Lot 1, (Exhibit #1) is in fact two parcels for purposes of subdivision' and development, or if the fact that a, garage has been constructed over the underlying lot line (Exhibit #2) merges the parcel. The Department of Public Works has always (25+ years) deemed lots merged when development occurs across lot lines, but in this instance the zoning district allows one single family residence per parcel and even with the garage location another residence could be constructed (located) on the remaining portion of said Lot #J.
