Dear Property Owner:
An application for a building pennit has been submitted in your name listing yourself as the builder of property
improvements specified.
For your protection, you should be aware that as "owner -builder" you are the responsible party of record on such
a permit. Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have'a business
license from the city or county. They are also required by law to put their license number on all permits for which they
apply. _r , . {

be aware of the following information for your benefit and protection: '
♦ if you employ or otherwise engage any persons other than your immediate family, and the work (inchrding-materials
and other costs) is $300 or more for the entire. project, and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
♦ If you are an employer, you must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tax withholding, federal social security. taxes,
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
♦ There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to worker's compensation insurance.
♦ For more specific information about your obligations under Federal Law, contract the Internal Revenue Service (and,
if you wish, the U.S. Small Business Administration). For more specific information about your obligations under
State Law, contact the Department of Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an "owner builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contracting the Contractors State License Board in your
community or at 1020 N Street, Sacramento, CA. 95814.
Please complete the "Owner Builder Verification" on the reverse side of this form so that we can conium that you
are aware of these matters. The building permit will not be issued until the verification is returned.

It is with regret that we must announce that LA CLASE PRIMERA
SCHOOL will close as of May 30, 1986.
We eanno egin to express how much our school, which has
enjoyed your support and confidence for the past.ten years, has meant to
us. The approval the Chico area community has given us has enabled us to
express our vision of an environment for young children that reinforced
the strong family unit. We wanted to include warmth, free expression,
openness, safety, acceptance and love; and yet still maintain a purposely
eclectic educational program that was readiness based. We felt that a
curriculum that was challenging, yet not "pushy"; structured, but play -
like; and allowing a maximum of "rights" with comensurate
"responsibilities" was best suited not only for our own children, but also
for yours as well.
We knew when we started LA CLASE that all good things must come
to an end some time. Our school was founded so that we could both be with
our `kids up until they became of age for the public schools, and beyond
that as long as the life-style best suited our needs. After long and hard
consideration, we have determined -that this year would be the least
inopportune for us personally --despite any regrets, we're glad to be
ending on a high note, as it were!
We're sure that we don't know even yet how many ways we will
miss the program, and the kind of people we've known here at 2216 Laurel
Street. We. have met what must be the very finest parent group in this
area, to say nothing of the greatest bunch of kids ever --period! Working
with these children has been a priviledge in every sense of the word, and
words don't expres.s the gratitude we feel for the trust you have placed in
us, especially in these often troubling times.
We have only the test hopes for the future of our society,
knowing this group of children.will surely be among the leaders of their
generation --if we grownups let them have their chance. As that famous
social thinker, Linus van Pelt (of PEANUTS) once said, "I don't know
about today's youth, but us little kids are in great shape!"
We plan to stay involved with children and families during ou.r
"sabatical", even if not as teachers. Tentatively, Benita hopes to return
to grad school to pursue a Marriage and Child Counseling Certificate, and
perhaps work part—time. Wick will be finishing up his book, hoping for
more freelance writing work, and looking for opportunities to further his
career in the Chico area. And we are not ruling out the possibil-ity.of
reopening LA CLASE PRIMERA again in a few years in a new facility.
We of course will retain all records and files at our.,home, and
inasmuch as we can, will help with recommendations to other preschools in
this area. We do suggest that parents with children who might otherwise
have come to our school begin to inquire at and visit other centers and
day -cares. Most quality programs begin to compile their waiting lists for,
the next fall by mid -spring. We will post a list of such facilities for
your convenience.

The County Planning office has a copy of our
original licensing notice, the earliest recognition our
center received from our primary licensing source, the
State of California Dept. of Social Services, Community
Care Licensing Division. I have requested them to provide
your office with verification of our status as an
established non -conforming use in this zone, per our
telephone conversation of Feb. 11th, 1986.
As I mentioned, we have always striven to the best
of our ability to,meet or exceed all of the requirements
of Title 22 of the State Health and Welfare Code. Our
facility was modified to conform not only with them and
the State Fire Marshall, but also with the more stringent
federal children's center regulations in force in 1978,
even though we have never been under their jusrisdiction.
We did this at our expense, simply because they made good
sense, and Benita and I have always done our utmost to
provide the best kind of envioirment for our children.
As a matter of record, the Butte Co. Sanitation Dept. was
on site back in 1978 to inspect for our original license,
and we had to provide their representative with the
appropriate codes from our file, because he did not have
them with him at the time. This is on file with the
state.
I'f you require further on site inspection, please �
supply us with a copy of any codes that may pertain to`
our operation. The facility at 2216 Laurel is being;, r
offered for sale as of this week, and of course, we''wish
to avoid further inconvenience related to such sale for

resulting from the rehabilitation inspection of my residence AP05-
472-008 be deleted.
These were included in the inspection when we had hopes of securing
Block Grant Rehab Loan back in that year. Some substantiation of
need was required.to qualify for that assistance, and the inspection
