They stated that they had petitioned the neighbors and they did not object, but some would not sign the petition. They stated that Richard Rothe of the Chapman Mulberry Advisory i'ouncil felt that this would, be a buffer. The applicants were concerned with the cost of street improvements, They were concerned with the parking requirements. Ms,. Stephens stated that there areno street improvements in the area now. She stated that they could not afford the improvements. Chairman Vercruse suggested that the condition read, "To be put in at the time the Chapman Mulberry Specific Plan is implemented." Commissioner Lambert discussed putting a time limit of 2 or 3'years on this permit, and then having it returned to the Commission for review. Commissioner Lambert questioned the amount of parking. Mr. Eicholtz stated that -the parking differs for different times of the year. Commissioner Lynch asked what is the maximum amount of cars at any one time. While the plans provide an adequate number of park ng spaces several concernsexist. The Planning Commission conditions are tilat the parking spaces be developed to the Parking Ordinance Standards (Butte County Code Section 24-35). Those standards discourage tandem parking spaces, require handicapped parking spaces, and also require l4 foot wide landscaping strips between the parking lot and the public street. The parking plans submitced by the applicant provides no 10 foot wide landscaping strip or handicapped spaces and results in 4 tandem spaces; with a fifth space having inadequate driveway width (Space 15 on the Phase I plan, Exhibit A). The number of tandem spaces is reduced to three on the Phase II plan, Exhibit B, however no handicapped spaces are provided nor is the required landscaping strip. As an alternative planning staff has prepared a parking plan (Exhibit C) which would provide the 10 -foot landscaping strip, one handicapped space in Phase I with two in Phase TI, requires no 'tandem spaces and requires fewer parking spaces that would back out onto a public street (3 vs as many as 9 on the Phase I proposal of the applicant). While the Planning Department version requires slightly more lot ai;ea, it does meet the requirements of the Parking Ordinance. It should be noted that the new driveway and parking area may be gravelled with a dust palliative coating or paved as the applicant prefers.
