Elementary Permit f Chico to Operate a school at 310`5 Esplanade in Chico. As p ar h`t o` of a child enrolled in the..school. we visited the ed t and examined the existing buildings. We believe t he new locat,z.oti will: benefit the school, the neighborhood, and the community. A The school directors have worked diligently over the course of the past year to locate a facility whish meets public standards and fulfills their needs for additional space. The Esplanade property provides ample room for vehicles •4o safely pull off the i ,road when loading and unloading children. Access back onto the roadway is equally safe because the traffic density and the view in both directions is unobstructed. The primary buildingon the PP P property is large and a ro riately configured for Montessori, style classrooms. Ir_ addition, a large enclosed yard at the rear of the building provides space for supervised activities. We believe the directors have sufficiently addressed all elements of concern with respect to opening the school at this location. A Montessori school will enhance the neighborhood and provide the entire community with an alternative educational Program. We stronglyrecommend be granted a use permit. This property consists of a large singlefa 'l ' home on 1 1 ; acres, and is within the Chirp Urban Area (designated as area B) Area g is s,,.)Ject to the City/County ,,,,trate Action Plan and by the Re ion 5 Water Qual f Control Board Basin Amendment (Order No. 90-1. 'a` 26This amendment i approved by the State Water Resources Control Board on 19 July 1990.' The Basin Plan Amendment prohibits the discharge of wastewater from any individual system installed after 1 July 1990. If the voluinetHc load1l,, t9 to the septic tank leachfield system does not exceed the equivalent of-th6ft,,Of a three bedroom home on one acre, defined by the prohibition as334 gal/att.re- ,day, the -facility is exempt froir the prohibition. Temporary use of se $ie :1 tanks in area B is alsoallowed Dy the Nitrate action plan if this flaw rate:s not exceeded, Although the Basin Plan Amendment wouldgrant a pero%a,O?Int exemption to a usage that does not exceed the proscribed 334 gal/acre-dWys the flitrate Action. Plan requires hook-up to sewers for any, facility in arde41 as soon as they are available. Because of; the different laws and regulations affecting the insfiallaof new septic tanks in the urban area, there are various, corjytraints that. 1109st be taken into account before approving a. new installation or usage. The primary constraint that 'applies to your facility is the --'Butte County Sewage 01. PQ'Sal ordinance. This ordinance takes into account soil types 1 local 'groundw tier, available surface area for leachfields, and other factor, to determine~ %'he appropriateness of aseptic tank and leachfield. If such a system is appropriate, the ninimum size of the tank and leachfie?ld is also detay no d by the county. y, in making the determination that your proposed facility should be re5tr, ed to 30 persona, the county has consulted their ordinance, the Nitrate Adson Plan, the Mansual of Seotic Tank; Practice, a commonly used and widely g6r,,opted reference, and the Basin Plant Amendment. Then is correct <in the•;t calculations showing a maximum school population of 30 using the above gamed guidelines and regulations (A population of 30 student/staff on 1 1/3' Of wouhe ret'i hal ly produce approximately^ 450 gal of wastewater per day '' :3 c earl' operationd rn . the Manual of Se„otic , rich is alri :Pt g Tank Practice WE „ 7- "ilk a- y OS. This is dui e 4r” fact that the school will be in operation for onlyf' ` {'=F M' 2B0' t+• of the year Because the intent of the Nitrate Action Plan and Basin P'1 xd Ammendment are to reduce nitrate loading to a level that will be pro-t#61Ve ofri R , the area drinking tinter aquifers, it is reasonable to use annual avera `,';, . Therefore we feel that -,a 'population of 60 at the school follows the 5pV1t and d' letter of the Nitrate Action Plan and Basin Plan Amendment; and do not. s-. t` ' I tc your regLest Our approval is based upon a maximum student/staff f 7 and usage of the facility for no mere than 182 days/per year. No a age. ,lmess I of these lattits will be all, and your system must follow all otheC° requirements of the ,Butte County Ordinance and theRegional Board Gu €d '1pes for waste disposal from septic tank'leachfield systems. We caution tip,5i final approval fear your school cannot be granted until all pertinent waste djposal information for the site is known. ;i In response to this letter, there are. i.1'o actions the county may take'oh YOU"' request. if„the county decides to allow more than 30student/sta'Ff, $, q will review your current waste disposal system to determine if'expansion of system is necessary to accommdate the daily flows that will occur at t'f,- , i school. _ if expansion of th:- system is not necessary, no installation+ stew ttIO be required. Therefore the Basin Plan Amendment prohi n { ofnewindividual systems after I July 1990 would not a l as the to f6t septic tank and leaehfield alreadX exist.
