Most local jurisdictions do not have the expertise to conduct the type of exhaustive testing required to determine whether or not an appliance is safe, and in what conditions. This is left to nationally recognized testing laboratories such as Underwriters Laboratories, Inc.', or Warnock -Hersey Laboratories. In Butte County, if an appliance,, including a wood stove, is not listed and labeled it is not allowed to be installed. In the Johnston residence, even though the wood stove may have been installed prior to the fire, if there is not a permanent listing tag installed on the stove, the stove may not be used.
