In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: 0 Make sure your application is complete. 0 Be responsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. Every permit issued by the Building Official shall expire and become null and void if the work authorized by such permit is not started or completed within one year from the date of issuance of such permit. A permit may be renewed (for a fee) prior to expiration an indefinite number of times, provided construction progress has been documented by the Building Division during each year during scheduled inspections. No changes may be made in the original plans and specifications for such work. In order to reinstate action on a permit after expiration, the permittee shall pay a new full permit fee and additional plan checking and documentation may be required. Upon completion of work covered by this permit, please contact this office for final inspection. EXPIRATION OF PERMIT APPLICATION AND REFUND POLICY Application for which a permit has not been issued will expire one year after date of application. Refunds may only be made upon written request by the person who originally paid the fees. Refunds for permit applications (not yet issued) must be requested within two years from the date of fee payment. Fees paid at the time of application are for Plan Check and administration. The Plan Check portion of fees is refundable only if the permit is cancelled or withdrawn before any plan checking is done. Testing was conducted the ( week of September 16th, 1996 at the M & W Building Supply fabrication facility in Canby, Oregon. The participation of Braun Intertec in this project was authorized by Jim Betonte of M & W. Testing was conducted according to The American Society of Testing and Materials (ASTM) Test Standard E 455-76 "Standard Method for Static Load Testing of Framed Floor or Roof Diaphragm Constructions for Buildings," which is an International Conference of Building Officials (ICBO) recognized guideline (see Appendix 6 for ASTM E 455-76). All tests were observed by a representative of Braun Intertec Corporation, an ICBO recognized testing agency. The test diaphragms represent typical field construction as detailed in Section 2 and Appendix A.1. Eleven roof and endwall wood framed, steel panel diaphragms were tested. Variables included ? diaphragm size, framing lumber, steel profile, screw pattern and girt or purlin configuration. L The most significant variation was the use of either standard or extended steel panels. The extended steel panels allow for a metal to metal connection to be made between separate panels within a diaphragm. Refer to Section 1 for the quantitative increases in strength and elasticity 4 . the extended steel panel construction provided. Figures 1 I through 14 depict the two steel profiles and related screw patterns used during testing. t.. The testing results characterize the diaphragms' shear strength and elasticity. Both the ultimate I and 2.5 factor of safety shear strength values are displayed in Table 1. Elasticity is considered " in terms of the diaphragms' permanent or "set" deflection after removal of non-destructive or "working" loads. Magnitudes of the non-destructive loads are approximately one third and two Lthirds of the diaphragms' ultimate loads. Set deflections and released loads are displayed in Table 6. { No permanent deformation of the steel panels was observed as a result of working load testing. This is true of the panels in general and at their points of connection. All of the permanent deflection can be attributed to shifting of the wooden frame and deformation of the frame at connection and fastening points. All of the diaphragms deflected less than 0.30 in. when loaded to one-third of their ultimate load. These test results are in Tables 4 and 5 and the calculations for these values are in Appendix A.4. Typical field construction for all diaphragm configurations considered in this report includes the usage of steel panels with a minimum yield strength of 80,000 psi. as required by ASTM Standard A-446 Grade E, and a thickness of 0.015 in. in accordance with ASTM A-525. Four steel panel samples were mechanically tested and found to meet these requirements. The mechanical testing results are contained in Appendix A.2. Nominal framing lumber dimensions, post spacing and steel panel gauge were consistent throughout testing and are described as follows in Table 8. Table 8: Framing Lumber Dimensions and Spacing 2.2 Description of Test Specimen Assembly End wall sections were tested as cantilever beams with a concentrated load. Roof sections were tested as simple beams with third point loading. Four deflection measurements were taken for each test. The orientation of these deflection measurements and applied loads in Figures 15 and 16. Testing was conducted with the diaphragms horizontal and supported by rollers under the posts. When necessary, sandbags were placed on the diaphragm to eliminate out of plane deflection. The loading rams and diaphragm supports were secured to a concrete floor using machine bolts and anchors. Displacement measurements were taken using string potentiometers also anchored to the concrete floor or dial indicators magnetically secured to steel plate bases.
