Dear Ms. Metzger:
As per our telephone conversations of March 27 and 29, 2001, I have reviewed the information
you provided me and have researched the history of this parcel. Although the parcel is located in
the North Chico Specific Plan (NCSP) with a zoning of B -P (Business -Professional), the two
residential homes on-site have existed there many years prior to the approval of the NCSP and its
accompanying zoning of B -P.
The two residential dwelling units, two mobile. homes, have existed on the parcel since the
1960s, long before the current NCSP and B -P zoning. The existence of the two homes on the
parcel predate any discretionary Planning Division permits normally processed for more than one
dwelling on one parcel. As such, there exists a "grand fathered" use of two homes on one parcel.
Due to this circumstance, Ms. Metzger, the replacement of a 1960s era mobile home with a new
2001 modular home is allowed. '
