Mr. Hackney stated that staff has worked with the applicant on the concerns regarding ingress and egress. Mr. Hogan noted that this project is in the CSA 87 area, and regardless of the outcome of that project, this is in a P-Q zone and would; require a Use Permit. The hearing was 'opened to the public. John Anderson submitted a colored mala of the proposed project. He said this is a proposal for both a church and a school. He said the parking area will be heavily landscaped. He said that Condition 4 stated "or other alternatives acceptable to the Fire Department". Mr. Hogan said this would be covered unci%�r minor changes. The hearing was closed. An 'Initial Study was completed in compliance with the California Environmental Quality Act identifying potentially significant environmental effects that the project may have. Provisions and the design of the project and the conditions added to the project will mitigate such effects to a level of insignificance; and B. Conditions of Approval: 1 • Applicant shall submit a drainage plan by a registered civil engineer to the Department of Public; Works for approval prior to issuance of the Building Permit. Applicant shall either have drainage ;work completed or place a bond for the cost of the work before issuance of building permit. (MM) 2. Lighting shall be installed and directed in such a manner to shield light from the neighboring residers,-,js and traffic. (Mm) 3• Applicant shall provide left turn lane on Garner Lane at the access to the project prior to occupancy. (Mm) 4. Prior to building Occupancy, the applicant shall provide a pressurized water system with fire hydrants or alternative to the satisfaction of the Butte County Fire Department. The applicant shall meet the fire safe regulations of Butte Cnunty and PRC 4290. (Mm) 5. Hogan, Planning Manager BY Stephen Hackney, Associate Planner DATE: September 13, 1994 REQUEST, Use Permit for Pleasant Valley Baotisf Church on AP#00'7-490-061: A request for a Use Permit to allow a church, on property in the P-Q/SR-1 zone. Located on the west side of Garner Road, bordering the north side of State Route 99, in the Chico area. RELATED ITEMS: Boundary Line Modification (Welchert/Vi dde AP# 007-420-012,055); North Chico Specific Plan (Project is located within the proposed Specific Plan CSA 87) FOR: Planning Commission Meeting of September 22, 1994 ABSTRACT This request for a church is consistent with both the current zoning and General Plan. Major issues for this project. are traffic, drainage, lighting/glare, and fire protection. Staff recommends approval of the project subject to the findings and conditions listed in this report. PROJECT CHARACTERISTICS: This project is a request for a Use Permit to allow a 20,000 square foot church building, parking for cars, additional parking for buses, a baseball field and a football field. The structure will include room for six nurseries, four classrooms, several offices, and an auditorium with balcony. Access to the site will be provided by a three -lane entrance/exit onsite along Garner Lane. The parcel is undeveloped, surrounded by commercial, industrial and residential development on three sides, with SR99 on the fourth side. The site is relatively flat (less than 3% slope), covered with annual grasses. Solis include a mixture of Vina clay loam and Vina clay loam adobe. A majority of the site is zoned P -Q. According to code, churches are listed as a Quasi -Public j use. Church uses are considered uses subject to a Use Permit in the P -C zone and in the SR -1 zone. The proposed Specific Plan for CSA 87 also has this parcel zoned P -Q: This project wouldbe permissible with a Use Permit and will not alter the concept of the Specific Plan.' Tile proposed use is consistent with the proposed Specific Plan for CSA 87. With the development of this prcyect, traffic will increase on Garner Lane and the intersection of SR99/Garner Lane. Most of the traffic will be on Sundays and during any church-related events. The applicant proposes a single entrance/exit, approximately 100 feet along Garner Lane. This access point will include two exit lanes, south/north, and one entrance lane, each lane approximately 30 feet wide, with a 10' raised, landscaped n°,iedfan: To accommodate project-generated traffic, a left turn lane ,on Garner Lane is neces,;ary to access the church property. General traffic on Garner Lane is going,to increase over'.ime, especially should the Specific Plan for County Service Area#87 (CSA #87) be approved. Garner Lane will become a major arterial for the Specific Pian for CSA #87. The design of the entrance/exit is such that it reduces potential traffic hazards to the intersection at SR99/Garner Lane. Parking appears to be adequate. Based upon occupancy figures submitted by the architect, 149 spaces will be required (133 spaces for auditorium/balcony, S spaces for nurseries, 4 spaces for classrooms, 3 spaces for offices). Drainage may pose a problem: Solis consist of Vina clay loam and Vina clay loam' adobe, The combination of these soils results in slow drainage and poor subdrainage. This project will result in the creation of new impervious surfaces such as driveways and structursG. An increase in surface water runoff cin be expected due to the reduced absorption rate created submitted before issuance Drainage plans providing a permanent solution need to be. the Building Permit. A majority of the site is in a P-Q zone (Public-Quasi public), with the rest of the site in an SR-1 zone (Suburban Residential, one acre minimum). Churches are considered a Quasi-public use ` and are allowed in a P-Q `zone with a Use Permit. The proposed project is consistent` with the zoning. The 'P-Q zoning is consistent with the General Plan Land Use designation' of Public. Light and glare pose a potential impact. Lighting for the 100' entrance/exit may result in increased light and glare for the nearby residences and traffic on Garner tvanc;; This issue can be easily addressed by the installation of shielded lighting directed in such a manner as to minimize any effects on neighboring residences. This potential impact is redutced to less than significant with Mitigation #2 of the initial Study. Fire protection for the project is addressed by 'Mitigation #4 in the Initial Study, calling for a pressurized water system with fire hydrants. e Butte County D iveloprnent Servlwes Department - Plcinning Dlvlsion AGENDA ITEM E14VIRONMENTAL DOCUMENTATION: This application has been defined as'a project under the California Environmental Quality'Act (CEQA) and as such, is subject to the requlre.s of CEQA.
