Staff said there was ancither permit with a ",/ariance 'before this Commission :that was r approved, but the Fire Dept. decided not to develop that site. Staff said the permit was issued in 1988 and unless triggered within a year, the permit expires. Th, e hearing was opened to the public. Dave Minton, Battalion Chief for the Butte County Fire CD De aztment P j F, said the Fire Department had applied for a Use Permit and Variance of lot size at the Centerville site in 1988, He said the Assistant Chief at that time, Jeff Cusick, was offering the land to the Fire Dept. and in the process they felt that they, were going to be able to build something at that site 3 years ago. He sedd they :have started organizing the fire compsuy and identified two locations for fire houses, one in the Centerville area and one in tho covered bridge area. He said at the time they applied for the Use; Permit and Variance because axlero e p p rty was donated to the department and. funding was a problem. fie e said this new property has also' been donated to the departmeut p ' Chairman Matson. asked if this was a better location than the site in Genterville? Nir; Minton said the new site is larger and err, 7r4>rvmodate all 4 pieces of apparatus that the department currently h,s, He said eve" would be loot ztg; at developing bath sites. He, said the si1e at the Centerville , : wtiher 5 Hailes away and if you , can get apparatus stationed in 2 different locations with foe locationfighters able ',to respond to those locations,, time would be cut. Chahvan Matson said the Centerville location was put on hold until more funds are available. He said hisonly comment On visiting the site, was that he would like to see the large pine tree leaning over Honey Run load taken out. Mr~ Minton said: the Department was very much aware of the pine tree. He pine said i approximately • t was 40 feet tall and alts about a 20 %a angle leaning across the road. 1% said the Fire Department has talked with Public 'forks and the Highway Patrol rednrding removal of the tree and once they get the project completed, it would be one of 1.heir idghest priorities„ Colmg, sslox mjtpq gq ix ts` 8 ! ' r`r2: Commissioner Lambert asked about the site distance :end if it is possible to post emergency ,f vehicles signsry I Mr. 1vlintori said one of the requirements from Public work's ,vas 10 cut there would be adequate -visibility. He said in' conjunction with Publiic Works downthe, bad so emergency vehicle signs.', He stated this site was 841 ideal location. He said the site ' y would post 9.6 miles from. any other. fire station. ,He said they have volunteer fire i Is located' the site. He said it would be a distinct benefit to ,Eire protection if i the that live near County. Conunissioner Lambert asked if the property being donated was inconjunction with an other Parcel map application.? Y Mr. Minton said no. He stated that this parcel was created in conformity with the Government Code. He said Y= are allowed to Create a parcel strictly for governmental' Purposes and if the parcel does not stay in use for government purposes it reverts back. He said that will be part of the stipulation in the Grant Deed. Lee Cage, Paradise Plannin9 Commissioner, stated she was involved with the Honey Run Covered Bridge Associatiu ro.r approximately 15 years and she urged the Commission to approve this Fire Sta;ian. Attached are the 8 1/2 X 11 maps delineating approximate proposed fire station.locations in West Chico and Butte Creek . Canyon , As you know, we have been accumulating funds for a West Chico Fire Station site for a number of years. Theattached statistical sheets indicate' that:. Station 42 (North c.,tico) had over _twice as many emergencies occurring in its first due area as any other station. Nearly half of these occur in the area ,that would be served by Station 43 (West Chico) Since the signincj of the Municipal Affairs Agreement between the County and the Cite of 'Chico, we have been discussinQ fire station :siting and an automatic aid agreement with the Chico Fire Depa;zltm, ent,, The intention of this dialog is to pilan fire station. ;locations teased on the entire Chico Urban Area and environs rather than jurisdictional, needs only. The assumption of this planning is that at some point, the closest fire stations, regardless of agency, will respond to each emergency. This prevents expensive duplication of facilities, apparatus and personnea, Based on the response pattern for the unincorporated area and, the projected move of Chico city Station 2 from East 5th Avenue and The Esplanade to a location` near Mariposa and Manzanita, we have :focused our site seleotioiz on the area from Highway 32 and Oak Way to Highway 32 and Kennedy Avenue, The optimal site is at the intersection of Oak Way and Highway 32, This provides rapid respo-nse in all directions along main arteries and provides easy access for the public. We have been involved with the ongoing discussions regarding this site which also include CARD and CUSD« A front parcel of 1-2 acres at this site would be ideal for our purposes. The si,.e was identified by D. DeMar Of the Archaeo101gical Research, Pr rgram, Department of Anthropology, California State Nn-4versity, Chico. The site consists of a .multi-component mining operation consisting c£ two pits, three ditche,s,, a scatter of historic artifacts, and a. tailing Pile along the banks of .Butte Creek. Field work for this, project utas conducted on dune 8 and 9"i991 The principal investigator for she project was John Furry of Cultural Resources Specialties 01c Chico, California. The la hDratory ,-analysis and cataloging of, the artifacts recovered was dome at the,Dep'Ilrtment of Anthropology at Butte Community College, Oroville Californiad: The artifacts recovered are cat)lcged under acc4ssion number 91-10o through 91--11 6, and. are stored at the storage facilites of the Department of thr0P.olog at Butl:e community Coilege. , gni .,w...,:• .... _ .,., fA9M1941M1gex+qu.wwsnaaw+wpy n i """""f ENVIRONMENTAL SETTING The project area con.,s:Lsts primarily of sn all. flat: riparian ;j and oak woodland habitat' on an alluvial, deposit just up from the southeast„ slope of Butte Creek'. The site is located just north of the historic Honey Run Covered: Bridge and Honey Run E Road. The e,.evations of the project area vary from 320 feet to 360 feet above sea level. The soils of the project area are of the Toomey soil, series with moderate permeability, and underlaid .with stream andi bench gravels I'.1e gravel is coarse and well r.r Cnded from stream action, and ccrtsxst of an de.ite 5 mixed with (xhert quartz. Geologically the project area lies in ,the Tu.sczn Formation. The wildlife habitat-sippoxts small animals (deer, squirrels etc and birds) common to Butte Creek Canyon. IJISTORiC BACKGROUND The earliest European's to enter Butte County were the Spanish extilorers. in 1808,, Ga t iel Moraga explored the area which is ne►w Butte Countye perhaps going as far as present day Oroville. In 1819-1 821) r Captain Luis Arguello led, an expedition up the Se.c3ikamento River and may have entered present Butte County. DiUring the 1820's and 1830'x, various fur trapping brigades eiatered: present Butte Count" from thenorth» Euro -Americans began to settle in the area of Butte County by the 1840's. Many of these early settlers obtained land grants from the Spanish and Mexican ,governmIents,. in 1894, Edward A. Farrell arid; Thomas Fallon settled on the Far,#iall Grant where the city ('a Chico now stands. In 18 r Samuel Near and David rttton settled the ESquon Grant on Butte C:teek, se en miles sr xth of- Chico. in 1848, John Bidwell i:ound mold in thel Feather Riverand them built 'his first house at Rancho' Chico i 9 (b 18182 :1 1 Q-222) . B xtte County, which was named :dor the Sutter Buttes, was one of the original t enty-seven cunt.ies created. i,'n .Fe trhary 185 9 (Frckstad 1955:365). 2 r11 With the discovery of gold in 1'848 came the establishment Of many gold camps in eastern Butte County. 'his mining towns aoJ_ Diamo v nd . ,ll:e Centerville d. 1 , and, telltown were located along `^k C t Ate creek, Later a group of Chinese forme+l the ' _ it sewn 'Chinatown' on Butte Creek (Coleman 1972:25) vi.amoiadvillef which was originally named Rich Bar in 1851 , was established irl 1857 (Co_eman 1972:80). The Diamondville (School District Wars formed in 1878 and the first school was built west of Butte Creek j mire below the, cover ed 'bridge (Coleman 1972:157). The E school was annexed to CeW'.-.a.rvii-le it 1926, and inov'ed across the creek,` This area of Butte Creek was placer mined during the early J gold ru,h. Drift mining and limited hydraulic mining came latex. The Butte Cj:eek Minting District was formed and dredging was commenced from Helltown to three miles northeast of Chico. Dredging took place from 1902 to the early 1920's, to a limited eXtent in .the 1930's and ended from 1 945 to 1949 (Clark 1970:32) . The Honey Run Covered Bridge was finished in 1887 by George Miller. In 1889 the cover was added (Coleman 1972:77) In 11394 the bridge was washed away and a new covered bridge was built by S.A. Martindale. Locations near the pit (glory hole), the ;ditch site enter and'rlear the aling pike were selected for excavation. ]Four units,of 1 meter 'square were established and excavattd to:'a depth of Sp cm in 10 cm levels" Refer to Map 2 for t,Ie locations of these test units Excava.t'',on in all of these units provided negative results as ata.o su bsr;rface artifacts, Were reeove7.ed. No other features :rdliating to the mining activity,, were o kserved. Concerning tiie at'eMS collected on the surface, -lith the exception of one cone top beer, can, all date post 1935 to the preient. The, pro;, .mitt' of theold Honey Run Road (before • r' 1 i } Ask realignment in the late 1960's) accounts for the majority of the items collected on the surface. The cans and bottles were most likely garbage tossed out of passing cars. ` The use of this area for parties will aacount for the modern beer cans and champagne bottle, as well as the bic cigarette lighter. Refer to table 1 fora listing of all the items recovered daring the surface collection,, A re-examination of the pit (glory hole), tailings and ditches show that they are not unique to the area nor are the , } unique to the mining erg.. No other features of this type were } observed on the property. c SU14MARY AND, CONCLUSION Research Potential/Cultural Significance As the ;site is not unique to the miming era, it retains very little research value. The site was most likely occupied or mined to a limited extent in relation to other areas of Rutl..e Creek. The mining activities at the site were limited placer mining No remains of any surface structures related to this mining p i.st. All of the mining activity took place on the bank and slope of the property. The road (`old Honey Run Road) running through the property :may; have destroyed any of these features if they 'exited. Recommendations After the excavation and analysis of the recovered items 'from the surface collection it is recommended that the area recorded as a site be'dropped and the individual features recorded'as isolates. This site is not unique and does not meet, the criteria; for inclusion on: the Register of Historic Palacest therefore clearance is recommended concerning the historical/archaeological impacts. b 11 • `1 i/' % (% Pjz—iHAlY11Iit CANYON, CALIF, I/ r,. ' +Z, s /,/' J( /• ' r NW/4 ORGVILLE: 15' QIlADRAiVGL,"..
