Mr. Lucas gave a brief description of the project. He stated that there would be no exterior changes on the property. The hearing was opened to the public. Daniel Dobbie said the church has ;a traveling minister, who is living out of a'5th wheel at this time and the church would like to maks; the house available for him to live in while he is in town. He said the problem is the church has a caretaker already using the house. He said the Use Permit is to allow the church to split the house into a duplex unit. Tom Reid, Environmental Health Ds,.,artment, said this hearing was continued so his staff could look' at the land being proposed in the merger to meet the requirement for additional sewage disposal area. He said the land is sufficient and he recommends approval of this project. He suggested adding a condition to meet Environmental Health requirements for sewage disposal. The request will require equire a Use Permit under the FR ­5 zoning and is consistent with the General Plan designation of Agricultural -Residential. Approval is recommended with conditions. PROJECT CHARACTERISTICS: The applicant is representing the Chico South Congregation of Jehovah Witnesses whose parisi"i ''buildings are located on the southeast corner of Skyway and Honey Run Road at 10 Honey Run Road. The church is operating at this site as'a legal pre-existing non -conforming use, this request is an expansion of this use. This Use Permit is to convert the interior of the existing church rectory into two living, units without altering the exterior of the structure. The existing parish rectory is a 18.00 sq. ft. building. The proposal to isolate 1200 sq. ft. of the building as the rectory and create a 600 sq. ft. caretaker unit in the remainder. The project will not involve any exterior modifications and the interior modifications must be constructed with appropriate building permits. 'The parcel contains a church sanctuary, rectory, a shed, and ;adequate parking areas. The project is consistent with the Agricultural Residential Generai Plan designationwhich allows for churches as'a quasi -public use and is conditionally consistent with the FR -5 zoning, Staff has reviewed the existing conditions placed on the church as a result of Use Permit issued in 1063, and all have been met. This proposal will meet all site design criteria and will not impact any adjacent land uses. The applicant will be required by the Environmental Health Department to meet sewage disposal requirements for this increase in living_ units. The current septic field is located on an adjacent church owned parcel, which was permitted when the original home was constructed. The present restrictions on septic fields require, that the leach field be located on the 'same parcel as the source of the effluent. The church, in order to comply with Environmental Health, is applying for a Parcel Merger to place the septic field on the came parcel as the residence. This action will eliminate any Environmental Health objections to the Use Permit application. Comments received iirom' Public Works and the Butte County Eire Department indicated they had no requirements or objections. ENVIRONMENTAL D,0CUMENTATION. This project is covered by the general rule that the California Environmental Quality Act applies only to projects which have the potential for causing significant effects ori the environment. Where it can be seen with certainty that there is no possibility thatthe activity in question may have significant effect on the environment, the activity is not subject ,to LECA. It has been determined that this application is a General Rule Exemption .ander Section 15061(b)(3) of the California Environmental Quality Act guidelines. PUBLIC NOTICE AND COMMENTS: This application requires a public hearing be advertised and held. Advertisement of the public hearing will occur prior to the public hearing in the Chico '. Enterprise Record. 14 public notices will be mailed to all property' owners within a 300 foot radius of the subject property. As of this report no public comments have been received.
