Because of this, Centerville Road is, for portions of the year,- a long cul-de-sac with only one means of ingress and egress. To Completely mitigate this condition would require the reconstruction of the road to the north. There are no specific or community plans for the area; Prior to division of parcels less than 20 acres in the Agricultural Residential General Plan designation, 5 conditional criteria must be met. With the Mitigation Measures submitted, the project is in conformity with all but the road capacity and circulation requirements. The property fronts on Centerville Road. a narrow, winding, gravel road. Presently, the County maintains the dirt portion of Centerville Road by blading it once a year after the Spring thaw. This level of maintenance is inadequate to support residential population. The Governme;tt Code requires that the Circulation and Land Use Elements, be consistent. This requires that the roads be sized to support the permitted land use densities. In areas where roads are of insufficient capacity, densities should be reduced. The. Board of Supervisors determined that roads of less than.20 feet do not meet the. County minimum standards for land divisions. In adopting the new improvement standards, they have made this clear. Mr. Mendonsa said that the Public Works condition A would remain It has been decided where the road needs to be widened.' On mitigation #9 it was agreed to add the words, "where feasible as determined by Public 'Works." On mitigation #6 the word "barbed' wire should be corrected from "bob" wax e Mr. Reid stated: having reviewed the environmental review checklist and conversations at this meeting and the Planning Director's Report of March 23, 1987 I will make a motion to adopt ,a negative declaration with environmental mitigations for the Andrew F. Sikula parcel 'map to create 2_parcels on AP 11-40-14, 16 and 27 portion finding that the project could have an effect on the environment but will not have a significant effect in this case provided the required miti aticn 'measures are complied with. Those mitigation measures are 1 through l0 as listed within the Planning Director's Report, with the following corrections and changes.: mitigation A., add: "or pay water tender fee." mitigation #6: correct the spelling of: "barbed faire." mitigation #9: add: "where feasible, where determined by Public Works." Mr. Hironimus said that the canal, would not be a problem regarding setbacks but the creeks and Streams would be. Andrew Sikula and his wife were present, He said, that he objects to the widening of Centerville Rd No one else was required to do it. The expense would be high. None of the neighbors want the road widened. He read.a letter signed by the 8 resident families objecting to the widening of the road. Also it would mean major construction of the road to widen it. That: would involve moving telephone poles, part of the earthen support of the flume, fences and large trees. M.Rrnto said that 20 ftj is the minimum for adequate access` Mr. Niron�.mu according the General Plan policies. Mr'. Sikula said the road is adequate now for fire trucks and school busses, Mr Foy said one of the narrowest spots is not fronting, the property. Mr Mendonsa said the Public'Works Dept. would have a problem requiring the applicant to improve property over which he has no control. That would involve obtaining right-of-way. That is why the condition is. only to widen the road in front of his property on his side of the road'. Mr. Mendonsa said the gravel on the berms should be useable. Mr. Mendonsa noted that driveways would require additional permits, Mr. Sikula objected to the requirement to install; water storage to each parcel.. He agreed to do it for the new parcel only. Maybe Laura Tuttle did not know about the existing tank. He thought that there were the 3 options available to satisfy the requirement for water for fire protection (#4 on the Planning Director's Report..) Mr., Mendonsa said the the Fire Dept. does not have any requirements. That is a definite conflict with the Planning requirement. Mr. Hironimus said he had a problem with the deer herd issue. The Board has not set up fees yet which the Dept. ,of Fish and Game is asking for. - Mr. Mendonsa. Said that Mrs. Kircher also has problems with the Fish and Game requirements. There is not a countywide dog ordinance. A continuance was agreed to be necessary. Mr. Sikula said he would prefer not to have a continuance. Mr. Mendonsa said that the project would have to be denied unless it is continued at this ;point. He would like to find out more about the road widening, 'the conflict with Fire Dept, requirements and the Fish and Game conditions. Mr'.
