This is in response to your letter dated April 16, 1992, requesting that the
Federal Emergency Management Agency (FEMA) determine whether the following
property is located in a Special Flood Hazard Area (SFHA), an area that would
be inundated by the 100 -year (1 -percent annual chance) flood.
Property Description: Lot 1, Sheep Hollow Subdivision, being Assessor's
Parcel No. 0;48;.-0.10=061, as. described in the Corporation Grant Deed
recorded as Instrument No: 90-022140, in the Office of the Recorder,
Butte County, California
Community: Butte County
State: California
On May 7, 1992, we received all information necessary to process your
request. After comparing this information with the National Flood Insurance
Program (NFIP) map for the community referenced above, we determined that
although portions of the property would be inundated by a 100 -year flood, the
existing structure on this property would not be inundated. Therefore, this
letter amends the map for Butte County, California (NFIP Map Number 060017,
Panel.:.0095 B,. dated September 29, 1989), removing the above-mentioned
structure from the SFHA. Because portions of the property are in the SFHA,
any future construction or substantial improvement on this property remains
subject to Federal, State, and local regulations for floodplain management.
Please note that this property could be inundated by a flood greater than a
100 -year flood or by local flooding conditions not shown on the NFIP map.
Flood insurance is available at reduced cost for properties located outside
the SFHA. Also, although we have based our determination on the flood
information presently available, flood conditions may change or new
information may be generated that could supersede this determination.
If this structure is covered by a flood insurance policy, and if the mortgage
company or lending institution agrees to waive the flood insurance
requirement, then the NFIP will refund the premium paid for .the current
policy year, providing that no claim is pending or has been paid on the
policy during the current policy year. To receive a refund, a written waiver
or certificate must be obtained from the mortgage company or lending
institution. This written waiver or certificate must then be sent to the
insurance agent, who will process the premium refund.

A copy of this Letter of Map Amendment (LOMA) is being sent to your
community's official NFIP map repository where, in accordance with
regulations adopted by the community when it made application to join the
NFIP, it will be attached to the community's official record copy of the NFIP
map which is available for public inspection.
This response to your request is based on minimum criteria established by the
NFIP. State and community officials, based on knowledge of local conditions
and in the interest of safety, may set higher standards for construction in
the floodplain. If the State of California or Butte County has adopted more
restrictive and comprehensive floodplain management criteria, those criteria
take precedence over the minimum Federal criteria.
Please note that FEMA is currently developing detailed application and
certification forms for use in requesting revisions or amendments to NFIP
maps. These forms will be available this summer and will be mandatory for
all requests received by FEMA on or after October 1, 1992. These forms will
highlight technical considerations in a fashion that facilitates an efficient
review; therefore, use of these forms prior to October 1, while voluntary, is
strongly recommended. Application forms should be available after July 1 for
LOMA and Letter of Map Revision Based on Fill requests, and after August 1
for all other revision requests.

Building Envelope Measures
§2-5352(a): Minimum ceiling insulation R-19 weighted average.
§2.5352(b): Loose fill insulation manufacturer's labeled R -Value.

Re: Suitability of soil to support proposed structures
pursuant to the conditions on Parcel Map 88 - 118.
AP #48-01-61, 13342 Moonlight Court, Chico, CA.
Chuck and Stephanie Timmons ask me to prepare this letter outlining
the necessary requirement for them to build on their lot. After
talking with John Mendoza, it was determined that the basis for the
requirement for an engineering analysis, on was a
preliminary soil investigation prepared by Jon Anderson i 1977.
Mr Anderson identified two problems: 1) potential for liquef ction
and 2) expansive soils. F/14 IIZ-197 J
On September, 14, 1990, I inspected the proposed development site,
to evaluate the site for the problems identified in the preliminary
soil report. A portion of the private sewage disposal system had
been installed, however no back fill had yet been placed. These
excavations did not exposed any soils which might be subject to
liquefaction. Some clay soils were observed.
The proposed development is to be located on a pad, 2 to 3 feet
thick and constructed from granular, non -expansive material. As
long as the proposed structures are built on this pad and the
footings are reinforced with one #4 bar top and bottom, the site
should be suitable to support one or two story wood framed
structures.

Subject: PRELIMINARY SOILS REPORT --
Former J.W. Read Property, Butte County, CA.
Dear Dan:
Pursuant to your request, we have prepared a prelim-
inary soils report for the former J.W. Read property, lo-
cated in a portion of Section 2 of T22N - RIE, M.D.B.&M.
(AP nos. 48-01-0-9, 48-01-0-10, 48-0.1-0-13, 48-01-0-14,
'48-01-0-15, and 48-01-0-16). This property engrosses
approximately 240 acres, is divided into 6 - 40 acre
parcels, and is located north of Chico about one mile
southeast of the Chico Municipal Airport (see enclosed lo—
cation map).
Field inspection of this property on July-? & 8, 1977,
revealed slopes generally ranging from 0 - 15%; with locally -
steeper slopes along erosion banks. Drainage is in intermittent
or ephemeral to Sheep Hollow Creek and its tributaries. The
elevation of this property varies from about 190 feet to 250
feet. Vegetation at the time of the field review consisted
of heavy growths of star thistle along with stunted growths
of range grasses and forbs. Several isolated cottonwood
trees dot the landscape.
The surficial geology of this property is mapped as
being quaternary fluvial deposits of two general descriptions:
the Victor Formation of Pleistocene Age; and Fanglomerate of
the Lower Pleistocene. The Victor Formation typically con-
sists of moderately permeable, fluvial deposits of lenticular
silt, sand, gravel, and clay. This corresponds to four dif-
ferent soil types on this property: the Anita Clay Adobe,
the Redding Clay Loam, the Vina Stony Loam, and the Vina
Loam -Shallow Phase. The Fanglomerate typically consists of
sand, gravel, silt, and volcanic detritus derived from the
Pliocene Tuscan Formation. It corresponds to the local soil
group known as the Tuscan Stony Clay Loam.
Soils attributable to the Fanglomerate at this site
are generally pebbles and cobbles supported in a brown
loam matrix. It has a poor to nonexistent primary and
secondary structure -(an agglomerate) and has little lateral
continuity or homogenity. Some very hard mudstone was
noted at depth. No noticable residual soil development or
horizons were apparent. A cutbank revealed the following
profile: 0 - 1.5 feet, pebbles and cobbles in a sandy -loam
matrix; 1.5 - 2.0 feet, gravel and some cobbles in a loam
matrix; 2.0 - 3.0 feet, light -brown very -hard consolidated
sand and silty clay sediments with some pebbles; 3.0 - 4.0
feet, brown, friable silty clay and sand with some pebbles
and with low cohesion; 4.0 - 6.0 feet, gray sandy. alluvial"
detritus with some well-rounded pebbles. A sample from
about 2 feet depth depicted a brown loam with poor or non-
existent structure with some -low-density pebbles and quartz
gravel. It was predominately sand in a 20% silty -clay binder
or medium to high plasticity and was highly dessicated.
Soils of the Victor Formation consist of four agricul-
tural groups at this site. Several backhoe excavations re-
veal their characteristics to a depth of about six feet.
A sample of what is probably the Vina Stony Loam from about
a 1.5 foot depth depicted a dark brown, friable, silty -sand
loam with some small gravels and occasional pebbles. The
binder fraction (minus #200 sieve) comprised about 20% of
the sample and exhibited the characteristics of a pure silt
with little or no clayey minerals.
The safety and siesmic safety elements of the Butte
County General Plan indicate that:
1.) There is about a fault of unknown activity located
about 1-1/2 - 2 miles to the east of this property;
2.) There are four recorded earthquake epicenters,
ranging in magnitude from 0.1 -to 4.9 Richter, with-
in a range of about 1-1/2 - 2 miles of this property;
3.) This liquefaction potential of the soils in this
area range from moderate to locally high;
4.) This property is located in the potential subsidence
area of Chico;
5.) This area has a low landslide risk;
6.) The erosion potential of this area is slight;
7.) The soils on this parcel range from moderate to,
high expansion potential.

In light of the nature of the soil samples and the
potential for expansion and liquefaction in this area, a
field review was made of the surrounding area and existing
construction.
With respect to the soil groups of high liquefaction
potential, all associated with the Victor Formation, it was
noted that there were no existing structures on these
materials in similar environs in this area. Field review
of the natural ground surface revealed no indication of
soil lurching or collapse, however.
In regards to the potentially expansive soils, associ-.
ated with soils of both the Victor Formation and the
Fanglomerate, numerous examples of existing construction
were to be found - all limited to Fanglomerate type soils
however. The existing Cohasset Highway was reviewed for
evidence of abnormal heaving or cracking with none noted.
The portions of the old Cohasset Highway that remain on the
east side of the existing highway to the north of the airport
were similarly reviewed and no abnormal cracking or heaving
was noted. This was especially interesting, as no base course
was observed. The industrial and commercial structures at
the Chico Municipal. Airport were reviewed and no abnormal
conditions were noted, however none of these had any sub-
stantial irrigated landscaping (which is often the cause of
soil expansion and subsequent differential foundation settle-
ment). The only substantially irrigated area noted was a
small grassed lawn located on the north side of the airport
terminal next to a concrete -slab walkway. There was no un-
usual damage to the walkway noted.
In conclusion, it is most difficult to make any general
statements concerning the adequacy of these soils for founda-
tion purposes, especially when considering that any one house
could be situated most anywhere on a forty -acre parcel, and
the wide range of foundation designs that.are commonly util-
ized. This is not to be construed as meaning all sites are
poor, as there are numerous areas that could provide stable
foundations with proper construction mitigations, however
there are some situations that could be poor. The major
problems would most likely be in areas of different soil ex-
pansion properties or on expansive soils where slab founda-
tions and partially irrigated landscaping is utilized. Thus
it is our recommendation that each particular bui2lling site
be reviewed, by a registered civil engineer, at such time
that a particular residential design is envisioned.

Pursuant to your request, we have prepared an addendum
to our preliminary soils report of July 11, 1977, that joint -
1y addresses the influence and possible ramifications con-
cerning foundations preparation and flood -hazard potential
at the former J.W. Read property. This property is located_
north of Chico about one mile southeast of the Chico Munici-
pal Airport, in a portion of Section 2 of T22N - RlE,
M.D.B.&M. (AP nos. 48-01-0-9, 48-01-0-10, 48-01-0-13,
48-01-0-14, 48-01-0-15, and 48-01-0-16). This property en-
grosses approximately 240 acres, and is divided into 6
quarter -quarter section parcels of 40 acres each.
The conclusions of the preliminary soils report recog-
nized the diversity of this area and stated:
".... it is most difficult to make any general
statements concerning the adequacy of these soils
for foundation purposes, especially when consider-
ing that any one house could be situated most any-
where on a forty -acre parcel, and the wide range
of foundation designs that are commonly utilized.
This is not to be construed as meaning all sites
are poor, as there are numerous areas that could
provide stable foundations with proper construction
mitigations, however there are some situations
that could be poor...."
This statement is also applicable to the nature of the
flood-hazard,potential in this area.
Without extensive additional evaluation of the founda-
tion soils and flood -hazard potential that would be required
to accurately delineate the locations of hazard-free.building
sites, it is again our recommendation that each particular
building site be reviewed by a registered civil engineer at
such time that a particular residential location and design
is envisioned. The additional construction costs that a
particular building site would incur in order to adequately
ameliorate the flood -hazard potential and/or for specialized
foundations preparation, is estimated to be from zero to a-
bout $4,000.00 over and above the normal costs of single-fam-
ily residential construction, which again is dependent on the
particular location selected.

Dear Mr. Roe:
This is in response to your letter dated March 1, 1988, requesting that the
Federal Emergency Management Agency (FEMA) determine whether a 9.95 acre
parcel of land, Assessor's Parcel No. 48-01-33, being Parcel 2 of Parcel Map
of a portion of the Northeast quarter of the Southwest quarter of Section 2,
Township 22 North, Range 1 East, M. D. B. and M., as recorded in Book 93 of
Parcel Maps, Page 22, in the Office of the Recorder, Butte County,
California, is located within the Special Flood Hazard Area (SFHA).
On May 12, 1988, we received all technical data necessary to process your
request. We have reviewed the Flood Hazard Boundary Map (FHBM) with respect
to these data, and have determined that portions of the above-mentioned
property are located within a SFHA, Zone A, .and would be inundated by a
flood having a one -percent chance of occurrence each year. However, the
existing structure on the property is not within the SFHA, but is located
outside the SFHA, where flood insurance is available at low cost. Because
portions of the above-mentioned property are within the SFHA, Zone A, any
new construction or substantial improvement on the property remains subject
to Federal, state, and local regulations for floodplain management.
This determination is based on the best flood data available at the present
time. FEMA is currently revising the Flood Insurance Study (EIS) for Butte
County, California. Data could be generated which may tend to modify the
data used in making this determination. When the new FIS becomes effective,
it will supersede this letter. The Federal requirement for the purchase of
flood insurance will be based on the then effective FIRM.
If flood insurance was purchased for this structure, as a requirement of
direct Federal or federally -related financial assistance, and the lending
institution has waived the insurance requirement, a full refund of the
premium paid for the current policy year may be obtained from the National
Flood Insurance Program through the insurance agent or broker who sold the
policy, provided that no claim is pending or has been paid on the policy in
question during the same policy year.
In order to facilitate the procedure by which eligible property owners may
obtain a refund of premium, a written waiver or certificate must be obtained
from the lender that imposed the requirement. The certification will be
required by your insurance agent to process the premium refund.

This response to your request is based on minimum criteria established by
FEMA and is intended only to reflect your status in relation to the Federal
requirement for the purchase of insurance. State and community officials,
based on knowledge of local conditions and in the interest of human safety,
may set higher standards for construction in the floodplain. If the State
of California or Butte County has adopted more restrictive and comprehensive
floodplain management criteria, these criteria take precedence over the
minimum Federal criteria.
This determination has the effect of amending FEMA Map Number 060017 A,.
Panel 38, dated December 27, 1977. Butte County and the state coordinating
agency are being provided with copies of this Letter of Determination.

This is in response to a letter dated October 28, 1987, from Mr. Bruce Roe to
the Federal Emergency Management Agency (FEMA). In his letter, Mr. Roe
requested that FEMA revise the effective Flood Hazard Boundary Map (FHBM) for
the unincorporated areas of Butte County, California. In support of this
request, Mr. Roe submitted an approximate hydrologic and hydraulic analysis
for a reach of .Sheep Hollow. Wash near his property; this analysis was
submitted with regard to the data prepared by North Star Engineering, Chico,
California.
Based on our review of the data used for the preparation of the effective FHBM
for the unincorporated areas- of Butte County, the FHBM has been revised to
modify the floodplain boundaries of a flood having a one -percent chance of
occurrence in any given year (base flood) along Sheep Hollow Wash. This
determination is based on hydrologic and hydraulic analyses which show that
the width of the 100 -year floodplain of Sheep Hollow Wash near Mr. Roe's
property is less than 100 feet wide. At the FHBM scale of 1"=2000', the width
of the delineated Special Flood Hazard Area (SFHA) would be less than 0.05
inch which cannot be accurately located on the map because the width of the
delineated SFHA is approaching the width of •the lines shown on the map.
Therefore, the FHBM for Butte County has been revised upstream of a point
approximately 2,900 feet upstream of the corporate limit of the City of Chico.
Revisions of the floodplain boundaries are shown on the enclosed annotated
copy of FHBM Panel 38. This Letter of Map Revision (LOMR) hereby amends the
currently effective FHBM Panel 38 dated December 27, 1977.
This determination is based on data used to prepare the effective FHBM. A
detailed Flood Insurance Study (FIS) for the unincorporated areas of Butte
County has been prepared by Gill and Pulver Engineers, Inc., and is currently
being reviewed by FEMA. When the new EIS becomes effective, it will reflect
the change made by this LOMR.
These modifications have been made pursuant to Section 206 of the Flood
Disaster Protection Act of 1973 (P.L. 93-234) and are in accordance with the
National Flood Insurance Act of 1968, as amended (Title XIII of the Housing
and Urban Development Act of 1968, P.L. 90-448), 42 U.S.C. 4001-4128, and
44 CER, Part 65.

As required by the legislation, a community must adopt and enforce floodplain
management measures to ensure continued eligibility to participate in the
National Flood Insurance Program (NFIP). Therefore, your community must
enforce these regulations using, at a minimum, the zone designations and SFHAs
as shown on the PHBM for your community, including the aforementioned
floodplain boundary modifications.
This response to Mr. Roe's request is based on minimum floodplain management
criteria established under the NFIP. Your community is responsible for
approving all proposed floodplain developments, including this request, and
for assuring that necessary permits required by Federal or state law have been
received. State and community officials, based on knowledge of local
conditions and in the interest of safety, may set higher standards for
construction, or may limit development in floodplain areas. If the State of
California or Butte County has adopted more restrictive or comprehensive
floodplain management criteria, these criteria take precedence over the
minimum NFIP requirements.
The community number listed above will be used for all flood insurance
policies and renewals issued for your community on and after the effective
date listed above.
The revised floodplain boundaries are effective as of the date of this letter.
However, a review of .the floodplain boundaries and any requests for changes
should be made within 30 days. Any request for reconsideration must be based
on scientific or technical data.

Dear Mary:
Please read over the enclosed material. My object is to remove not all, but
parts of my property from the elevation of the 100 -year flood hazard line
that was adopted in 1983.
Exhibit "A" shows the topography of all acreage flowing into the drain that
runs through my property. Exhibit "B" is the engineering done by Mark Adams
of NorthStar Engineering in -Chico (916-893-1600).
Exhibit "B" puts the total acreage at approximately 1,670 acres, and given
the 100 -year flood formula, it equates to a channel of water 5 feet deep.
and 40 feet wide. At 5 feet deep, the top. of the water is 8 feet below the
foundation of my home and some 300 feet away. It is from this information
that I appeal to you or whomever else may help me remove this flood zone
that virtually covers my entire 10 acres.
The elevation lines that set the boundaries of the flood zone are incorrect
and I have a hardship caused by this as no one wants property in a flood
zone. This flood zone was established in'1983 so that Butte County could
receive Federal flood insurance, and that is when my hardship began.
Please let me know if you agree or disagree with my information and how I
should proceed to help narrow this flood zjne to where it should be. Thank

Please find enclosed topographical maps that show the total
acreage that drains into Sheep Hollow (approximately 1,670 acres).
Sheep Hollow Creek is wet only three or four months per year, and
only flows when it rains, or a.couple of days afterwards, across
10 acres which I presently own.
As you know in 1983, a flood zone was established and affects this
parcel and some adjoining parcels. I had Mark at NorthStar Engineering
do research, and according to his figures and evaluation my property
and adjoining properties could never receive enough -rain to flood
where marked (see attached map).
Please let me know in light of this information if you agree or
disagree with me. If by chance you agree, I would appreciate
a written response describing the steps I must follow to remove
this burden from my property.
