As stated above, the main residence was completed without inspections, and the smaller residence was constructed entirely without permits and inspections from this office, so we were not able to perform the required inspections during construction. After a record search, it was determined that in 1974 an eighteen by twenty-six foot carport with a deck on the roof was added, and later an approximately fourteen by twenty-six foot addition to this carport. At some point the entire carport -addition area has been enclosed and converted into a shop, and an aluminum awning added on top of the deck. All the above work was performed without permits. We therefore made a reasonable visual inspection, without going on the roof, under the building, or in the attic and found the buildings appear to conform to the intent of code requirements, except for the following items which must be done or resolved: In the principal residence: 1) Install smoke detectors throughout per 1991 Uniform Building Code. 2) Verify that both wood stoves are properly installed_ including clearances from walls, and hearth width. The type "A" flue in the shop area will also need to be removed and abandoned, or exposed for visual inspection and properly installed. 3) Provide conforming stairs throughout interior and exterior including rise and run, handrails and handrail height. 4) Provide a one hour fire separation between the shop and the residence. 5) The headroom over the stairs into the basement is approximately five feet and seven inches. Provide conforming headroom of a minimum of six feet and six inches. 6) Provide exterior deck guard rails a minimum of thirty-six inches high, with intermediate railings at maximum nine inch spacings, continuous around the length of all decks or landings. 7) Verify the adequacy of the entire structural system in all areas constructed without permits including piers and footings, floors and walls, ceiling and roof system. 8) The sub -panel in the shop appears to be overloaded, and has open knock outs in the dead front. There is exposed unanchored non-metallic cable in several areas which has been installed relatively recently without a permit. Provide verification that the electrical system in the shop area is installed properly including wire and breaker size, grounding and bonding, and GFI protection per 1990 National Electrical Code. 9) Verify that there is a properly installed PTR valve and line on the water heater. 10) Provide a gas test. 11) Provide a minimum of six inches from wood to earth at all points. 12) . Provide Health Department clearance. 13) Comply with any items identified during plan check. In the smaller residence: 14) Provide Planning Department clearance. 15) Provide Health Department clearance. . 16) Verify that all plumbing fixtures are trapped and vented and otherwise properly installed. 17) Provide hot and cold water to plumbing fixtures. 18) Provide compliance with 1991 Uniform Building Code including light and ventilation, room and space requirements, exiting, the entire structural system, heating system, and energy requirements. 19) Provide verification that the entire electrical system is properly installed including wire and breaker size, grounding and bonding, spacing of receptacles, and GFI protection. 20) Comply with any items identified during plan check. Inspection by the County of Butte does not act as a guarantee or warranty as to the internal soundness of said residence or additions and conversions. It is now in order for you to submit complete plans in triplicate to this office including plot plans, floor plans and structural details, apply for the required permits, and pay the appropriate fees. The permits must be obtained and the above listed items completed within thirty (30) days of the date of this letter.
