For example, the common anchorage to the -foundation is 1/2" diameter anchor bolts spaced at, 6 -feet. By using all of the allowable increases per code ( 1 .33 .. for seismic or wind as well as the increase per Section 2510 -for concrete to wood) one would calculate a maximum allowable wall shear of 141 plf for this anchor bolt spacing. Yet the allowable shear for a stucco Wall per Table 47-I is 180 plf. Thus the typical anchorage is not consistent with the typical bracing. Such inconsistencies appear when one attempts to quantitatively analyze the conventional.construction provisions by the engineering parts of the code. The dilemma is solved thus: Thou shalt not calculate things allowed by prescription. How does one explain all the buildings that were built under earlier codes and which are still standing? Its really quite simple. If all of the buildings constructed under those provisions were loaded per Chapter 23 as specified for seismic zones 3 and 4, there would be a high percentage of structural failure and even collapse. This is true for gravity loads also. If one attempts to analyse conventional roof framing under dead load plus live load per Chapter 23, one finds inadequacies. Why are these buildings performing? The answer is that they 'are never really loaded per Chapter 23. If all conventionally framed buldings were loaded with dead load plus prescribed live load on the roof, many probably Would not perform satisfactorily. It is a flagrant error in reasoning to conclude that buildings built under the conventional construction provisions demonstrate that those provisions produce structures which will sustain the loads prescribed by the code in Chapter 23. What is demonstrated by the performance of these buildings is that they can sustain whatever maximum load they have been subjected to in their lifetime, which is probably less than those prescribed by code. The Chapter 23 loads are really rare events, as are all health and safety design criteria. Most of our design requirements are based upon -the simultaneous occurance of worst case scenarios combined with rare events, such as a fire that blocks an exit in a restaurant which is filled to capacity. Our designs are always based on the "it could happen" scenario. To _say, "I've been building for 30 years and I've never had a building fall down," is like saying, "I've been driving for 30 years, have never worn a seat belt, and I'm still alive." Conclusion To summarize, it appears that the intent of the exception in Section 2 301 (a) is twofold. First, it allows the freedom of :traditional=- construction methods to -continue -as they have for -' many years without the added cost of engineering.
