The residential building loacted at 13675 Centerville Road, Chico has been in-
spected by this office and the Butte County Health Department and has been,
declared substandard pursuant to the provisions of the California Health and
Safety Code. The owner has been notified to rehabilitate or demolish the
structure.
Due to the unsafe conditions found, and since the building is presently vacant,
this office hereby requests that you disconnect the gas and electric services
at the earliest possible time.
Your timely cooperation concerning this request would certainly be appreciated.
Should you have any questions concerning this matter, please contact this office.

RE: Housing Complaint Inspection - 13675 Centerville Road,
Centerville, CA/AP# 51-41-023 (Corner Helltown Road and
Centerville Road).
Dear Mr. Watson:
On Friday May 3, 1985, I met your representative at the above listed
location and inspected the two occupied structures on the property.
The following conditions were observed which are in violation of
the Butte County Code, Chapter 31, Section 31-8 Refuse Removal,
Chapter 19, Section 19-4, Unlawful Sewage Dis.posal Methods, the
California Administrative Code. Title 25, Chapter 1, Subchapter 1,
Section 32, and 34; California Health and Safety Code, Section
17920.3 (a)(1), (5), (6), (10), (11), (13), (14), (15), (b), (d),
(e), (f), (g), (h), (j), and (k) and Section 24400, Abandoned
Excavations; and which pose health or safety hazards to the
occupants.
1. There is no approved sewage disposal facility for the two
occupied structures on the property. An insanitary privy without
door, and in danger of collapse is in use.
2. The dwelling units lack approved water closet, lavatory and
bathtubs or showers.
3. There is no hot water to plumbing fixtures.
4. Waste water from kitchen sink discharges to ground.
5. The dwellings do not have adequate heating facilities.
6. The dwellings show general lack of maintenance and improper
maintenance.

7. The dwellings lack adequate foundations, walls are not sound,
roofs are deteriorated.
8. Electrical wiring is unsafe with exposed wiring, open splices,
mismatched wire, and unsafe fixtures.
9. Plumbing is inadequate, and lacks approved vents and traps,
and connection to an approved sewage dispos.al system, an'd an approved
source of potable water.
10. Both, dwellings lack adequate weatherproofing of exterior walls,
roofs, windows, doors, and floors.
11. The large dwelling is a fire hazard due to unsafe wiring, con-
struction and condition of stove flue.
12. There are no garbage disposal facilities with garbage and
rubbish scattered about the property and dumped over fence onto
the adjoining property.
13. There -is an open excavation at the rear of the two houses posing
danger to persons walking on the property.
14. There is no approved water supply to serve thi.s property.
Pacific Gas and Electric is going to eliminate an illegal water
connection to their water channel.
These..condit.ions shall be corrected as follows, and within THIRTY
(30) DAYS from receipt of this notice. Obtain all required permits
from the Butte County Department of Public Works and a septic tank
and well permit from the Butte County Department of Public Health,
196 Memorial Way, Chico, CA prior to making repairs.
1. Provide an approved septic tank and leachlines under permit
and inspection from the Health Department. Destroy the privy and
backfill the pit.
2. Provide a water closet, lavatory, bathtub or shower for each
dwelling unit.
3. Provide a properly installed hot water heater.and hot water
to all.sinks and bathing facilities for each dwe:l-ling u.nit.
4. All waste water from plumbing waste drains shall be connected
to an approved sewage disposal system.
5. Provide approved heating facilities for each dwelling unit,
with proper flue, separation from combustibles and capable of main-
taining a minimum temperature of 70 degrees Fahrenheit as. measured
at a point three feet above the floor in all habitable rooms.

6. Structures shall be rebuilt to code and to eliminate all
health and safety hazards.
7. Provide adequate foundations, piers, posts and girders, repair
walls and roof eliminating all rotted, deteriorated materials.
8. Remove existing electrical service panel, deteriorated or damaged
wiring, outlet boxes and fittings, unprotected wiring; open or
exposed splices, etc., Install new 100 amp service and all related
wiring, boxes, switches and outlets as required.
9. Provide adequate plumbing fixtures with effective traps and
vents. Provide proper supports for all drain waste and vent piping.
Provide proper leak -free plumbing for all drain, waste, vent, water
and gas lines.
10. Make all exterior walls, roofs, windows and doors weathertight.
Replace damaged or deteriorated materials in walls, roof and floors.
11. Eliminate all fire hazards.
12. Provide fly -tight covered, leak -proof refuse containers and
remove all garbage and rubbish at least every seven (7) days.
Remove the accumulated refuse (garbage and rubbish) from the
property and properly dispose of the same.
13. Backfill the open excavation at the rear of the dwelling units.
14. Provide an -approved potable water supply to the dwelling units
under permit and inspection from the Health Department
Due to the conditions of these structures, and the cut-off of any
water supply by Pacific Gas and Electric the structures -shall be
vacated until all repairs are completed as listed and approve.d
by the Health Department and the Public Works Department. If you
do not elect to repair the structures they shall be demolished
and removed.
A reinspection will be made. If you have any questions concerning

Corner Helltown Road and Centerville Road).
Dear Mr. Watson:
This department received a complaint concerning three shacks on the above identified
property. The Butte County Assessor'.s records.indicate.you are the owner of the
property.
On April 5, 1985, I visited the property but did not enter it, as I was unable to
see or contact anyone on the site. A visual observation from Centerville Road
revealed several poorly maintained structures, apparently being occupied as
dwellings.
The complaint alleges the shacks are unsafe for human habitation, that an illegal
privy is in use, and that water service is supplied by an illegal tap'of the
Pacific Gas and Electric canal.
This letter is an official notice to contact this office and arrange an inspec-
tion of these structures for compliance with applicable regulations concerning
health and safety in units as listed in the Calif6rnia•Health and
Safety Code, and the California Administrative Code (State Housing Law).
Please respond within SEVEN. (7) DAYS from receipt of -this -:letter.
