In addition, your plans are routed to other regulatory entities including but not limited to Planning, Public Works, Environmental Health, and the California Department of Forestry for their clearances and approvals. There are some things you can do to expedite your permit: 0 Make sure your application is complete. 0 Beyesponsive to requests from County departments for any additional materials or requirements. The Building Division places its highest priority on processing building permits as quickly as possible and each day that passes without a complete application adds to processing time. Every permit issued by the Building Official. shall expire and become null and void if the work authorized by such permit is not started or completed within one year from the date of issuance of such pgrmit. A permit may be renewed (for a fee) priorto expiration an: indefinite number of times, provided construction progress has been documented by the Building Division during eacch.year during scheduled inspections. No changes may be made in the original plans and specifications for such work. In order to reinstate action on a permit after expiration, the permittee shall pay a new full permit fee and additional plan checking and documentation may be required. Upon completion of work covered by this :permit, please contactthis office for final inspection. As a reminder to you, it is illegal to occupy this building or any portion of the building for which this permit is issued without a final inspection, EXPIRATION OF PERMIT APPLICATION AND REFUND POLICY Application for which a permit has not been issued will expire one year after date of application. Refunds may only be made upon written request by the person who originally paid the fees. Refunds for permit applications (not yet issued) must be requested within two years from the date of fee payment. Fees paid at the time of application are for Plan.Check and administration. The Plan Check portion of fees is refundable only if the permit is cancelled or withdrawn before any plan checking is done. Applicant phoned on July 20th 2010 inquiring on how to renew permit. Applicant was informed at that time by staff that the permit requires at least = spelt' r renewal and that he would be given a 30 day grace period. This provided the ap icantaaritb-4a dad s f om time of his phone call to request the required inspection to be able to pay $127.00 for renewal of curr nt permit. No inspection request received, therefore permit expired July 31St 2010. Five months later applicant wants to renew permit. The policy and procedures state that in order to renew a permit they have to pay 100% of cost of Building portion of permit due to no inspections performed. However, it has to meet current codes. We had the. 2007 code adoption and will be having the'2010 code adoption for all submittals.after December 30th 2010. Applicant ould be required to submit to new Original permit application was in October 2007 and we were under the 2001 building codes. Applicants submittal was incomplete initially and.we were in process of adopting new codes. Applicant requested a waiver to submit to the 2001 codes. His waiver was granted. He later in February of 2008 resubmitted all new plans. Again he was able to build to 2001 codes. 10/29/07- permit application -= 0/31/07 — permit placed on hold — planning and building working out use. Applicant notified 02/28/08 - John Besselo came in with his architect, and they submitted new plans, energy calcs, and structural calcs for this project. They also submitted revised site plan and floor plan which has been attached. March 2008- plan review process started. 12/08/08 — permit application expiration letter sent out. 12/12/08- recheck submitted 12/29/08 -The owner called and wanted to extend his permit, I informed him of the additional fee and he requested that I take his credit card info over the phone, advised him to pay on line and that we cannot take credit card info over the phone. Mailed the school & park fee forms to him as requested but strongly advised him that if one of the departments that have not yet approved this project, changes may be needed to the school & park fees. 0.1_/02/09 - Owner came in and paid his permit extension fees., did not have permit, parcel, address, or M other identifying means other than his name so It took me awhile to locate the correct permits. 02/23/09 — recheck submitted 02/27/2009 — owner requested copy of school and park forms again and received a new set. 06/19/09 — recheck submitted 07/07/09 — 4" plan check letter sent out 07/29/09 — meeting with owner rep- resubmit of plans 07/31/09 — permit issued (21 months later) 7/19/10 - Discussed permit status with owner, John Bessolo - he has started site prep and will dig footings soon. Permit expires 7/31/10. John will contact A.B.O. for time extension. 07/20/10 — owner called about renewal- He was informed of inspection and renewal fee. 07/31/10 — permit expired. They may be reactivated up to 30 days after permit expiration if work has begun and there has been at least one inspection on the structure within the year prior to expiration. The issued permit may be reactivated after the first expiration date up to two consecutive years as long as there has been at least one inspection the previous year. Permits reactivated for two consecutive years expire at the end of the grace period the third year and can not be reactivated. Expired permits need to have a new permit applied for under the current building codes. The renewal fee is based on the current hourly rate. Non-structural permits do not qualify for renewal (over the counter permits, re -roofs,. electrical mechanical, plumbing etc). They must be re-applied for at the end of the 30 day grace period. If the issued permit is expired past the 30 day grace period, the following is a breakdown of the fees required to complete the expired permit and reactivate it for one year. Issued permits expired past the 30 day grace period can.only be renewed under this formula for one year. If the permit expires after this type of reactivation a new permit will need to be applied for under the current building codes. NOTE: If the building codes have changed and no work has begun or only the foundation inspection was completed within the code cycle under which the permit was issued, the permit must be reapplied for to meet current building codes. 1) No inspections, only slab or less than a 4 way inspection: 100% of current building inspection fees 2) 4 way inspection completed: 50% of current building inspection fees 3) Needing final inspection only: 25% of current building inspection fees If the permit was issued prior to 01-01-2008, the following will apply: 1) No inspections, only slab or less than a 4 way inspection: Page 1 of 2 Must re -apply, meet current code and permit requirements/fees 2) 4 way inspection completed: 50% of current building inspection fees 3) Needing final inspection: 25% of current building inspection fees Procedure: Permit WITHIN 30 day grace period 1) Check expiration date of permit in Trakit. If the permit is within the 30 day grace period allowed after expiration date, collect payment for one hour of the building department's current hourly rate. 2) Open the permit in Trakit, Select Financial Information. Right click, select Add Fee. Select the DBOMSCF Permit Renewal Fee. Select OK, fee will populate. Select fees due, complete payment screen and print receipt. Give one receipt to customer, office copy of receipt plus the funds go to the designated area. 3) Click on the Print Receipt key. Give one receipt to the customer, office copy of receipt plus the funds go to the designated area. Go to the main page of the permit and change the expiration date and make sure status is issued. 4) Place office copy of receipt and check or cash in the designated area. Permit PAST the 30 Day Grace Period 1) If the permit is. past the 30 day grace period locate the building file (if the file has not been scanned) using the assessor's parcel number and replace it with an out card. Review for any current code violations. 2) Retrieve the inspection jacket for the permit. Determine how many inspections have been completed. The number of inspections completed will determine the amount due for reactivation of the permit. Refer to Renewal Policy and Procedures No. to determine the amount due. 3) Open the permit in TrakIt. Select Financial Information. Right click, select Add Fee. Select the appropriate fee for the type of permit. Fee selected should be inspection fees (60% of building permit fee) not the plan check fees. Select OK, fee will populate. Select fees due, complete payment screen and print receipt. Give one receipt to customer, office copy of receipt plus the funds go to the designated area. 4) Return inspection jacket to inspector, area and return building file to file room. Applicant phoned on July 20th 2010 inquiring on how to renew permit. Applicant was informed at that time by staff that the permit requires at least one inspection for renewal and that he would be given a 30 day grace period. This provided the applicant with 41 days from time of his phone call to request the required inspection to be able to pay $127.00 for renewal of current permit. The policy and procedures state that in order to renew a permit they have to pay 100% of cost of Building portion of permit due to no inspections performed. However, it has to meet current codes. We had the 2007 code adoption and will be having the 2010 code adoption for all submittals after December 30th 2010. Applicant would be required to submit to new Original permit application was in October 2007 and we were under the 2001 building codes. Applicants submittal was incomplete initially and we were in process of adopting new codes. Applicant requested a waiver to submit to the 2001 codes. His waiver was granted. Applicant notified 02/28/08 - John Besselo came in with his architect, and they submitted new plans, energy calcs, and structural calcs for this project. They also submitted revised site plan and floor plan which has been attached. March 2008- plan review process started. 12/08/08 — permit application expiration letter sent out. 12/12/08- recheck submitted 12/29/08 -The owner called and wanted to extend his permit, I informed him of the additional fee and he requested that I take his credit card info over the phone, advised him to pay on line and that we cannot take credit card info over the phone.
