OWNER -BUILDER INFORMATION
An application for a building permit has been submitted in your name listing yourself as the builder of the property improvements specified.
For your protection you should be aware that as "owner -builder" you are the responsible party of record on such a permit. Building permits are not required to be signed
by property owners unless they are personally performing their own work. If your work is being performed by someone other than yourself, you may protect yourself from
possible liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business license from the city or county. They are also required by
law to put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should be aware of the following information for your benefit and
protection:
° If you employ or otherwise engage any persons other than your immediate family, and the work (including materials and other costs) is $500 or more for the entire
project and such persons are not licensed as contractors or subcontractors, then you may be an employer.
° If you are an employer, you must register with the state and federal government as an employer and you are subject to several obligations including state and federal
° income tax withholding, federal social security taxes, workers/ compensation insurance, disability insurance costs, and unemployment compensation contributions.
There may be financial risks to you if you do not carry out these obligations, and these risks are especially serious with respect to workers' compensation insurance.
° For more specific information about your obligations under federal law, contact the Internal Revenue Service (and, if you wish, the U.S. Small business
Administration). For more specific information about your obligations under state law, contact the Department of Benefit Payments and the Division of Industrial
Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their work personally or through thier own employees,
without a license contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractor is to secure an "owner -builder" building permit, erroneously implying that the property owner is
providing his or her own labor and material personally. Building permits are not required to be signed by property owners unless they are performing their own work
personally.
Information about licensed contractors may be obtained by contacting the Contractors' State License Board's automated telephone information system at 1-800-321
-CLSB (2752) or by accessing thier website at www.CSLB.ca.gov.

INTRODUCTION
I attended a meeting with several building officials who were
discussing difficulties with enforcing the lateral bracing provisions
in Section 2326.11,3 of the 1994 Uniform Building Code'' (UBC).
The specific requirement for braced wall panels within 8 feet
(2438 mm) of building corners was particularly troublesome
when it came to residential garages, where vehicle door openings
create a "weak wall" that is not adequately braced to resist lateral
loads. The typical residential plan provides only a 16 -inch
(406 mm) or 24 -inch (610 mm) solid wall panel adjacent to the
large vehicle door. While the 32 -inch (813 mm) wide alternate
braced panel of Section 2326.11.4 is an improvement over the
standard 48 -inch (1219 mm) panel, and could usually be worked
into the residence portion of a plan without much difficulty, it is
still more than most contractors and residential designers want to
provide at garages. This space is perceived as being wasted since
it is not accessible to vehicles. The usual comment is, "I've been
building (or designing) for years without these panels at garage
corners and there has never been a problem; and look at all the
old buildings that have been around for a hundred years without
bracing at the front wall."

The difficulty for these officials was compounded by the fact
that some neighboring jurisdictions had adopted a prescriptive
16 -inch (406 rnm) panel and were providing standard plans for its
construction. While such a panel may be theoretically possible, it
clearly violates the diaphragm dimension ratios of UBC Table 23-
t -I, and in actual practice, the available space between holdown
studs is so limited that providing adequate anchor bolts and bolt
clearances becomes difficult, if not impossible.
A solution to this problem, as well as a possible explanation
for the apparent stability of many existing structures, can be
found in the method of resisting lateral loads with diaphragm
rotation_ While this design method does not appear to be com-
monly used, it is specifically allowed, within limits, by UBC Sec-
tion 2314.1, This method can be used only for light frame wood
construction where building geometry is within certain specified
limits. The maximum depth of the diaphragm must be less than
25 feet (7620 mm), and, in the case of a typical garage where
Exception 1 to this section applies, the building depth -to -width
ratio must be less than 1.0.
THEORY
To use rotation, a structure must be rectangular and have three
sides capable of resisting lateral loads. The fourth side can be
entirely open and is assumed to provide no resistance to lateral
loads. This unbraced wall will be referred to as the weak wall.

The wall opposite the weak wall will be referred to as the strong
wall, and the two remaining walls will be referred to as transverse
walls.
Figure 1 shows the plan of a typical building where rotation is
to be used. The building is assumed stable in the north/south
direction as the two transverse walls, 1 and 2, are solid and capa-
ble of resisting loads in that direction. The problem arises when
wind is from the east/west direction, parallel to the weak will.
Figure 2 shows an exaggerated deflection diag;an. for this
structure under loading. Since the building is rigidly braced by
the strong wall at line A, deformation under load will occur with
a displacement along the weak wall at fine B. For any displace-
ment to occur along this line, shown as Dx, the entire roof
diaphragm must rotate around a point shown as the center of
rotation on line A. Assuming a relatively rigid roof diaphragm,
this rotation can occur only if there is a displacement perpendicu-
lar to the loading along lines 1 and 2. This displacement is shown
as Dy, and is in opposite directions at each end of the building.
This deflection is restrained by the transverse walls and rotation is
prevented. The combination of three walls results in a stable
structure.
Figure 3 shows a free -body diagram of the roof diaphragm for
the derivation of the forces involved by a conventional statistical
analysis:

When compared with a standard design, there are two main
differences: First, the shear stress in the roof diaphragm and
strong wall is exactly doubled, and second, the.walls perpendicu-
lar with the loading become a part of the system.
Example
To demonstrate the procedure, Figure 4 shows a detached
single -story garage that is assumed to be of conventional con-
struction except for a weak wall at gridline B. This discussion

concerns only wind loads in the east/west direction, while wind
loads in the north/south direction are resisted by conventional
bracing, The building width (b) is 24 feet (7315 mm) and the
depth (d) is 22 feet (6706 mm), so both the limits on depth and
depth -to -width ratio are me(. Using wind design values for
80 mph 030 km/h) / Exposure B, the lateral load W for the roof
diaphragms is 112 pounds per linear foot (pI6 (1.64 N/mm)_ The
following reactions can be calculated with the formulas above.

In this case, where the three resisting walls are shown without
openings, the shear stress in the roof diaphragm and the shear
walls below are equal. Openings can be accommodated in these
walls if adequate bracing is provided and the top plate is capable
of distributing the loads.
The maximum stress occurs at line A in this case and is 2,464
pounds/24 feet = 103 plf 0.5 N/mm). Secondary shear stresses in
walls 1 and 2 are approximately half this value, These are all
relatively low stresses that can be resisted by wood structural -
panel roof sheathing and wall sheathing of wood or oriented
strand board (OSB). All sheathing need only be nailed with the
minimum nailing required by UBC Table 23 -I -Q. Also note that in
this design method, the chord stresses are not critical for this
loading unless they are needed as collectors at openings in the
transverse waits.
APPLICATION OF CONVENTIONAL
CONSTRUCTION WITH ROTATION
Unfortunately for most residential designers, the use of rota -
lion is an engineered application and technically requires design
by a licensed engineer or architect. While the difference between
engineered shear walls and conventional brace panels has been
clearly defined as a difference of kind, not degree (see "Adequate
Bracing versus Lateral Design_ A New look at an Old Problem"
by John Henry, Building Standards, September -October 1990,
pages 12-15), a system based on conventional bracing and
diaphragm rotation appears to be a reasonable synthesis for limit-
ed application.
Conventional bracing is, by definition, a system that has been
shown to work by experience and may not necessarily stand up

to a rigorous analysis. Common experience has shown that many
three -sided wood -framed structures have withstood the test of
time. Besides garages, which invariably have a weak wall, the
"carriage house" is a common outbuilding in older communities.
These buildings. now 100 years or more old, are virtually identi-
cal to modern garages in form and function but are built without
the benefit of the rigidity provided by plywood or other large
structural panels. While the original builders may not have fully
understood the concept, the long -tern stability of these structures
con be attributed to lateral -force distribution by diaphragm rota-
tion.
If this design procedure is clearly understood, it could reason-
ably be used without detailed engineering and may be preferable
to adopting alternate prescriptive panels of dubious strength and
constructabiliiy, or continually arguing with contractors about
unnecessary construction, The decision to allow this method to
be used depends on some technical ability by code enforcement
officials_ The basic concepts must be understood and some hard-
ware and fastening, other than conventional, must be selected.
However, the level of technical expertise required of officials has
been increasing with each edition of the code and is already at
this level with the alternate brace panels of Section 2326.11.4.
Use of a nonengineered design based on
diaphragm rotation should be limited to resi-
dcntial garages that meet the following criteria:
): Building geometry. Building size is specifi-
cally limited by the UBC. Without a rigorous
analysis, UBC Section 2314.1 limits the maxi-
mum•depth, measured perpendicular to the
weak wall, to 25 feet (7620 mm) or two thirds
the diaphragm length. Exception 1 to this sec-
tion allows the depth -to -width ratio to be
increased to 1.0 for single story wood -framed
structures, such as the typical residential garage
under consideration. In areas where design wind
speed is less than 80 mph (130 km/h), Section
2326.4.1 will limit building length (without
interior bracing walls) to 34 feet (10 363 mm) in
Seismic Zones 1-3, and 25 feet (7620 mm) in
Seismic zone 4-
2. Strong wall bracing. In a standard analysis
of a rectangular building, each of the two walls
parallel with the load is assumed to resist one
half of the total load. In using rotation, the total
load on the structure is not changed, only the
arrangement of the resisting elements. Instead of
distributing the force equally between two walls,
the force at one wall is assumed to be zero,
while the force at the second, or strong wall, is
always exactly doubled. It would then seem rea-
sonable to allow conventional bracing with
diaphragm rotation if the structural elements in
this wall had at least twice the capacity of that
provided by a properly constructed conven-
tional structure.
in the case of brace panels, it is relatively easy
to formulate simple rules for doubling the
strength of a wall. This can be visualized as sim-
ply a matter of determining the amount of brac-
ing required in both the front and back wall of a
conventional structure, and then relocating the front brace panels
to the back wall, creating a strong and weak wall system. Alterna-
tively, it is simply a matter of providing twice as much bracing as
is required by U13C Table 23-1-W in the strong wall and none in
the weak wall.
If the garage in the example were to be constructed with
conventional bracing, at least two brace panels with a width of 4
feet 0219 mm) each would be required in both walls A and B.
This amounts to a minimum of 16 feet (4877 mm) of bracing in
the east/west direction. In a design using rotation, equivalent
strength would be provided by placing all 16 feet (4877 mm) of
brace panel along line A. The distribution of bracing panels could
allow for openings as long as the equivalent of four 4 -foot (1219
mm) panels were provided with no section less than 4 feet (1219
mm) in width, a panel is located within 4 feet (1219 mm) of each
corner and spacing of panels is not more than 12 feet 6 inches
(3810 mm) on center.
This requirement is an all -or nothing choice. In the example
where a minimum of four 4 -foot (1219 mm) panels are required,
the option of providing one panel at the front wall and the
equivalent of three panels at the rear wall will not work. All brac-

ing must be provided in one wall or a standard distribution of
bracing must be used.
3. Transverse wall bracing. Because the loads to the transverse
walls increase with building depth (d), and decrease with build-
ing length (b), the worst possible case is where the depth -to -width
ratio is 1.0 and both dimensions are 25 feet (7620 mm). In a
conventional building of this size with standard bracing, a mini-
mum of two brace panels would be required at each of the four
walls. In converting such a building into a three -sided structure
dependent on diaphragm rotation, the two panels from the front
wall must be relocated to the back wall, and the side walls
become an integral part of the system. In a case where the width
(b) equals the depth (d), Formulas 3 and 5 can be rewritten as fol-

The load on the transverse walls is one half that of the strong
wall. If the strong wall can be effectively braced by the equivalent
of four panels, the transverse walls should be adequately braced
with two panels. This is also the minimum bracing required by
conventional design. In other words, no special bracing is
required for transverse wails beyond the required minimum of
Section 2326.11.3, with one minor modification.
One special case requires clarification, although it is highly
unlikely. If a building was proposed with a depth of 16 feet (4877
mm) or less, a single brace panel at the center of the wall could
technically meet the requirements of Section 2326.11.3 and not
be adequate regardless of whether the building depended on
rotation or was entirely of conventional design. This problem
could be compounded for conventional design or a rotation
design in the case of a longer building such as a 16 -foot -by -34 -
foot (4877 mm by 10 363 mm) structure. For this reason, at trans-
verse walls, the bracing should be clarified by requiring conform-
ance with Section 2326.11.3 and not less than two panels.
4. Connections. The critical point in combining rotation with
conventional construction will be in the connections. If the load
to the strong will is doubled, while it is relatively easy to require
twice as much bracing panel, the connections between the com-
ponents are more difficult. This matter may be especially difficult
when using conventional construction, which is dependent on
the system, rather than individual calculable capacities of the
components.
Both the connection between the roof diaphragm and wall,
and between the wall and foundation, will need to resist twice
the force that is normal for conventional construction. For the
wall -foundation connection, where the conventional requirement
is anchor bolts at 6 feet (1829 mm) on center, simply halving the
spacing will double the capacity. A 3 -foot (914 mm) maximum
spacing for anchor bolts should be required.
At the roof diaphragm/wall connection, the problem is more
difficult: First, because this is probably the most critical connec-
tion in the system; and second, because there are many possible
variations in construction. In the case where the roof framing is
perpendicular to the wall, the connection is dependent on both
the blocking and rafters (or trusses) being toenailed to the top
plate. With rafters at 24 inches (610 mm) on center, the minimum
connection would be 6-8d toenails every 24 inches (610 mm);
3 nails in the block and 3 toenails in the rafter, or an average of
3 toenails per foot. The simplest way to double the capacity of

sheet metal clip nailed to the blocking and top plate. A typical
plate is made from 18 gage metal and is installed with 8-8d
(short) nails. One of these clips spaced every 16 inches (406 mm)
will provide the equivalent of 3 nails per foot, with no reduction
for toenailing and more than double the shear capacity of the
joint. See Figure S for typical installations.
Providing a single piece of hardware to reinforce a joint arbi-
trarily may appear to violate the rationale of conventional con-
struction that is based on a system rather than quantifiable com-
ponents, but this case is the exception to the rule. In true conven-
tional construction, this joint is always a clean joint bridged only
by the n, its menti(>ned above. The siding; and interior finish both
have joints coincident with the joint in framing so the system is
reducer( to a single component. Many builders now install truss
clips or other ties at this joint, but they are not a requires( compo-
nent.
5. Attached/detached garages. While the above discussion is
based on a detached garage, the same analysis can be applied to
attached garages, provided the common wall conforms to the
requirements (or an interior brace wail line. to practice, this
should not be a significant problem as there is usually a found) -
tion at this line. The gypsum wall board (GWB) partition can be
used for bracing provided continuity is maintained between the

roof and foundation. In addition, for an attached garage in line
with the main structure, Case 2 may be used to determine wind
forces based on windwardfleeward distribution, which will signif-
icantly reduce the load.
In most cases, the 5/8 -inch (15.9 mm) GW6 membrane
required between the garage and residence should be more than
adequate to serve as a transverse wall, but not as the strong wall.
Even without the reduction in loading resulting from Case 2. in
the worst case of a 25 -foot (7620 mm) square garage, the calcu.
laced transverse wall shear will be well below the allowable shear
values for minimum GWB installation in UBC Table 25-I.
CONCLUSION
It appears reasonable to allow both detached and attached
residential garages, in other than high wind areas, to be con-
structed as three -sided conventional structures if the following
conditions are met:
1. Construction. The Structure is a single -story construction of
wood -framing with either plywood or OSB roof sheathing and
bracing at exterior walls. For attached garages, the common wall
may be sheathed with GWB in accordance with Table 25-I, pro-
vided it serves as a transverse wall and the membrane is continu-
ous from foundation to roof. In high seismic areas, a light roof
covering should be required.
2. Building geometry. The building depth must be 25 feet
(7620 mm) or less, and the length cannot be greater than 34 feet
(10 363 mm) in Seismic Zones 1-3 and not more than 25 feet
(7620 mm) in Seismic Zone 4. The building depth -to -width ratio

must be less than 1.0. Buildings must be single story, and to keep
wind loads low, height should arbitrarily be limited to 15 feet
(4572 mm).
3. Strong wall bracing. The amount of solid wall conforming
with all requirements for conventional brace panels must be
effectively doubled in the strong wall. The total width of wall
conforming as brace panel is critical, not the actual number of

4. Transverse wall bracing. The transverse walls should be

should be nailed to the blocking or rim joist with the standard
nailing specified for edges, even when it is not at a panel edge.
b. Anchor bolts shall be installed in the foundation plate or
sill as required by Section 1806.6, with a maximum spacing of
not more than 3 feet (914 mm) on center. ■

on such a permit. Building permits are not required to be signed by property owners unless they are personally
performing their own work If your work is being performed by someone other than yourself, you may protect
yourself from possible liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a
business license from the city or county. They are also required by law to put their license number on all permits
