Chapter 18, Section 1806.5 regarding this permit application. Per our phone conversation, I am suggesting a building official approval per 1806.5.6, Alternate Setbacks, for the following reasons. ASCENDING SLOPES: There will be an entry patio varying in width from 16 feet to 6 feet from the building line to the edge of the patio. At this edge will be a retaining wall (with drain line behind) averaging 3 feet in height. A drain line will also be installed across the hill in this patio area to collect and move surface and any subsurface water to the west side of the property to outfall. The hard surface driveway and parking turnaround area will be sloped to move water to two drain inlets which outfall the water on the east side of the property (see sheet A-3). DESCENDING SLOPES: Except for the northwest corner of the residence, the proposed building foundations are in compliance with UBC 1806.5 and Figure 8-1-1. Due to site conditions in the northwest corner (site slope less than 1 in 3) the foundation depths indicated by the structural engineer will be sufficient for compliance. In summary, due to the soil conditions of the site (see Soil Report), and the reprofiling of the hill by the engineered fill, alternates to the setbacks as proposed above should be sufficient. We were employed to provide compaction verification and geotechnical recommendations on the engineered fill building pad located at Lot 21 Eagles Nest Drive at Rocky Bluffs in Chico, Ca. The project consisted of removing all organic and deleterious material from the slope and constructing an cut/fill engineered fill building pad with approximately ten feet of engineered fill. Our technicians found the import fill material contained in excess of 30% + 3/4 inch material. Per ASTM D1557-91 section 1.2 and ASTM D4718-87 section 1.3, we cannot proceed with conventional' density testing procedures on this material. Per our agreement with the City of Chico Building Department, all fill would have to be monitored during construction to verify -that adequate moisture conditioning and compactive efforts were achieved. We monitored grading operationsyo from 10 -19 -OS to 10-24-05. We verified that all areas to receive fill were bearing on fi .sabletound prior to any fill placement. All engineered fill was moisture conditioned, placed in 8' - 2" lse lifts and compacted with a sheepsfoot compactor. We were on site for much of the fill operations and were satisfied with the compactive effort throughout the import fill. Based on our experience and witnessing much of the earthwork operations, we certify per Article 3, sections 6735.5 and 6735.6a of the Business and professions Code that the engineered fill building pad was properly moisture conditioned and compacted in accordance with Chapters 18 and 33 of the 2001 Uniform Building Code. "The approximate 30 degree slope portion of the fills requires a stepped design to reduce erosion and creep. We suggest using 6 foot benches with a reinforcing fabric to stabilize the area from erosion and creep."
