To Whom It May Concern:
I am writing to you on behalf of Rick and Cynthia Sylva regarding their tenancy at the
above referenced address. Mr. and Ms. Sylva reside in a mobilehome at that property. They rent
from David Hannagan, the property owner and neighbor. "Management" of the property is often
handled by Mr. Harmagan's daughter, Shannon Wilson.
An inspection of the water supply and soil at the property is needed to determine the level
of toxic pollution.
Mr. and Ms. Sylva have reason to believe that the well which supplies drinking water to
the premises is contaminated due to leaking fuel tanks. The site upon which the mobilehome is
located was previously used as a trucking yard. Apparently there were underground diesel fuel
tanks in the immediate proximity of the well. Although Mr. Sylva has been informed that the
tanks have been removed, he does not know if that is actually the case.

Whether the tanks were removed or not there quite possibly was significant
contamination to the soil and subterranean water supply. Indeed, there are at least two (2) pipes
coming up from the immediate vicinity of where the well is located which periodically bubble
over with what appears to be diesel fuel.
Ms. Sylva recently had to have her thyroid removed due to a cancerous condition. She
has other cancerous tumors of an undetermined type or origin as well. Mr. Sylva's liver function
has been damaged since he has been in residence at the above referenced address. They are
informed and believed that prior tenants, as well as adjoining tenants, have had a variety of
medical problems of a type which may very well have been caused by, or exacerbated by,
carcinogenic agents polluting the water supply.
Please cause an inspection of the well and the subsoils to be undertaken as soon as
possible. Thank -you in advance for your cooperation in that regard.

Dear Mr. Hannagan:,
We sent you a warning letter dated April 17, 1992 notifying you that you
are in vio ' lation of the Butte County Code at the above referenced, location.
As of this date, the following violations still exist.
Failure to obtain the required permiti, inspec tions and approvals from
this office for installing and occupying travel trailer in violation
of -the Mobilehome Parks Act'.of Title 25, California Code of Regulations,
adopted by Section 28A -I of the Butte Code as follows:
(a) 1018 -Permits Required for any Plumbing or Electric
(b) 1048 -Inspections Required for any Plumbing or Electric
Installed.a travel trailer in violation of the Zoning Code as follows:
(a) Section 24-72�--A-5 zone- does not permit mobile unit less than
500 sq. ft. for living unit.
The above violation shall be corrected or abated by ceasing and desisting
occupancy or use of the travel trailer and removing it from the property
or converting it to dead storaae within thirty (30) days. of the date of
this letter.-.
Unless the violation(s) is (are) so corrected or abated, a citation 'shall
be issued to you to appear in court for said vi,olation(s) and for failing
to comply with this notice. . Upon conviction of said violation(s) or for
failing to comply with this notice, penalties shall be imposed and a Notice
of Violation recorded in accordance with Section 41-7 of the Butte County
Code. I

This is' a warning letter to notify you that you are in violation of the
Butte County Code at the above referenced location as follows:
Failure to obtain the required permits, inspections and approvals
from this office for installing and occupying travel trailer.
Since the additional living unit is not permitted in the A-5 zone, the travel
trailer must be removed 'from the property or the occupancy and use must
cease and desist immediately and the travel trailer be placed in dead
storage. Please contact us within ten (10) days of the date of this letter
and inform us of your intentions in this matter.
Please be aware that Butte County has entered into a Code Enforcement
Program that seeks voluntary compliance with the Butte County Code but
provides ' an effective means of enforcement if such compliance is not
obtained. If voluntary compliance is not obtained, enforcement will be
pursued through the issuance of citations, fines, and the recording of
a Notice of Violation.

Butte -County Code at the -above referenced location as follows:
Failure to ' obtain the required permits, inspections and approvals
from this office for installing 1nd occupying travel trailer.
Since the additional livina"unit is not permitted in the A-5 zone, the trav6l
trailer must be removed 'from' the p-'operty or the occupancy and use must
cease and desist immediately and the travel trailer be placed in dead
storage. Please contact us within ten (10) days of the date of this letter
and inform,us of your intentions in this matter.
Please be aware that Butte County has entered into a Code Enforcement
Program that seeks voluntary compliance with the 'Butte County Code but
provides ' an effective means of enforcement if such compliance is not
obtained. If voluntary compliance is not obtained, enforcement will be
pursued through the issuance of citations, fines, and the recording of
