For your protection, you should be aware that as "owner -builder" you are the responsible party of record on such
a permit Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself, you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business
license from the city or county. They are also required by law to put their license number on all permits for which they
apply -
If you -plan to do your own work, with the exception of various trades that you plan to subcontract, you should
be aware of the following information for your benefit and protection:
if you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is'$300 or more for the entire project, and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
+ If you are an employer, you must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tax withholding, federal social security taxes,
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
+ There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to worker's compensation insurance.
+ For more specific information about your obligations under Federal Law, contract the Internal Revenue Service (and,

If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their

A frequent practice of unlicensed persons professing to be contractors is to secure an "owner builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractors may be obtained by contracting the Contractors State License Board in your
community or at 1020 N Street, Sacramento, CA. 95814.

Dear Mr. Bidasha:
This is a formal warning notice. Pursuant to Butte County Code (BCC) Section 41-2, we sent you a
courtesy notice dated October 28, 2002 noti5jing you that you are in violation of the BCC, and 1998
California Building Code (CBC), at the above -referenced location. - As of this date, the following
violations still exist:
Failure to obtain the requited permits, inspections and approvals from this office for the
conversion of an agricultural building to a bunk house and Icitchen and rest room/shower units.

(b) Section 108.1 Inspections Required
(c) Section 108.4 Inspection Approval Required Before Use or Occupancy
(d) Section 3405 Change in Use Requires Conformance to Code
The above violations(s) shall be corrected or abated by you by submitting three (3) complete sets of plans,
applying for the required permits, and paying the appropriate fees, in' cluding penalties. After permit
issuance and field authorization to proceed, the work must be completed and approved by this office
within the permit specified time.
This is your final warning. Unless you contact this office and make the proper arrangements to
correct or abate the violation(s) voluntarily, within ten (LOJ days from the date of this letter,
enforcement shall be pursued through the issuance of a citation (ordering you to appear in court)
for said violation(s) and for failing to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this letter, the court shall impose
penalties (fines) and a Notice of Violation shall be recorded in accordance with Butte County Code
Section 41-7. The Notice of Violation shall include a description of the premises the violation concerns, a
description of the violation, the date of your conviction and the action necessary to correct or abate the
violation(s).

Two application forms are enclosed for your permit to operate. Please complete both copies, keep the white copy for your records. and return the
colored copy, together with the permit to operate fee in the enclosed envelope.
INSTRUC71ONS FOR COMPLETING THE APPLICATION ARE AS FOLLOWS:
Start at top of form and check type of permit being applied for, e.g.: If new camp or H there are any change to last year's permit one year, multiyear,
or conditional permit Fill in dates camp is to be occupied and type of crops and/or business: grapes, prunes, apples, ski resort etc.

Permits are not required for fewer than five employees.
14. The required permit to operate fee will be as follows: Issuance fee is $35.00. Pee per employee is $12.00 x total number in line 13.
Any change to this year's permit will require an amended permit to operate. Submit a new application with fees as follows: Amended fee
is $20.00. If permitted capacity is increased, then add $12.00 per employee. To obtain an application form, please call (916) 445-9471.
Date form, sign, and include your title, e.g.: Owner. operator. etc.
The law requires that the application for a permit to operate be made to the Department at least 45 days prior to the date of initial occupancy. The
application is not deemed to be submitted until it is complete and required fees are paid.
Upon receipt of your completed application and fees. an inspection will be scheduled. If the facilities meet the minimum requirements of the Employee
Housing Act, a permit will be issued.
DOUBLE FEES -WILL BE REQUIRED IF OPERATING ILLEGALLY AND AT THE REQUEST OF THE DISTRICT REPRESENTATIVE

With reference to the above subject and your request for inspection of the proposed conversion of an
existing agricultural building to a . triplex and farm labor camp at 745 Little Avenue, in Gridley, the inspection
was made on May 8,1997.
A reasonable visual inspection was performed without going on the roof, under the building, or in the attic
and the following items were identified, and must be completed or resolved:
1 Provide Environmental Health Department approval, including connection to an approved sewage
disposal system, and an approved potable water system.
2. Provide Planning Department approval for a farm labor camp, and the multiple dwelling units on
the property.
3. Provide a conforming plumbing system throughout the building including hot and cold' water, an
approved drain - waste - vent system with all fixtures properly trapped and vented, a gas piping
system, and a sewage disposal system.
4. Provide an adequate source of heat in each unit per Uniform Building Code.
5.1 Obtain Building Permits for all structures on the property including the travel trailers, shower
building, and kitchen.
6. Provide adequate light and ventilation to all buildings per U.B.C.
7. Submit a detailed description of the intended use of each structure on the property in conjunction
with building permit application.
8. Provide adequate attic ventilation per U.B.C.
9. Provide a conforming water heater installation including pressure - temperature - relief valve and

line, seismic anchorage, and a properly installed vent connector and vent.
10. Provide verification that all gas piping and appliances are properly installed.
11. Provide a minimum of one three foot by six foot -eight inch (3'-0" x 6'-8") exit door from each unit.
12. Provide verification that the entire electrical system is properly installed including bonding and
grounding at the service and receptacles, bonding of interior metal piping, G.F.C.I. protection in
bathroom, kitchen and at, exterior receptacles, spacing of receptacles, two 20 amp circuits in
kitchen, and wire and breaker size. Remove overhead triplex conductors.
13. Provide a perimeter foundation and verification that the entire structural system is adequate
including the foundation and anchorage, and floor, wall, and roof systems.
14. Provide smoke detectors per U.B.C.
15. Comply with any items identified during plan check..
This inspection by the County o f Butte does not act as a guarantee or warranty as to the internal soundness
of said addition, conversion, etc.
It is now in order for you to submit four copies of complete plans with calculations to this office including plot
plans, floor plans and structural details, apply for the required permits, and pay the appropriate fees.
The permits must be obtained pL[Lr to any work being done, and the above listed items completed within.

This is a formal warning notice. Pursuant to Butte County Code (BCC)
Section 41-2, we;sent you a courtesy notice dated March 10, 1997 notifying
you that you are in violation of the BCC at the above-refer.enced location.
As of this date, the following violations still exist:
Failure to obtain the required permits, inspections and approvals from
this office for conversion of an agricultural exempt building to a
triplex in violation of the 1991 Uniform Building Code as adopted by
Section 26-1 of.the Butte County Code as follows:
(a) Section.301(a) Permits Required
(b) Section 305(a) Inspections Required
(c) Section 305(d) Inspection Approval Required before Use or Occupancy
(d) Section 502 Change in Use Requires Conformance to Code
The above violation shall be corrected or abated by applying for a use permit
from the Butte County Planning Department. If the use permit is granted,
permits will be required rom this office to do the work. If you do not
apply for a use permit or if a use permit is not'granted, permits will be
required from this office to convert,the building to an approved use.
Failure to obtain the required permits, inspections and approvals from.
this office for installation of two (2) travel trailers in violation
of the Mobilehome Parks Act of Title 25, California Code of Regulations
adopted by Section 28A-1 of the Butte County Code as follows:
(a) 1018 -Permits Required for any Plumbing or Electric
(b) 1018-Insp'ections Required for any Plumbing or Electric
Since travel trailers are not allowed in the A-40 zone,*the above violation
shall be corrected or abated by ceasing and desisting Occupancy of the travel
trailers and removing them from the property or. converting them to dead
storage.

This is your final 'warning. Unless you contact this office and make the
proper arrangements to correct or abate the violation(s) voluntarily, within
ten (10) days from the date of this letter, enforcement shall be pursued
through the issuance of a citation (ordering you to appear in court) for
said violation(s) and for failing to comply with this warning letter.
Upon conviction of said violation(s) or of failing to comply with this
letter, the court shall impose penalties (fines) and a Notice of Violation
shall be recorded in accordance with Butte County Code Section 41-7. The
Notice of Violation shall include a description of the premises the violation

This is a courtesy notice to notify you that you are in violation of the
Butte County Code, a's follows, at the above-reierenced location.
Failure to obtain the required permits, inspections and approvals from
this office for conversion Of an agricultural exemp building to a

Department for additional'living.units in A-40 zone.)
Since permits and inspections are required for the above work, please submit
three (3) complete sets of plans, apply for the required permits, and pay
the appropriate fees. All work must stop until these permits are issued
and you are authorized by our field inspector to proceed. The field
authorization cannot be made until the existing work is inspected and
approved.
Failure to obtain the required permits, inspections and approvals from
this office for installation of two (2) travel. trailers.
Since travel trailers are not permitted in the A-40 zone, the tr . avel trailers
must be removed from the pr'operty or the occupancy and use must cease and
desist immediately and the travel trailers be placed in dead storage.
It is the County's goal to obtain voluntary compliance with the Butte County
Code. -However, you should be advised that Butte County has an active Code
Enforcement Program which provides'an effective means of enforcement if
voluntary compliance is not obtained. Enforcement may be pursued through
the issuance -of citations, fines and the recording of a Notice of Violation
including a description of the action necessary to abate the violation.

For your protection. you should be aware that as 44 owner-buildee, you are the responsible party of record on such
a permit. Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself, you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business
license from the city or county. They are also required by law to put their license number on all permits for which they

If you employ or otherwise engage any persons other than your immediate farrffly, and the work (including
