On April 4, 1991, I visited the property and the tenants permitted, me to inspect their rental unit. The following conditions `were observed which are in violation of the California Health and Safety Code Section 17920.3 (a)(6, 11, _1213), (b), (c), (d), (f), (g)(2, 3), (k), and which pose health and/or safety hazards to the tenants. 1. The large picture window in front (living) room is broken. 2. The front door is not square, nor is it weatherproof, rodent proof, and insect proof. 3. There is a hole in the wall (sheetrock) adjacent to the front door. 4. There are electrical and wiring problems throughout the home, several switches do not work. There is open and exposed wiring in down stairs room. The electrical line to air conditioner is exposed. Numerous overhead lights do not work, and many sockets throughout the house do not work. 5. The windows throughout the home are not weatherproof. The window in dining area is not secured in the frame (slider). 6. The heater in the kitchen is improperly vented and tenants claim it leaks gas. 7. There are numerous switch plates missing throughout the home. 8. There is a plumbing leak at the kitchen sink. Gary W. and Sheryn Little 7 April 30, 1991 Page 2 9. There are holes in the carpeting at back door. 10. There is a gas leak at the stove in the kitchen. 11. The heater in the hall doesn't work. 12. There is a moisture problem in the back room.. 13. The back door is not weathertight, rodent proof or insect proof. 14. There are windows missing in the back room. 15. The sheet rock in the back room is deteriorating especially behind the door. 16. There is no smoke alarm in the home. 17. There are rodent holes in the walls in room downstairs. 18. The power surges at times. 19. Water from the front yard invades room •downstairs during rainstorms. 20. There is a sewer pipe leak under house.. 21. The door to the downstairs room is not weathertight. 22. The home has a rodent infestation. 23. The door to downstairs room (exterior)' has split panels and daylight shows through when door is closed. 24. The tenants claim there are numerous plumbing code and electrical code violations present in the crawl space under house. 25. There is an excess garbage accumulation present at the house. 26. The roof leaks in places. 27. The kitchen sink drains in the back yard. i Vacate the premises and do not rent the home until such time.as all violations are corrected. Obtain any required plumbing, electrical, and mechanical permits from the Butte County Department of Public Works, 7 County Center Drive, Oroville, CA prior to making repairs. These conditions shall be corrected as follows: 1. Replace all broken windows throughout the home as needed. Recaulk and weatherstrip all other windows. Gary W. and Sheryn Little April 30, 1991 Page 3 2. Rehang front door, provide new front door which is weathertight, rodent proof and insect proof. 3. Repair/replace sheetrock as needed throughout the home to be in good condition. 4. Repair/replace electrical wiring and system under permits issued by Butte County Building Department. 5. Provide and re -vent heater in kitchen to exterior of home. 6. Have all gas appliances checked by P.G. & E. for gas leaks. 7. Replace all missing switchplates and socket covers. 8. Repair all plumbing leaks inside home and under home. 9. Replace carpeting as needed to be in good conditions. 10. Repair/replace heater in hall with one which works properly. 11. You must provide adequate heating facilities in the home to maintain the home at 680F throughout the winter. 12. Eliminate moisture problem in back room. 13. Repair/replace back door with one which is weathertight, rodent proof and insect proof. ' 14. Provide a smoke alarm in the home. 15. Provide means and eliminate problem of water invading downstairs room at times of rain. 16. Eliminate all sewer and gray water leaks and plumb all lines into the septic tank. 17. Replace exterior door to room downstairs with one which is insect proof, rodent proof and is weathertight.---• 18. Eliminate rodent infestation. 19. Eliminate refuse/garbage problem and haul all garbage/debris to approved disposal site. Provide weekly garbage service. 20. Eliminate all roof leaks. 21. Eliminate all plumbing code and electrical code violations. A reinspection will be made. Failure to comply will result in the Franchise Tax Board being notified of your non-compliance. You will then be prevented from claiming state tax deductions for taxes, depreciation, amortization, or interest expenses connected with the property as long as it remains substandard.
