Board of Supervisors. Any subsequent special conditions ordered by the Plan-
ning Commission shall be made a part of the approved "Use Permit" and shall
be binding on the applicant.

Mrs. French stated that use of this site would ultimately improve
the environment not cause it to deteriorate.

Commissioner Watters to deny the appeal of Mr. French regarding
the Environmental Review Committee's Determination that an Environ-
mental Impact Report .is required.
