case would be the potential for increased calls for service which will
take away from existing levels of law enforcement. On the last
occasion, a mobile was put in this proposed location and it was
constantly vandalized. This was party dt+e to the location of the
mobile being back behind the warehouse out of sight'."

ANALYSIS:
This project is a Use Permit to allow placement of a mobile home (a

by a watchman. Doty Brick Warehouse has had problems with vandalism

weekends to provide some security. A mobile home ,previously existed on
the trailer-pad.If the caretaker

Dear. Mr. Streeter:
On May 20, 1957, Mr. Bill Fiedler contacted me with concerns regarding
an environmental impact report which I submitted to you on April 28,
1987.,
After- discussing the situation in depth with Mr. Fiedler some new
- information: was brought to ;light which was not known when my impact'
report was written.
Mr. Fiedler informed me that the person who is moving into the mobile
home is going to be living there twelve (12) months out of the year
instead of seasonally, which was originally thought. Also., as

Due to the fact that this person is going to be living on the property
on a continuing basis, it is the ronsidered'opinion of this department,
that: we would like to amend our previous report in regard to this
proposed use.
Although, the `calls for service may increase i.n the short run, law
enforcement may be better served with someone living on the premises
reporting illegal activities as they occur so as to prevent as 'much
illegal conduct as possible as manpower allows, in addition to this,
the mere-knowledge of the presence of a watchman may deter some of
the activity (part"les, 'trespassing and minor 'vandalisms).

In reviewing the approval., conditions submitted to Mr, Fielder
(Attachment #1) the following information is provided for your
consideration:
Condition #3 concerning the installation of a six foot
high fenr,e at the North end of the Doty Brick Warehouse
and office will impede access of routine patrol, and
responding units on the North end and will still leave
the South end of the property open and accessible to vehi-
cle and foot traffic. No benefit is garnered by law
enforcement in Condition #3 as proposed.
Condition #4 concerning the relocation of the mobile home
should be eliminated due to the fact that it is to be
occupied 24 hours a day, 12 months a year and occupant
will have full view of the West (rear) side of the warehouse
where most break-ins occur, juvenile par*ng and vandalism.
Occupant of mobile is to perform deities of night watchman
according to Mr. Fiedler and will be able to keep law
enforcement appraised of any suspicious activity both day
and night.
