DISCUSSION OF ENVIRONMENTAL EVALUATION AP # 22-16-41
lb,e,f,3b,c,f: Development of additional homesites on the property
will lead to some disruption, displacement,. compaction, and
overcovering of the soil which could head to changes in absorption
rates, drainage patters, or the rate and amount of surface runoff.
This could lead to increased erosion and discharge into surface waters
adjacent to the site. Accordingly, some improvements may be necessary
to the drainage ditch located along the south boundary of the property.
Ig: Residential development of this property will remove approximately
6 acres from any potential agricultural use, Six acre parcels are not
generally considered viable for agricultural, uses, especially when
surrounded by suburban and urban development as in this case,
lh: All of Butte County is within a moderate earthquake iiitensi,ty Zone
Viii. The subject property is located 10-15 utiles southwest of the
Foothill Shear Zone which supported the 1975 Oroville earthquake.
Construction of buildings to Uniform Building code standards for
seismically active areas should provide adequate protection to
occupants in case of seismic activity.
13a,c,f: This project will generate additional traffic on area
streets. This will represent an increase in traffic hazards and road
maintenance in the vicinity. Because of the existing traffic counts
and surrounding development, this project will. n%)t represent a
significant increase.
14: This project will represent an incremental inc, rea,se in demands for
public services in the area.
16a,b, Power and telephone systems will have to be extended to new
homes as they are constructed on the property:
16c,d: immediate development of the property is proposed to be on
individual wells and septic tanks. Sometime in the future the
applicant plans to hookup to city of Biggs water and sewer systems,
16e The subject property is adjacent to the Reclamation District 4833
drainage ditch. Some off-site drai.n«ge improvements may be necessary.
