APPLICABILITY- A customer will be served under this schedule if 70 percent or more of the energy use is for agricultural end -uses. Agricultural end -uses include growing crops, raising livestock, pumping water for agricultural irrigation, or other uses which involve production for sale, and which do not change the form of the agricultural product. This schedule is not applicable to service for which a residential or commercial/industrial schedule is applicable, or to customers with a maximum demand of 500 kW or more. Depending upon the end-use of electricity, the customer will be served under one of the two rates under Schedule AG -1: Rate A or Rate B. Rate A: Applies to single -motor installations with a connected load rated less than 35 horsepower and to all multi -load installations aggregating less than 15 horsepower or kilowatts. a Rate B: Applies to single -motor installations rated 35 horsepower or more, to multi - load installations aggregating 15 horsepower or kilowatts or more, and to "overloaded" motors. The customer's end-use is determined to be overloaded when the measured input to any motor rated 15 horsepower or more is determined by PG&E to exceed one kilowatt per horsepower of nameplate rated output. 2. RATES: Generation charge is calculated based on the total rate less the sum of: Distribution, (N) (Cont'd.) Transmission, Public Purpose Program, Nuclear Decommissioning, and FTA.(where applicable) charges. CTC is calculated residually by subtracting the PX charge as calculated in Schedule PX from the generation charge. (N) 4. ENERGY When summer and winter proration is required, charges will be based on the average (L) CHARGE daily use for the full billing period times the number of days in each period. CALCULATION: 5. CONTRACTS: Service under Schedule AG -1 is provided for a minimum of 12 months beginning with the date the customer's service commences. The customer may be required to sign a service contract with a minimum term of one year. After the initial one-year term has expired, the customer's contract will continue in effect until it is cancelled by the customer or PG&E. (L) Where a line extension is required it will be installed under the provisions of Rules 15 and 16. 6. DISCONTINU- If the customer discontinues service before the initial one-year term has expired, the ANCE OF customer will be held liable and billed for the balance of charges due to PG&E for SERVICE: each billing period for the remainder of the 12 -month service contract. These charges shall consist of any applicable monthly customer charges, ratcheted monthly demand charges, and monthly minimum demand charges. The customer may discontinue taking service at any time after the expiration of the initial term of the service contract; no adjustment will be made to the bill. If the customer wishes to resume agricultural service within 12 months of cancellation, the customer will be required to pay all charges that would have been billed if service had not been discontinued. 7. CONNECTED Connected load is defined as the sum of the rated capacities (as determined in LOAD: accordance with Rule 2) of all equipment that is served through one metering point and that may be operated at the same time. When charges are based on connected load, in no case will charges be based on less than two horsepower/kilowatts for single-phase service, nor less than three horsepower/kilowatts for three-phase service. The customer's account will be adjusted for permanent connected -load changes that take place during the contract year. It is the customer's responsibility to notify PG&E of such changes. No adjustment will. be made for temporary reduction in connected load. If the load is reconnected within 12 months of being disconnected, charges will be recalculated and applied retroactively as though no reduction in load had taken place. 8. MAXIMUM If the customer is a Rate B customer, the seasonal billing demand (defined below) will DEMAND: be based on the "maximum demand." The number of kW the customer is using will be recorded over 15 -minute intervals; the highest 15 -minute average in any month will be the maximum demand for that month. Where the customer's use of electricity is intermittent or subject to abnormal fluctuation, a 5 -minute interval may be used. MAXIMUM In billing periods with use in both the summer season and winter season (April/May, (L) DEMAND: October/November), the customer's total demand charge shall be calculated on a (Cont'd.) pro rata basis depending upon1he demand charge and the number of days in each season. The maximum demand used in determining the demand charge for each season of the billing period will be: (1) the maximum demand created in each season's portion of the billing month as measured by a meter with such capability; or (2) the maximum demand for the billing month where the installed meter is incapable of measuring time -varying demands. Maximum demands created in billing months with days in both the summer and winter seasons will not be used in determining the seasonal billing demand in subsequent months for either season. In such billing periods with use in both the summer season and winter season, the seasonal billing demand will be the greater of the established (ratcheted) demand or the maximum demand for the billing period, as described above. 9. SEASONAL The billing year is the twelve-month period consisting of the current month and the BILLING eleven previous months. The calendar year (January through December) is split into DEMAND two seasons, summer months (May through October) and winter months (November (Rate B Only): through April). The seasonal billing demand charge the customer pays will be based on the greater of: I 1) the highest maximum demand (defined in Part 8 above) recorded in the months of the same season in the current billing year; or 2) the minimum demand (defined in Part 10 below). (L) 10. MINIMUM To provide for maintaining ready facilities where there is little or no energy use, the DEMAND customer's "minimum demand" used for billing in the season in which the customer (Rate B Only): usually uses energy (e.g., summer for irrigation pumps and winter for frost -control wind machines) will not be less than: (a) 75 percent of the nameplate rating in horsepower/kilowatts of the two largest motors the customer has connected; or (b) the diversified resistance welder load computed in accordance with Rule 2. For the purpose of the minimum -demand, calculations, all customers are assumed to have primarily summer use unless otherwise designated. DROUGHT- Irrigation customers who normally operate only in drought years, but who do not (L) RELIEF PUMPS expect to operate during the summer season of a specific year, may designate winter (13 Rate Only): as the primary season of energy use by notifying PG&E prior to May 1 of that year. A schedule redesignation of this type will be effective for the subsequent twelve billing months, during which period the customer agrees to restrict electricity usage to the winter season only. If a customer has designated winter as the season of primary use, but during the subsequent twelve months finds it necessary to use electricity during the summer season, the election for that year will be invalidated and the customer will be re -billed for all summer season charges that would have otherwise applied. I The Demand Charge Limiter described below does not apply to pumps operated for drought relief, under the provisions of this section. 12. DEMAND The demand charge limiter is designed to prevent a seasonal billing demand when the CHARGE customer tests its facilities in the off-season. The off-season is assumed to be the LIMITER winter season, unless the customer has designated winter its season of primary use. (B Rate Only): The demand charge limiter will apply in any off-season billing month in which: (a) no seasonal billing demand charges are in effect; and (b) the customer's energy use (in kWh) divided by the customer's recorded maximum demand (in kW) in the same billing month is less than or equal to three. When the demand charge limiter applies, the customer's bill will be the sum of: the monthly customer charge, and the energy used in kWh times the demand charge limiter rate. In addition, the maximum demand the customer creates in any off-season month in which the customer's energy use (in kWh) divided by recorded maximum demand (in kW) in the same billing month is less than or equal to three, will not be considered in determining seasonal billing demand. (L) 13. VOLTAGE The customer may be eligible for a discount on the charges shown above if the DISCOUNT customer takes delivery of electric energy at primary voltage. (B Rate Only): The voltage discount, if any, will be applied to the Demand Charge. Discounts are applied in any month as follows: (1) For periods where the winter maximum demand charge applies, $0.30 per kW of seasonal billing demand when service is delivered from a "single customer substation" or without transformation from PG&E's serving distribution system at one of the standard primary voltages specified in PG&E's Electric Rule 2, Section 6.1. (2) For periods where the summer maximum demand charge applies, $0.40 per kW of seasonal billing demand when service is delivered from a "single customer substation" or without transformation from PG&E's serving distribution system at one of the standard primary voltages specified in PG&E's Electric Rule 2, Section 13.1. VOLTAGE PG&E retains that right to change its line voltage at any time. Customers receiving (L) DISCOUNT voltage discounts will get reasonable notice of any impending change. They will then (B Rate Only): have the option of taking service at the new voltage (and making whatever changes in (Cont'd.) their systems are necessary) or taking service without a voltage discount through transformers supplied by PG&E. 14. POWER When the customer's maximum demand has exceeded 400 kW for three consecutive FACTOR months and thereafter until it has fallen below 300, kW for 12 consecutive months, the ADJUSTMENT: customer's bill will be adjusted for weighted monthly average power factor as follows: If the customer's average power factor is greater than 85 percent, the customer's total monthly bill (including any voltage adjustment but excluding any taxes) will be reduced by 0.06 percent for each percentage point above 85 percent. If the customer's average power factor is below 85 percent, the customer's total monthly bill (including any voltage adjustment but excluding any taxes) will be increased by 0.06 percent for each percentage point below 85 percent. Such average power factor will be computed (to the nearest whole percent) from the ratio of lagging reactive kilovolt ampere hours to kilowatt hours consumed in the month. No power factor correction will be made for any month when the customer's maximum demand is less than 10 percent of the highest such demand in the preceding 11 months. 15. SEASONS: Summer season begins on May 1 and ends on October 31. (L) 16. BILLING: A customer's bill is first calculated according to the rates and conditions above, and (N) any applicable DAP or GAP discount described below is then calculated. The customer's bill is based on the Total Rate set forth above. The Power Exchange (supply) component is determined'by multiplying the average Power Exchange cost for Schedule AG -1 during the last month by the customer's total usage. Direct Access Customers purchase energy from an energy service provider and continue receiving delivery service from PG&E. The Power Exchange component is determined as specified for a Bundled Service Customer The bill will be calculated as for a Bundled Service Customer, but the customer will receive a credit for the Power Exchange component. If the Power Exchange component is greater than the amount of the Bundled Service bill, the minimum bill for a Direct Access Customer is zero. Hourly PX Pricing Option Customers receive supply and demand services solely from PG&E. A customer taking Hourly PX Pricing Option service must have an interval meter installed at its premise to record hourly usage, since Power Exchange costs change hourly. The bill for a Hourly PX Pricing Option Customer is determined by calculating the bill as if it were a Bundled Service Customer, then crediting the bill by the amount of the Power Exchange component, as determined for Bundled Service and Direct Access Customers, then adding the hourly Power Exchange component which is determined by multiplying the hourly energy used in the billing period by the hourly cost of energy from the Power Exchange. Nothing in this rate schedule prohibits a marketer or broker form negotiating with customers the method by which their customer will pay the CTC charge. Eligibility (T) MENTAL DIESEL A customer eligible for service under this schedule may also be eligible for ALTERNATIVE service under the DAP option. This option is only offered to current (having POWER (DAP) been a customer on or before May 1, 1995) PG&E customers and will expire on OPTION: April 30, 1996, or on the effective date of the California Public Utilities Commission's (CPUC) decision in the rate design phase of PG&E's 1996 General Rate Case, whichever is later. A customer account served under DAP must have a single motor rated at least 50 horsepower (hp) used exclusively for water well pumping load, must have operated more than 500 hours in the twelve months ending August 31, 1994 as determined by PG&E, must have a current average rate for PG&E service in excess of the eligibility price as determined by PG&E, and must sign the Diesel Alternative Power Option Affidavit (Standard Form 79-799) for the DAP option. Total operating hours will be equal to the quotient of the annual kilowatt hours (kWh) in the twelve months ending August 31, 1994 and the single greatest maximum demand during that same time period expressed as kilowatts (kW). Current average rate will be calculated for each customer based on the customer's current schedule election at current rates and operating data from the twelve months ending August 31, 1994. The eligibility price is approved in Decision 95-04-077. b. 13illin Customers that take service with the DAP option will be billed under the Schedule AG -1 rates provided above. In addition, the total bill under Schedule AG -1 will be reduced by an amount equal to the product of the DAP percentage discount and the total amount of the Schedule AG -1 bill (excluding any taxes). Updates MENTAL DIESEL The DAP percentage discount is subject to changes in both PG&E's rate ALTERNATIVE schedules and the cost of owning and operating diesel engines. Changes to the POWER (DAP) DAP percentage discount will be based on changes to indices of these costs. OPTION: The PG&E rate index will be the net revenue allocation change as approved by (Cont'd.) the Commission for Schedule AG -1 B. These changes would typically occur on January 1 or May 1. The diesel cost index will be based upon a one-third weight of the consumer price index (CPI), as posted by the Department of Labor, and a two -third weight of the change in annual average price of Platt's #2 diesel fuel oil, San Francisco, California. If after 12 months of service under this schedule, the customer's operating hours during those 12 months are less than 500, the customer will no longer receive the DAP discount and will resume billing under the full amount of rates set forth above for this Schedule AG -1. Additionally, if PG&E proposes and the CPUC adopts new eligibility requirements, PG&E shall review the customer's operation relative to the new eligibility requirements after the customer has been on DAP for 12 months. If the customer has not met the new eligibility requirements, the customer will no longer receive the DAP discount. 18. EXPERT- a. Eligibility MENTAL NATURAL GAS A customer eligible for service under this schedule may also be eligible for ALTERNATIVE service under the GAP option. This option is only offered to current (having POWER (GAP) been a customer on or before May 1, 1995) PG&E customers and will expire on OPTION: April 30, 1996, or on the effective date of the California Public Utilities Commission's (CPUC) decision in the rate design phase of PG&E's 1996 General Rate Case, whichever is later.
