I am 'writing concerning the property of Bob Mills on Mauedo
Avenue in Gridley, regards to crossing over the Biggs -West Gridley
Water District lateral that runs adjacent to Mr. Mill Os property,
and the black topping of these crossings.
It is necessary at tinea for us to disk these banks and also
to use the caterpillar tractor and other equipment that could be
detrimental to the black top on the crossings in getting equipment'
from one side to the other.

a 3 parcel division. Originally, there were 4 parcels. He asked where
the county maintained road is with respect to this property.

. Mendonsa said that it goes to the westerly property line.
Mr. Evans said he was thinking that it was paved all the way down. He
asked if that would change any conditions.
Mr. Mendonsa said that conditions #l, 2, 5 and 7 would not be necessary.
He asked if, for access, the applicant would go to the irrigation district
on an individual basis.
14-r. Evans said they might do that. They are up against a time frame, to
beat the canals being filled with water, He can't do anything now until
the fall. If he doesn't have to build them, tie won'.t do it now. If he has
to build them, he will probably bond them with the irrigation company and,
-wait until the water is out.

Mr. Streeter asked what won as done about setbacks the parcel to the we8t.,
for the canal.

Mr. Reid stated: noting that a negative declaration was adopted this date,
C will make a motion to approve the parcel map of Bob Mills to create 3 ptircels
on AP 22-24--o6, noting tiiAt an exception to the Uslible sewage disposal area
requirements is being grimed at this time because there are special
circumstances with respect to size, shape, topography or existing development
on the property. Approval of the trap is subject to the .following condition*:
Public Works conditions are:
1. Indicate a 50 ft. building setback from the right-of-way lines of the
canal.
2. Show all easements of 'record on the final map,.
3. Pay off any assessments,
4. Dbtain encroachment permit for all driveways, new or existing, and
construct to county standards.
5= Pay any delinquent taxes.
6. Meet the requirements of the Butte County Fire rept,
rt. All structures across the canal shall have a minimum 20 ft. wide road
r and shall be capable of supporting a 20 ton fire truolt, Guard rail
is required for all bridges.

The hydraulic structure improvement table that follows this
page is divided into three sections, one for the main lateral.,
E6, and two for the sublaterals, g6 -b and E6 -d.
The area draining into Lateral E6 is a rural residential area.
Many field and orchard crops dominate the land. The general
outlook for developments is unlikely due to zoning restrictions
Since existing conditions tY.11 prevail in the future, design
flows were derived from the existing runoff status. The
channels are sized sufficicr, tly, but cleaning and shaping is
needed to better utilize the 'size. Only one structure was
determined to be inadequate and that as the Traynor Irrigation
Canal crossing. it is proposed the 36" CMP be replaced with
a 481' RCP.

This project is a land division of 10 + acres, creating four
parcels, 1.85 acres, 1.95 acres, 2.2 acres and ,4 acres in size
The project site is located approximately one mile northwest of
Gridley and 1/4 mile west of the Biggs -Gridley Highway on the
north side of �hcedo Road. The site is currently undeveloped,
primarily consisting of open pasture anal/or crap landi row
density housing fronts the south side of 1,4acedo Road, while
agricultural land uses surround the applicant's parcel in other
directions. The site is zoned A-2 (proposed SR- ) and design-
ated Agricultural -Residential in the County General Plan.
The attached environmental study was prepared for the Michael
Casey Tentative Parcel (dap CAP 22-24-04, Log #81-05-22-06),
and is sufficient for consideration o,f this current proposal.
A Negative Declaration regcrding environmental impact is
reconmended.
SUPPLEINI ITAL INPOR1 ATION
1. Macedo Road is Quite narrow, -14-15 feet of pavement width.
The road eventually terminates in a cul-de-sac after
crossing a canal over a narrow bridge. These conditions
increase traffic hazards to other vehicles, bicyclists,
pedestrians and equestrians, though the impact is not
considered significant.
The County Public Works Department may require improvements
to the existing bridge to conform to county standards for
minimum width and load capability.
S. The Public Works Department has determined that the applicant
must show a Legal. deeded right-of-way to the extant bridge
crossing the irrigation canal.

III. DISCUS810N`QF ENVIRON14ENTAL EVALUATION
lb; Disruptions, displacements, compaction and some overcovering
of the soils will occur due to the construction of four residences
and driveways. Off-site roadwork will also involve some additional
disruption and compaction of soil. Refer also to item 13c, d.
ig, 4d The proposal would result in the loss of some good
agricultural land (presently uncultivated) n an area designated
as Agricultural Residential on the revised Gridley -Biggs Land Use
Map of the General Plan. The Land Use Text refers to maintaining tha,
productivity of good and prime agricultural soils.. The 943 acre
site could possibly be cultivated on a small commercial :scale or
as part of agricultural production in combination with other
parcelz in the ai`ea.
3b Drainage would flow to a drainage ditch along the east boundary
or be absorbed by the uncovered soil area on each parcel.
3h Deep hole tests are required by�the Environmental Health
Department to determine that adequate'soil area is available to
support potential septic systems on each parcel. Proof of water
is also necessary for proposed parcels of less than 5 acres;
Wells in this vicinity are generally drilled to depths of about
100 feet.
8a, b: it has been determined by the Planning Department that the
proposed land division does not substantially conform to the
General Plan. The reason cited is the: agricultural incompatibility
with surrounding parcels. The proposedA-5 zoning is intended to
t,act as a buffer to the adjacent agricultural land zoneiA-40 to
the north. If the property were curx°ently zoned A-5, a land division
would not be possible without a variance to minimum parcel size or
a boundary line modification to acquire additional acreage.
13c, d: The portion of Macedo Load near the property and east
to the paved portion of the road (a distance of about 150 feet)
would need to be improved to traversable access (16 foot wide road
with gravel), The property is currently at the west end of Macedo
Road; Extension of the road to Xofford Road is a possibility.
The applicant would prefer 'to retain the road as it is The.
orchardist to the south does not want to lose trees in order to
provide the right-of-way fur the road extension. Such an extension
would consist of about -a 1300 foot section of road with 650 feet
extending west from the bridge near the property and a 600 foot
section extending so th to the existing portion of KoEford Road.
At the present time, there would be room for a one lane emergeftey

lila: The demand for public services woul-1 be increased in an
outlying area from Gridley. The Butte County Fire Department is
expected to comment on the stability of the bridge for fire
vehicles. The bridge over the canal should be capable of
supporting a 40,000 pound fire vehicle. The bridge is currently
about 13 .feet wide with a travelled way of about 9 feet in width.
17b The Butte County Mosquito Abatement District should be
consulted regarding appropriate treatment measures for areas with
standing water, such as the drainage ditch along the east boundary.
