Dear Mr: Biggs:
This Department has received a complaint alleging health and/or
safety hazards in the above.listed rental.dwelling. On December
5, 1989, I visited the property and the tenant permitted me to
inspect her rental unit. The following conditions were -observed
which are, in violation of the California Health and Safety Code,
Section 17920.3 (a)(6)(13), (b)(12), (d), (f), (g)(2)(4), and (k)
of Butte County Code Section 19, Chapter 19-4 "Unlawful Sewage
Disposal," The Uniform Building Code Section 301A, Permits
Required, 305A, D - .Inspections Required, nd which pose health
and/or safety hazards'to the tenants.
1. The floor in the kitchen is caving in.
2. The water pressure in the home is inadequate at times.
3. There is a hole in the bathroom floor.
4. The light in the kitchen does not work:
5. There are numerous electrical problems, wires in the home
keep frying.
6.. -The floor coverings in the kitchen is in a state of
deterioration.
7. Theback bedroom windows are not waterproof and
weatherproof.
B. The heater in the. home _does not work.
9. The septic.system is failing and is having to be pumped too
often.

10. The wash water is discharged on the ground outside of the
home.
11._ The.roof leaks.in places.'
12. There are open and exposed wires and connections outside.of
the building.
13. The roof leaks adjacent to the wood stove.
14. An investigation of Building Department records indicate
that the wood stove was installed without permits.
15. There are no smoke detectors in the rental unit.
16. There are numerous exposed electrical lines outside of home.
(Not in conduit).
These conditions shall be corrected as follows, and within -THIRTY
(30) DAYS from receipt of this notice. Obtain any required
permits from the Butte County Department of Public Works,- 7.
County Center Drive, Oroville, CA prior to making repairs.
1. Repair/replace flooring, subfloor, and floor supports as
needed.in kitchen and bathroom to be in .good condition and
meet all current codes.
2. Provide adequate water pressure in the home at all times.

light fixture

Troubleshoot and
eliminate
all electrical hazards and
problems in the
dwelling.
5.
Building must be
made watertight.
Repair/replace windows.in
back bedroom to
meet current
codes.
6.

Department.
8. Plumb wash water into septic system
9. Repair/replace.roof as.needed to eliminate all leaks.
10. Obtain.permits. and clearances from Butte County Department
of Public Works for wood stove.

11. Install.a smoke detector in working condition in -the home.
12. Place all exposed electrical lines,in conduit.
Before making any repairs check with the Butte County Department
of Public Works, 7 County Center Drive,.Oroville, CA regarding
any permits. which may be required.
A reinspection will be made. Failure _to comply will result in
the Franchise Tax Board being notified of your non-compliance.
You will then be prevented from claiming state tax deductions for
taxes, depreciation, amortization, or interest expenses connected
with the property as long as it remains substandard. This notice
is given to you pursuant to Sections 17299 and 24436.5 of the
California Revenue and Taxation Code.
