Lynn Vantart, environmental health director, stated this was a
parcel map that was recommended for denial by the Health Department. It di
not comply with provisions of the oriiinance. There was a problem with thell
reclamation drainage ditch. They have considered the drainage ditch as a

The water in the ditch. is; from irrigation., In.order to be a perennial stream
there must. be water' in the ditch a minimum: of nine. months; out of the year.
It is: dry a grea .deal of the year. There is water in the ditch an excess
of three months.: Years ago there was water in.the ditch vear.rouud. He
does not have enough ground: for the 100 foot set -back.
Mr. Qanhart statedthe ephemeral stream or drainage course is a
Chanel carrying,shbrt termor-intermittent flow.

Chairman Moseley stated -there was one other projectthat was
within the 54 foot set-back.She has no problem with this project. He
would have to keAn all of the drainage within the 50 foot set -back.
Supervisor Saraceni stated' he agreed. There is an indication
there is year around and non: -year around: flow there. Hehas looked at the
area and itis consistent with the area.
