Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision forthe County requiring a bond or ideposit at the time of application of sufficient size to cover the removal expense of the mobile home. A' survey of several, mobile home dealerships in Butte County has indicated a rattier wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative' costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a single -wide mobile home on the property. When 'reviewing temporarNy Use Permit applications, staff also considers future use of the property. This parcel is approximately one acre in size. Under the current zoning ofR-1 and the General Plan designation of Medium Density Residential, there is tie possibility of future subdivision of the property. This project is Categorically Exempt and appears to conform to the requirements of Butte County Code Section 24-304 regarding the placement of temporary mobile homes. Recommendations: A. Note that this project is categorically exempt from environmental review; and B. The Commission waived the reading of the Staff Findings. The hearing was opened to the public. Bernice Wilson was there to answer questions. She asked if the project was approved, how long before she would' be able -to Install the Mobile? She said she and her husband will be living in the mobile with'her daughter living In the house'. Staff sald there Is an 8 -day appeal period. Staff said that the deposit as stated in Condition 7 needs to be made before the Use perm1t is issued. Mrs. Wilson asked Why the amount was for $2,000.00 when she only has a,single-wide mobile. Staff said If it Is a single -wide the bond should be for $-(,500.00 and Condition 7 should be changed The hearing was closed. Commissioner Lynch had no problem with this application.
