Building inspectors employed by the County of Butte Building Division are either currently
certified by the International Conference of Building Officials (ICBG) or have previously been
certified. In all cases inspectors and the division comply with requirements of California Health
and Safety Code Division 13, Part 2.5, Chapter 7, commencing with section 18949.25. This
chapter requires certified inspectors and continuing education.
In November 1994 the Veterans Administration found the Butte County Building Division
inspection program fully met VA requirements and approved our inspection as certification of
their requirements. A copy of that certification letter is attached.
I hope this meets the needs of the Rural Development inspection requirements. Please call me if

Last week I left a message on your voice mail regarding an inspection process
that we would like to initiate on the Southfield Manor Subdivision in Biggs Ca.
The Rural Development Dept. of the USDA formerly' Farmers Home
Administration will accept the foundation and framing inspections that are
performed by Municipal entities thereby eliminating the need for a
duplication of effort by Rural -Development.
Rural Development will perform a final inspection only and this will be
performed after the Municipal inspection has been completed.
Rural Development is calling this process "Third Party Inspections"
What I am requesting of your office is a letter stating that the Butte County
Building Dept. is an ICBO and/or State of California certified building
inspection authority.
This letter will be sent to Rural Development allowing us to participate in the
Third Party Inspection process.

Based on the results of our field and laboratory testing, house pads located within Lot Nos. 9, IU,
12, 13, and 14 meet the subgrade soil moisture content requirements of the geotechnical
investigation report prepared for the project. These pads should be kept moist up to the time of
vapor barrier or concrete placement.
Testing services provided by Brown & Mills for this project were performed in substantial
accordance with generally accepted practices as they existed in the site area at the time our
services were rendered. No warranty is either expressed or implied.
