Bill Murrah, in the audience, said that those are 20 acre parcels. Mr. Streeter said the zoning could end up as A-20, but these parcels are still less than that. Yx. Streeter said he questioned the recommendation for denial himself based on -what had been dine on the Thompson map, but at that point the rezone proposal had been moved along, another look was taken at the criteria of the General Plan as they exist tinder Orchard and Field Crops. That is what the Planning Director's Report is based on. Mr. Millington wondered what would happen if the Board of Supervisors dues not go along with the recommendation of the Planning Commission. He felt that it is not due process of law to base a decision on ;proposed changes in the present laws. It could not be said that this project is close to the: city of Gridley. Me, Millington said that this parcel is not adjacent to urban boundaries, but there is no impairment of agricultural land. Appendix V page 7 of 9 r AP 24-10-21 ` IIx. DISCUSSION OF ENVIRONMENTAL EVALUATION This project is a Rand division of 10.2 + acres to create two parcels. The property is located adjacent to and south of Turner Avenue, adjacent to,a.nd east of Highway 99, 2 miles south of Gridley. Another minor dead-end road is located along the eastern property line south off Turner Avenue, possibly available for access to the orchard on proposed parcel 2. Soils on-site are Floncut loam and Honcut sandy loam, productive agricultural soils, Current land use on-site is orchard in the southern area, and rural residential in the northern area (several mobile homes, sheds, and other structures). The surrounding area is predominantly agricultural. orchards to the east, kiwi to the north, and field crops and orchards to the south. However, adjacent on the nest is a commercial use (truck stop cafe) and the Highway 99 thoroughfare: The Butte County General Plan designates the area and site for Agricultural; Orchard and Field Crop land uses (5 -acre minimum parcel.. size). Current zoning is A-2 General; however, the Butte County'Plannirig Commission has proposed A-40 zoning; which would preclude this land division if adopted prior to this proposal. Area parcel sizes vary widely, from l acre to 130-+- acres, ;although parcels in the immediate area are generally 2 to :18 acres. Considering the limited project scope, the existing development on-site and in the immediate area, and the existing access to each parcel, this project is not expected to result in significant enviro;nmenta'. impact. However, it is noted that the project does not meet the minimum parcel size requirements of the Butte County General plan for agricultural areas Appendant r - pacle 8 of 9 IV.
