Recommend that the change of use be found to be consistent with the A-40 zone as an agricultural processing facility. Site plan shows large "Metal Farm Bldg", but nothing as to when it was built or what it historically was used for. Also show smaller shed and loading platform and the dwelling that was converted. The Arial photo shows some sort of orchard on the property, and similar orchard on the parcel adjoining on the east. Conclusion: Under the Ag zones, "processing" facilities for farm products is a permitted use on substandard sized parcels. For example, Rice processing, Almond processing, etc. Anything along these lines would, in my opinion, be permitted. If the historical use has been non-farm product related (such as equipment repair), and they wanted to change to another use, then a Use Permit would be in order. I have not field checked the property, nor spoken with the owners. Site plan shows large "Metal Farm Bldg", but nothing as to when it was built or what it historically was used for. Also show smaller shed and loading platform and the dwelling that was converted. The Arial photo shows some sort of orchard on the property, and similar orchard on the parcel adjoining on the east. Conclusion: Under the Ag zones, "processing" facilities for farm products is a permitted use on substandard sized parcels. For example, Rice processing, Almond processing, etc. Anything along these lines would, in my opinion, be permitted. If the historical use has been non-farm product related (such as equipment repair), and they wanted to change to another use, then a Use Permit would be in order. I have not field checked the property, nor spoken with the owners. This might be something we would want to do before making a decision. I have an outcard in the building permit room, and the file on my desk.
