The present zoning is SR -1. The Land Use Plan Map of the Butte County General Plan designates this area as Low Density Residential. The proposal does not meet the requirements of the Gridley Urban Reserve General Plan Policies as currently proposed. The Butte County General Plan requires all projects within the Gridley Urban Reserve be coordinated with the City of Gridley. The City of Gridley has stated "This property lies within the Sphere of Influence for the City, of Gridley, and has been prezoned AR -5 wit?t minimum parcel size of S acres. The proposed subdivision is inconsistent with that zoning. It is difficult to provide cost effective 'urban services to one acre parcels The Initial Study conducted on the proposed Tentative Parcel Map identified the following areas of concern: Extension of "Water and Sewer lines; Transportation /Circulation; Public Services; and Cultural )Resources. The Urban Reserve Policies requires the extension of the City of Gridley `)Vater and Sewer Systems. Extension of the water and sewer mains would be considered growth inducing and will require an. EIR under the California Environmental Quality Act. The project site is also located directly on the centerline of the proposed State Highway 99 bypass; Some 250' of this 280' deep property, lies 'within the State Highway 90 alignment adopted by the California Transportation 'Commission. The California. FACTSHFEi State Route 99 Live Oak/Gridley Bypass Background The State Route. 99 alignment bypassing Live Oak and Gridley (map attached) was adopted by the California Highway Commission (now the California Transportation Commission) in 1963. The adopted freeway alignment is actually part of a larger adoptedfreeway corridor beginning ,at Oswald Road in Sutter County and continuing north to the junction of Aoute 149 in Butte County. Portions of the Route were constructed over the years to expressway standards (thru 'tuba City) and other parts to full freeway (From Route 20 to Lomo Crossing). Other segments remain unconstructed due o state highway , financial constraints. While the State Routes 99/70 Corridor Study recommends a Route 70 freeway for initial construction, the Study did not 'negate the issue cf the adopted alignmort on State Route 99 bypassing Live Oak and Gridley. The Study put forward a local, Regional, and Caltrans agreed upon concept for the Sacramento to Chico corridor to expedite programming of state highway dollars With self help in the Sutter/Yuba area. The Study recommendation includes continuation of a 99 expressway to ,Live Oak. Continuation of the expressway to 'Live Oak will require, under California and Federal Environmental Laws, analysis of other alignments, Constructionon the existing highway (by adding two lanes and taking access) is doubtful though can't be ruled out. The adopted freeway alignment will be considered with other alternative alignments for construction of the expressway, Route Adoption and Gener 1 Flan California Statutes, Streets and Highways C;&i 75.9, requires a City or County to include in its General Plan any route alignment adopted by the California Transportation Commission.
