Even if the trap is again revised to yield only 4 parcels, -the shape of the parcel, the location of the ditch and a marshy area Mould still dictate the 6 acre parcel... Since no other parcel in the immediate vicinity could be divided into 6 or 7 acre parcels, this project, would riot produce a growth inducing effect. The present zoning is A-5 (Agricultural - 5 acre parcels). The Land Use Plan. Map of the Butte CoUnty General Plan designates this area as Orchard and Field C7^ops. There are no -specific or community plans .for the area. While this project conforms to the provisions of the A-5 zone, it should be kept in mind that the zoning was adopted in 1967, prior to the adoption of the California Environmental Quality Act (1970) and the Butte County General. Plan Land Use Flement (1979) As such, the A-5 zone currently in place has never been reviewed for conformance with Environmental. Quality Rules and Regulations or General Plan policies as required by the California State Map Act. The Butte County General Plan Land Use Element Map designates the subject property as Orchard and Field Crops. The Orchard and Field Crop des4gnation lists consistent zones as being the Agricultural Series with minimum lots sizes from20 through 1.60 acres. The designation goes on to list conditionally consistent zones as being A-5 and A-10, subject to findings of conformance with the conditional zoning and development criteria that are listed in the Land Use Element, Those conditional criteria require that the proposal be in an area that is predominately already developed with existing pa, al sizes in the 5 to 10 arae range (dependtaq on whether the Lots be created are 5 or 10 acre parcels) ad.'i-cont to or "in the general vicinity of urban boundaries, and the present status of agricultural production will not be significantly impaired. The project site is surrounded by parcels of approximately 10 acres in size. In addition, there is currently a mobile home andssaciated structures present toward the west end of the site. Access ttri the property is either via California State Highway 70 south of Oroville, or P6wer House Hill Road which itself intersects with Highway 70 at Ophir Road. VGi11ey Grassland Walley Grassland habitats are characterized by having a predominance of annuals that germinate during the late winter or early spring, and thea complete their life cycles by late spring or early summer. Some mostly bulbous,per enn als may develop more slowly, and a fey; species may still flower into the fall, Vernal pools of various sizes may also occur within Valley Grassland habitats.
